The Special Meeting of the Fontana City Council was held in the Heritage Neighborhood Center 7350 Liberty Parkway, Fontana, CA 92336, on Thursday, February 1, 2024. Mayor Warren called the meeting to order at 2:29 P.M.
ROLL CALL:
PRESENT: Mayor Warren, Mayor Pro Tem Garcia, Council Members Roberts, Sandoval and Cothran.
ABSENT: None
City Treasurer Janet Koehler -Brooks and City Clerk Germaine Key were also in attendance.

The invocation was given by Council Member Roberts, followed by the pledge of allegiance led by Council Member Sandoval.

CONSENT CALENDAR:
A. Approve and Authorize the Revocable Grant Agreement, 21- 2807 Regulatory Agreement, and Grant Deed of Trust between San Bernardino County and the City of Fontana for property located at 17133 Valley Boulevard, Fontana, California (" Property") authorizing the City to accept a grant from San Bernardino County of up Five Million Dollars ($ 5,000, 000) for the purpose of converting the Property to interim housing and provide one hundred twenty ( 120) beds of affordable housing ( excluding one unrestricted manager' s unit) for individuals and families who are experiencing homelessness or who are at risk of homelessness, as defined in Part 578. 3 of Title 24 of the Code of Federal Regulations
That City Council take the following action:

1. Adopt Resolution No. 2024- 004 of the City Council of the City of Fontana to: ( 1) accept a grant from San Bernardino County of Five Million Dollars 5,000, 000) for the purpose of converting the Property to interim housing and provide one hundred twenty ( 120) beds of affordable housing excluding one unrestricted manager' s unit) for individuals and families who are experiencing homelessness or who are at risk of homelessness.
2. Approve and authorize the City Manager to execute the Revocable Grant Agreement for the San Bernardino County funding for the Property, on the terms and conditions specified therein.
3. Approve and authorize the City Manager, or his designee, to negotiate, develop, execute, and otherwise manage any documents in furtherance of converting the Property to affordable housing for individuals and families who are experiencing homelessness or who are at risk of homelessness.
4. Record associated Regulatory Agreement and Grant Deed of Trust with San Bernardino County for the purchase and use of the associated property.
5. Approval and adopt a finding that the proposed land transaction is in compliance with National Environmental Policy Act ( NEPA) and is categorically exempt from the California Environmental Quality Act CEQA) pursuant to Section 15301. EXISTING FACILITIES and Section 15326. ACQUISITION OF HOUSING FOR HOUSING ASSISTANCE
PROGRAMS.
Deputy City Manager Phillip Burum provided the staff report.
ACTION: Motion was made by Council Member Cothran, seconded by Mayor Pro Tem Garcia, and passed by a vote of 5-0 to approve the Consent Calendar Item " A." The motion carried by the following vote: AYES: Warren, Garcia, Cothran, Roberts and Sandoval; NOES: None; ABSTAIN: None ABSENT: None

From time to time, City of Fontana ( we, us or Company) may be required by law to provide to you certain written notices or disclosures. Described below are the terms and conditions for providing to you such notices and disclosures electronically through your DocuSign, Inc.

To request paper copies from City of Fontana
To request delivery from us of paper copies of the notices and disclosures previously provided by us to you electronically, you must sendus an e-mail to [email protected] and in the body of such request you must state your e-mail address, full name, US Postal address, and telephone number. We will bill you for any fees at that time, if any.
To withdraw your consent with City of Fontana
To inform us that you no longer want to receive future notices and disclosures in electronic format you may:
