RESOLUTION ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2023-24 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and
WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of the City of Fontana are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and
WHEREAS, the City of Fontana must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement; and
WHEREAS, the City of Fontana, will receive an estimated $5,260,689.00 in RMRA funding in Fiscal Year 2023-24 from SB 1; and
WHEREAS, this is the seventh year in which the City of Fontana is receiving SB 1 funding and will enable the City of Fontana to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and
WHEREAS, the City of Fontana has undergone a robust public process to ensure public input into our community’s transportation priorities/the project list; and
WHEREAS, the City of Fontana used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high- priority and cost-effective projects that also meet the communities priorities for transportation investment; and
WHEREAS, the funding from SB 1 will help the City of Fontana maintain and rehabilitate up to 58 lane miles of streets/roads, and all of the required ADA curb ramp, curb and gutter, and striping upgrades throughout the City of Fontana this year and many more of similar projects into the future; and
WHEREAS, the 2018 California Statewide Local Streets and Roads Needs Assessment found that the City of Fontana streets and roads are in an “good” condition and this revenue will help us maintain or increase the overall quality of our road system and over the next decade will keep our streets and roads in a “good” condition, or bring our streets and roads into a “excellent” condition; and
WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive co-benefits statewide.
NOW, THEREFORE IT IS HEREBY RESOLVED, ORDERED AND FOUND by the City Council of the City of Fontana, State of California, as follows:
1. The foregoing recitals are true and correct.
2. The following list of newly proposed projects will be funded in-part or solely with Fiscal Year 2023-24 Road Maintenance and Rehabilitation Account revenues:
Project Title: Jurupa Avenue Pavement Rehabilitation
Project Description: Grind & Overlay and Pavement Patching Project to include all pre-construction and construction costs, which include design, survey, Geotech, grind and overlay, pavement repairs, ADA ramp upgrades, curb and gutter, cross gutters, loops, striping, and testing, but may include additional work.
Project Location: Jurupa Avenue (Hemlock Avenue to Citrus Avenue) Estimated Pre-Construction Schedule: Start (07/23)- Completion (01/24) Estimated Construction Schedule: Start (02/24)– Completion (05/24) based on the component being funded with RMRA funds
Estimated Project Useful Life: 7 to 15 years

Project Title: Village of Heritage South
Project Description: Pavement Removal & Replacement, Slurry Seal, and Grind & Overlay
Project to include all pre-construction and construction costs, which include design, survey, Geotech, grind and overlay, pavement repairs, crack sealing, slurry seal, ADA ramp upgrades, curb and gutter, cross gutters, loops, striping, and testing, but may include additional work.
Project Location: Residential streets between Liberty Parkway and Foothill Boulevard and between East Avenue and Cherry Avenue
Estimated Pre-Construction Schedule: Start (07/23)- Completion (01/24) Estimated Construction Schedule: Start (01/24)– Completion (05/24) based on the component being funded with RMRA funds
Estimated Project Useful Life: 7 to 15 years
Project Title: Sierra Avenue

Project Title: Rose Avenue
Project Description: Pavement Removal and Replacement

Project Location: Cul-de-Sac street west of Calabash Avenue, south of Santa Ana Avenue

Project Description: Slurry Seal and Pavement Patching Project to include all pre-construction and construction costs, which include design, survey, Geotech, grind and overlay, pavement repairs, crack sealing, slurry seal, ADA ramp upgrades, curb and gutter, cross gutters, loops, striping, and testing, but may include additional work.
Project Location: Residential streets between Casa Grande Avenue and Summit Avenue and between Citrus Avenue and Cypress Avenue Estimated Pre-Construction Schedule: Start (07/23)- Completion (01/24) Estimated Construction Schedule: Start (01/24)– Completion (05/24) based on the component being funded with RMRA funds
Estimated Project Useful Life: 5 to 10 years
Project Title: Southridge Grid 52 North
Project Description: Slurry Seal and Pavement Patching Project to include all pre-construction and construction costs, which include design, survey, Geotech, grind and overlay, pavement repairs, crack sealing, slurry seal, ADA ramp upgrades, curb and gutter, cross gutters, loops, striping, and testing, but may include additional work.
Project Location: Residential streets between Beech Avenue and Citrus Avenue and between Jurupa Avenue and the Utility Corridor.

Project Title: Grid 42 Central Mix REAS Project
Project Description: REAS Slurry Seal and Pavement Patching Project to include all pre-construction and construction costs, which include design, survey, Geotech, grind and overlay, pavement repairs, crack sealing, slurry seal, ADA ramp upgrades, curb and gutter, cross gutters, loops, striping, and testing, but may include additional work.
Project Location: Residential streets between Sierra Avenue and Alder Avenue and between San Bernardino Avenue and Valley Boulevard Estimated Pre-Construction Schedule: Start (07/23)- Completion (01/24) Estimated Construction Schedule: Start (01/24)– Completion (05/24) based on the component being funded with RMRA funds
Estimated Project Useful Life: 7 to 10 years
Project Title: Grid 35 Central Mix REAS Project
Project Description: REAS Slurry Seal and Pavement Patching Project to include all pre-construction and construction costs, which include design, survey, Geotech, grind and overlay, pavement repairs, crack sealing, slurry seal, ADA ramp upgrades, curb and gutter, cross gutters, loops, striping, and testing, but may include additional work.
Project Location: Residential streets between Merrill Avenue and San Bernardino Avenue and between Sierra Avenue and Alder Avenue Estimated Pre-Construction Schedule: Start (07/23)- Completion (01/24) Estimated Construction Schedule: Start (01/24)– Completion (05/24) based on the component being funded with RMRA funds
