This interchange also has moderate amount of truck traffic with latest Caltrans data indicating 5% truck volume on SR-210.
Citrus Avenue is a north-south oriented street that begins at Beech Avenue south of I-10 and ends just east of I-15 in the City of Fontana with freeway interchanges on I-10 and SR-210.
According to City’s General Plan, the ADT on Citrus Avenue ranges between 30,000 vpd and 35,000 vpd.
Existing Conditions
Within the project limits, SR-210 is a eight-lane depressed freeway, consisting of three general purpose (GP) and one High Occupancy Vehicle (HOV) lane in each direction. The mainline traffic is separated by a paved median with a concrete median barrier. The interchange configuration is a tight diamond with both off-ramps beginning as a single lane at the gore point, widening to three lanes (one left, one left/through/right and one right) at the signalized intersection with Citrus Avenue.
Both on-ramps have two lanes up to the ramp metering line and are metered before merging with the mainline.
The interchange was constructed in 2001. The overcrossing bridge (BR. No. 54-0672) is a two-span concrete box girder bridge with open end abutments. It is 246’ 1” long and 99’ 1” wide. The minimum vertical clearance for the overcrossing is 16’ 11” exceeding Caltrans minimum vertical clearance standard of 16’ 6” . The lane configuration on the bridge consists of two through lanes in each direction with back-to-back double left- turn lanes. A six foot sidewalk exists on the west side of the bridge.
Citrus Avenue is functionally classified as a Major Highway within the project limits from South Highland Avenue to Sierra Lakes Parkway. It has two lanes in each direction which widens to provide dual left-turn lanes at the two ramp intersections and at South Highland Avenue.
TRAFFIC ANALYSIS
Data Collection
One of the first orders of work after receiving the Notice To Proceed (NTP), will be to obtain new traffic counts for the project to establish the existing baseline conditions. The traffic data will also include classification data to determine the breakdown of passenger cars, buses/RVs, and trucks (by axles) in the traffic stream. This data will be needed for other technical studies, including air and noise, and for traffic index calculations. In addition, pedestrian and bicycle data will be collected.
Prepare Forecast Volumes Report
The current version (2019) of the Southern California
Association of Governments (SCAG) RTP travel demand model (TDM) will be utilized to perform travel demand forecasts for the existing, opening and horizon years. The land use data will be further refined at the local level to reflect any new development in and around the SR-210 corridor. This will include a review and update of the socio-economic
data to reflect the most recent available projections.
Model development will also entail an update to roadway improvements expected by 2025 and 2045, based on a review of the SCAG 2016 LRTP and associated Amendments.
Existing Year Model Runs
A review of the existing year model volumes along the SR- 210 corridor will be performed to assess the reasonableness of modeled volumes compared to the existing counts. Any required localized network enhancements will be coded in the model. Potential issues requiring additional localized highway network enhancements or changes that might require additional post-processing will be identified.
Future No Build Model Runs
Future year traffic forecasts would be required for both the opening year (2025) and design year (2045). The closest SCAG RTP model year available will be run and extrapolated/ interpolated as needed to represent the project analyses years. The Future No Build model network will be reviewed to identify any future local projects that may not have been included in the RTP but need to be added or removed from the current highway network.
Future with Project Model Runs
The project alternatives will be coded into the model
networks and any additional link segments that need to
be extracted for post-processing will be identified. The model will be run and raw model volumes extracted for all pertinent locations including mainline, ramps and arterials. The appropriate TDM model year assignment data will then be adjusted to provide year 2025 and year 2045 future forecasts.
WORK PLAN, SCOPE OF WORK, AND DELIVERABLES | 2
Future forecast volumes will be converted to PCE (passenger car equivalent) for use in the operational analysis.
Operational Analysis
A Traffic Operations Analysis Report will be prepared
documenting the results of traffic analysis performed for existing conditions (2023), Opening Year (2025) and Design Year (2045) for No Build and Build Alternatives using existing and proposed geometrics. Traffic simulation software Synchro will be used in assessing the operational benefits of the proposed improvements.
No freeway merge, diverge and mainline analysis will be performed as part of this Study as no improvements are
proposed on the mainline.
ROADWAY DESIGN APPROACH
EXP has developed two conceptual alternatives for the
proposed widening of northbound Citrus Avenue between
South Highland Avenue and SR-210 eastbound ramps as
described below:
Alternative 1 | Under this alternative, the northbound to eastbound right turn lane will start at the intersection of South Highland/Citrus Avenue and will end at the intersection of eastbound SR-210/Citrus Avenue ramp intersection. The proposed lane will be 12’ wide with a standard 4’ shoulder. No sidewalk is proposed since they do not exist on the bridge over SR-210. It is also proposed to shorten the raised median on Citrus Avenue to extend the southbound to eastbound left turn lanes to provide an additional 100 feet of storage for each lane. The conceptual layout plan for Alternative 1 is shown in Figure 1.
Alternative 2 | Under this alternative, the northbound to eastbound right turn lane will be shorter and begin after the catch basin just north of the intersection of South Highland/ Citrus Avenue. It will include a bay taper and have a shorter storage length than Alternative 1. The lane will end similar to Alternative 1 at the intersection of eastbound SR-210/Citrus Avenue ramp intersection. All other features will remain the same as Alternative 1 including lane width, shoulder width, sidewalk, and the length of the southbound to eastbound left turn lanes. The conceptual layout plan for Alternative 2 is shown in Figure 2.
CALTRANS PROCESS
It is anticipated that Caltrans will review the project using Encroachment Permit Application Process (EPAP) and not the Quality Management Assessment Process (QMAP) Design
Engineering Evaluation Report (DEER) process. The EXP team will complete all the forms and checklist to get Caltrans approval early on for the EPAP process. EXP recently assisted SBCTA to get Caltrans approval for the EPAP process instead of the QMAP DEER process for SR-210/Waterman Avenue
Interchange.
Project Schedule
The detailed project schedule identifying major milestones and tasks is shown on page 7. EXP commits to delivering the project within 12 months from NTP. We have allowed enough time in our schedule for all deliverables to be peer reviewed by the City and for two rounds of reviews by Caltrans.
Efficient Project Delivery
As Project Manager, Syed will take full advantage of his most recent and relevant experience of working on SBCTA’s SR- 210/Waterman Avenue Interchange Project in the City of
San Bernardino. The scope of work of SR-210/Citrus Avenue Widening Project and the Caltrans process to be followed are Figure 2 | Alternative 2 citrus avenue

almost identical to the other project. To take advantage of this experience, EXP has made only one change to the team that is working on the other project. All the lessons learned will be applied to this project to ensure that it is delivered efficiently and expeditiously without any surprises.
MANAGEMENT APPROACH
Throughout the development and delivery of the PA&ED
and PS&E phases of the project, the EXP team’s management approach will be based on three core principles. You have our assurance that Syed and every individual working on the team including all sub-consultants will embrace these principles:
Our project management approach will be based on
building consensus, not only in the early stages of project development, but on an ongoing basis. An example of this can be found in Figure 3 on the right. As the City’s consultant, we know that we have the responsibility and the obligation to proactively coordinate with all stakeholders, to identify and resolve issues, and to move the project forward. Our Project Manager’s 29 years of experience with Caltrans, his extensive background in project delivery, and his in-depth understanding of the encroachment permit process gives the EXP team a unique advantage.

environmental approach
The City will serve as the California Environmental Quality Act (CEQA) lead agency for the project. The EXP team
has conducted an independent assessment of the project
alternatives and determined that a Categorical Exemption (CE) will be the appropriate environmental document for the project under CEQA. It will be supported by following technical studies:
Noise Study | It is understood that the proposed addition of a right-turn lane on Citrus Avenue and extending the southbound left-turn lanes are not considered as capacity increasing and therefore not expected to generate noise levels greater than ambient noise. The primary source of noise will be construction equipment The following outlines the noise technical memorandum that will be prepared for the project:
• Acquire ambient noise measurements at 1-2 locations in proximity to the project site. The data will be used to establish baseline noise conditions and identify the presence of noise sensitive receptors in proximity to the study area.
• Characterize and quantify on-site construction activities to determine local construction noise and vibration effects • Determine the significance of effects based on the City’s Noise Element, Noise Ordinance, and CEQA guidelines.
• Develop recommendations and measures if necessary to mitigate possible significant construction and operational effects to below threshold levels.
The results will be documented in a Noise Memorandum
describing the methodology and results.
Air Quality Study, Energy and Greenhouse Gas Emissions | An air quality, energy and greenhouse gas emissions analysis will be performed for the project per CEQA requirements. It will include the following tasks:
• Calculate daily construction emissions using the most current version of the California Emissions Estimator Model (CalEEMod) 2020.4.0
• Compare temporary daily emissions generated during site preparation, and construction to S.Coast Air Quality Management District significance thresholds;
• Quantify carbon dioxide equivalent (CO2e ) (i.e., GHG emissions) units
• Compare GHG emission with SCAQMD significance thresholds. • Based on CalEEMod output, BPG will calculate diesel and gasoline demand associated with the construction activity.
Environmental Analysis | EXP will evaluate existing conditions, potential adverse effects of project implementation (both individual and cumulative), and measures to mitigate such effects.
The Environmental Analysis will thoroughly discuss the existing conditions for each applicable environmental issue area and identify short-term construction and long-term operational impacts associated with the project. The impact analysis will be consistent with environmental factors, as presented in Appendix G of the CEQA Guidelines. The Environmental Analysis sections will provide vital supporting information for the conclusions rendered for the Environmental Checklist.
The following topics are considered applicable based on the current understanding of the project:
• Air Quality
• Cultural Resources
• Energy
• Geology and Soils
• Greenhouse Gas Emissions
• Land Use and Planning
• Noise
• Transportation
• Tribal Cultural Resources
• Mandatory Findings of Significance
Cultural Resources | Cultural Resources analysis will be performed pursuant to CEQA for the project site. It will consist of the following:
1. Cultural resources records search of the project site and a one-half mile buffer in the California Historical Resources Information System (CHRIS) at the South Central Coastal Information Center (SCCIC).
2. Paleontological resources records search and literature review from the San Bernardino County Museum.
3. Pedestrian survey of the Project site
4. Assistance completing the cultural resources section of the CE.
Initial Site Assessment (ISA) | As ISA will be prepared following the standard practices of the ASTM International (ASTM) Phase I Environmental Site Assessment Process (Standard E1527-13/- 21). It will include the following:
• Review of regulatory agency records to help identify recognized environmental conditions in connection with the property. • Review of USGS 7.5 Minute Topographical Map (or equivalent) to describe the physical setting.
• Historical use information will be obtained from aerial photographs, fire insurance maps, city building permits and USGS topographical maps
• Visual survey of property and adjacent sites for indications of potential for contamination or contamination generators. • Prepare ISA Report and Checklist
CE Determination | The determination page will conclude the appropriate action (expected to be a CE based upon the environmental analysis).
right of way approach
The City is in the process of obtaining property rights from the adjacent parcel on the east side of Citrus Avenue in Fontana, Parcel No. (APN) 0240-011-38-0000, Owner (Assessor) SAGE CITRUS FONTANA LLC, depicted by green outline in Figure 6.
Once the City obtains the property rights, the EXP team will prepare real estate documents and coordinate with Caltrans, as necessary, to transfer property deeds from the City to Caltrans.
Utility Research and Identification
Utility research will help determine prior rights and liabilities, identify potentially high cost utility relocations, and coordinate the utility clearance process for on-time project certification.
Initial review of possible utility conflicts within the project limits have identified the following six utility owners:
1. AT&T - overhead and/or underground fiber optic communications
2. MCI-Verizon Business - overhead and/or underground fiber optic communications
3. Crown Castle - overhead and/or underground fiber optic communications
4. Fontana Water Company – potable water line and water services
5. Southern California Gas Company– transmission and distribution
6. Southern California Edison – electrical transmission, distribution and telecommunication.
One of the first tasks will be the early identification and verification of utilities in the project area and obtain confirmation from the utility owners. To identify all the utilities in the project area, the EXP team will prepare and mail verification requests to utility owners and follow-up letters requesting current information on any existing facilities. The EXP team has established relationships and trust with the utility companies within the boundaries of this project and Caltrans District 8 which will allow it to engage efficiently with utilities and accomplish project goals.
Positive Utility Identification (Pothole) Coordination
EXP will coordinate the potholing services to determine positive horizontal and vertical locations of underground utilities in accordance with Caltrans’ High and Low Risk Policies and Procedures. Notification letters will be sent to affected utility owners. Potholing will be performed to positively identify any underground utility that may be in conflict.
The following two notable utility impacts are anticipated for the project:
1. SCE Vault (V5456955) – For Alternative 1, SCE vault (Figure 7) will require adjustment to grade w/ traffic-rated lid and vent relocation behind new curb at a minimum or the vault and appurtenances will require relocation behind the new curb.
2. Communications manhole – The communications manhole (Figure 8) near the eastbound SR-210 on-ramp appears to be located within Caltrans right of way and will be required to be relocated outside of Caltrans right of way in accordance with Local Agency Procedures Manual (LAPM) and Caltrans Right of Way Manual guidelines.
