ANALYSIS:
The applicant, Ray Allard on behalf of S&K Investments LLC, is proposing the development of 88 multi-family units and five accessory dwelling units on two vacant parcels totaling approximately 3.64 acres. The project site is located on the west side of Sierra Avenue between Ramona Avenue and San Jacinto Avenue.
General Plan Amendment No. 22-003 and Zoning Code (District Map) Amendment No. 22-004:
The project includes a request for a general plan amendment and zone change from Multi-Family Residential (R-MF/R-3) and Multi-Family High Density Residential (R-MFH/R-5) to Multi-Family Medium/High Density Residential (R-MFMH/R-4). The proposed land use designation allows for a density range of 24.1-39.0 dwelling units. This change will be compatible with the allowable densities for adjacent parcels. Parcels to the north and west are zoned Multi-Family Residential (R-3) with an allowable density range of 12-24 dwelling units per acre. The parcel to the south is part of the Transitional sub-district of the Form-Based Code (FBC) zoning district and is currently developed with a multi-family development.
When the City Council approved the general plan and zone changes on February 8, 2022 for the sixth cycle Housing Element, it provided the potential for 25,582 housing units, which exceeds the City’sRHNA allocation of 17,519 housing units; this was in recognition of the fact that that all property owners may not be interested in or able to develop their land within the next eight years. With the proposed general plan and zoning land use designation for the site, there will be a gain of eight units.
The figure below provides a breakdown of the number of housing units gained.
Parcel No. 1 - Maximum units with current R3 zoning: 46; with proposed R4 zoning: 74 Parcel No. 2 - Maximum units with current R5 zoning: 93; with proposed R4 zoning: 73 Total maximum units with current designations is 139 units.
Total maximum units with proposed designation is 147 units.

File #: 21-1926 Agenda Date: 1/17/2023
Agenda #: PH-E Category: Public Hearing
The proposed land use designation change meets the requirements of Senate Bill 330, as the proposed designations will allow for more residential units than the existing designations.
Zoning Code Amendment No. 22-012:
The applicant is proposing to amend the zoning and development code standard pertaining to the required setback for buildings on parcels zoned Multi-Family Medium/High Density Residential (R-4) from buildings on parcels zoned Multi-Family Residential (R-3). The current minimum setback requirement is 15 feet, and the proposed requirement is 10 feet. The provision of 10 feet between the building and the property line allows for an efficient use of the parcel while providing ample separation for buildings on adjacent parcels. The proposed amendment, if approved, would be codified and would apply to this project as well as future developments in the R-4 zoning district adjacent to properties in the R-3 zoning district.
Design Review No. 22-028:
The applicant is proposing two- and three-bedroom units/accessory dwelling units in two- and three- story buildings on the site. The proposed units are within the allowable density and sizes for the Multi -Family Medium/High Density Residential (R-4) zoning district. The development complies with all other standards in the Zoning and Development Code.
The development will be gated for privacy and security purposes, with two-way access provided from San Jacinto Avenue. Additionally, one gate for emergency vehicle access (EVA) will be located on Ramona Avenue.
The three-story buildings will be located at the corners of the development adjacent to Ramona Avenue and San Jacinto Avenue. The remaining buildings will be two stories.
The proposed buildings will utilize the Craftsman architectural style with several variations in colors, rooflines and siding materials in the utilization of the style. This provides a cohesive appearance and provides visual interest and distinction. Craftsman elements such as dormer windows, vertical and horizontal siding, gable roofs, deep earth tones, and triangular knee braces are present on the proposed buildings.
Amenities are centrally located in the proposed development. A pool, spa, two-story club house with lounges, gym, tot lot and dog park will be available for use by all residents. Each unit will also have private open space in the form of balconies and patios.
Grading/Walls
The grading is consistent throughout the site and is the same as the adjacent properties. A six-foot tall masonry screen wall will replace an existing chain link fence along the westerly property line.
Units adjacent to Ramona Avenue, Sierra Avenue and San Jacinto Avenue will take primary access from the sidewalk and will be secured with a four-foot high tubular steel fences and gates with pilasters. The north and south property lines will be further secured with tubular steel fencing with pilasters on areas not adjacent to walk-up unit access. Vehicular and EVA access will be secured with six-foot tall tubular steel gates and pilasters.
