1. Approve and authorize the City Manager to execute a Cooperative Agreement for Construction of Foothill Boulevard from East Avenue to Hemlock Avenue Street Rehabilitation Project
2. Accept outside Agency contribution of $87,015.50 for Project No. 38104130, Pavement Rehabilitation - RMRA
3. Authorize the City Manager to execute any future amendments to the Cooperative Agreement for the Foothill Boulevard from East Avenue to Hemlock Avenue Street Rehabilitation Project COUNCIL GOALS:
· Invest in the City’s infrastructure (streets, sewers, parks, etc.) by maintaining and improving the city's existing infrastructure.

DISCUSSION:
The City of Fontana’sapproved Capital Improvement Program budget includes the Foothill Boulevard Pavement Rehabilitation project from East Avenue to Hemlock Avenue Street (Project). The proposed improvements include rehabilitation of existing asphalt concrete pavement and reconstruction of curb ramps. reconstruction of curb ramps. The project will improve ride quality, increase pavement service life, and enhance safety of both vehicular and pedestrian traffic.
The segment of the project along the south half of Chestnut Avenue is within the County’sjurisdiction.
In November 2022, City staff requested the County to participate with project funding. The County determined that the proposed improvements would benefit the County roadway and agreed with the funding participation. The total project cost is estimated at $3,850,478.50 whereas the County’s participation is $87,015.50.
The cooperative agreement defines the financial responsibilities for both the City of Fontana and San Bernardino County for the construction of the Project. The City of Fontana will be the lead agency for the design and construction. The construction of the project is expected to begin in July 2023.
FISCAL IMPACT:
The fiscal impact associated with the approval of this item is an increase in revenues and expenditures in Capital Improvement Fund #602 by $87,015.50 to Project No. 38104130-602-F Pavement Rehabilitation - RMRA. Funds in the amount of $3,758,935.52 for the City of Fontana’s share of the project are already budgeted in RMRA Fund (Fund 283) in Project No. 38104130-283-F- 8329, Pavement Rehabilitation - RMRA. Appropriation for Fund 602 funds will be requested at FY 2022/23 fourth quarter.
