Architectural Design Services for the
Forge Studios & Innovation Lab Project
RFP No. DE-24-160-SP
Please find enclosed with this letter, DSEA’s response to the City of Fontana Request for Proposal for Architectural Design Services for the Forge Studios Innovation Lab Project DE-24-160-SP . DSEA is a full-service architectural firm with 25 years of experience and was founded in 1999 with a commitment to serving public institutions while being involved with school buildings and community college campus work. We have evolved over the years and worked in the private sector collaborating and coordinating with private schools, care facilities and community centers and have developed a strong track record with upgrades to existing buildings. DSEA also has been involved with historic preservation and through this we have decades of experience in adapting existing buildings to new uses while preserving character and enhancing existing site context.
We attended the non-mandatory pre-proposal meeting and
toured the existing building and understand this to be a significant project that will spark further development in the immediate vicinity to fulfill the vision of the Downtown Area Plan. We have therefore formed a strong team including Martinez Marin Architecture (MMA), another architectural firm as a consultant who recently completed historic renovations to the Nelles Commissary Community Center in Whittier. In addition, our consulting engineering firm, Design West Engineering, is an Inland Empire firm who will be providing engineering disciplines including electrical, mechanical, plumbing and lighting/AV.
Our Structural Engineer, Peoples Associates, has experience in similar projects involving repurposing existing structures as well as the seismic upgrades typically required with such projects.
We also have the capabilities of being bilingual in our public interface with the community and have included a public media consultant, 789, Inc., and a signage consultant, America’s Signs.
Cost estimating and project budget control will be provided by OCMI, a leader in the field of cost control.
DSEA is located in the City of Orange Old Towne Historic District and has experience working on similar projects, most recently with the City of Vista repurposing a portion of their senior center for different uses as well as the Togethership Private School repurposing an existing commercial office / warehouse building into their new school facility. Our consultant team also has a large body of work in San Bernadino County. The DSEA Cover Letter
Team hereinafter referred to as DSEA/MMA within this proposal has reviewed and understood the RFP . We intend on entering a contract under the terms and conditions prescribed by this RFP , have reviewed and accepted the Sample Agreement and meet all of the requested insurance requirements.
We also understand the compressed schedule and our DSEA/ MMA team will be able to meet the needs of a very aggressive schedule and include all work requested within the RFP . Our Project Schedule within this proposal demonstrates how we will accomplish this, and the city will be an active team member participant in scheduled reviews and project delivery milestones.
We have included a detailed task-by-task outline of the scope of work with fees per task as part of our fee proposal.
We are very excited for this opportunity to present you with our qualifications and fee structure and look forward to presenting you with our qualifications in person should we have an opportunity to do so. I will be the single person of contact during the RFP review process and thank you very much for this opportunity to serve the City of Fontana and the community surrounding this project.
Sincerely,

SECTION 11 b
The project involves repurposing an existing two-story municipal building with a basement level located at the northeast corner of the intersection of Arrow Boulevard and Juniper Avenue. According to existing record drawings supplied by the city, the structure is comprised of brick walls with a concrete filled steel deck and a wooden bowstring truss roof assembly. The building, although not registered as a historic resource, represents an example of midcentury industrial building design that can be adapted well to modern uses. The project involves renovating the existing building as required to a mixed-use facility that will encourage private investment in the immediate vicinity of the project site to fulfill the goals of the City Downtown Area Plan. As discussed at the non- mandatory pre-bid site visit, the program shall include providing office space for 60-70 desks in an open and private setting, three commercial kitchen spaces, a coffee shop, meeting spaces that can be combined into a single large event space, recording studios, a pod cast room (media room), and both cold and dry food storage for the kitchens and virtual mailboxes.
DSEA has decades of experience adapting both historic and non- historic structures to a variety of uses from schools and restaurants to commercial uses. We have included Martinez Marin Architecture (MMA) as part of its consultant team who has an abundance of work with public clients and enables our team to assure we meet the aggressive schedule outlined in the RFP . The DSEA/MMA team understands that the city has a construction cost budget of $5 million and understands the complex issues that arise when adapting these older structures to more contemporary uses seamlessly. It is therefore important when commencing this project to begin with gathering detailed information to understand what work is necessary to implement the eight items on the Project Scope list, and how to maintain cost control to remain under the stated construction budget. Our process will involve the following steps to develop a clear understanding of the project goals.
Phase I: Programming, Conceptual Plan Development and
Due Diligence Activities.

The process begins with a systematic survey of the existing building involving a review of the Structural, Mechanical, Electrical, Plumbing and Security/Safety systems to analyze the status of the systems’ performance relative to system lifespan, energy performance and long-term operational costs.
2. We also have included a full building survey to confirm that the city provided record drawings are accurate in relation to the current state of the building. We will confirm accessibility requirements around the site to ensure compliance with current building codes.
DSEA is a BIM 3D modeling firm and will create a 3D model of the building. This will be a useful tool in group presentations to communicate the project goals and objectives.
3. Path of travel from the public right-of-way to the building will also be analyzed along with other accessibility requirements for parking and EV parking stalls.
Needs Analysis Assessments – concurrent with Survey of Existing Conditions
The design team will meet with stakeholders to program the space and operational requirements. We recommend conducting focus groups with the end users, administration, and support personnel to establish goals and objectives to be evaluated for prioritization.
We have team members who are bilingual to facilitate an open discussion with all stakeholders to fully understand the needs of the project.
The DSEA/MMA team feels that it may take a minimum of 5 meetings with end user groups, administration, and support personnel (upon approval of the city and project manager). We plan to provide these meetings within the base services fee with no additional cost. Here is an outline of our recommended process:
Kick-off meeting with key stakeholders. (Mtg #1)
– Overall project planning
– Schedule and budget review
– Establish Focus Groups
Focus Group Meetings to discuss desired program
requirements. (Mtg #2 – extended day)
– Non-profit organizations

– Prioritization
– Space diagrams of each functional area
– Preliminary cost assessment
Focus Group follow-up based to refine program
(Mtg #4 –extended day)
Present Final Project Program (Mtg #5)
Public Presentations (See Phase II Schematic Design)
Through the above meeting process here is a description of work product:
1. The concept design documents will graphically exhibit elements of the proposed upgrades.
2. A program booklet will be issued to the Client Team which will outline the scope of recommended improvements and a preliminary construction budget.
3. All programmatic elements in the list of 8 items will be included.
4. A project budget and cost estimate will be prepared based upon lump sum per square foot cost estimates.
Phase II: Design
Schematic Design
Upon agreement with all parties, Schematic Design will begin which will include a site plan, floor plans, roof plan, exterior and interior elevations, 3D modeling, outline specifications and material Understanding
and Approach
2 and color boards. A minimum of three (3) conceptual renderings of the proposed structure is included. A cost estimate will be prepared and submitted to the city for their internal review.
Public Presentation
1. During the development of Schematic Design, the team will attend meetings to present the proposed design to the local community and stakeholders. With our bilingual ability, we can provide the presentation in the language to those members wishing to hear the presentation that is most comfortable. This includes presentations to City Administration / Stakeholders / Public.
2. We propose that any presentations have a “dry run” with staff prior to insure consistency with the message for the rehabilitation.
Entitlement Approval
Up to four (4) rounds of city reviews with plan revisions to address city comments is provided within the project scope. Once entitlement approval is obtained,
Design Development
Upon receipt of entitlement approval of City staff, the DSEA/ MMA team will expand upon the Schematic Design documents to prepare Design Development documents. This will include all engineering disciplines completing plans to a 50% level of completion.
At the completion of Design Development, a cost estimate will be prepared and submitted to the city for their internal review.
At the completion of Design Development, a cost estimate will be prepared and submitted to the city for their internal review (4 weeks).
Phase III: Construction Documents / Agency Approval
Construction Documents
The DSEA/MMA team will use the approved Design Development documents from the city review to prepare final Construction Documents and Specifications in the format required. A cost estimate will be prepared at the 80% level of completion milestone.
We will submit these plans for city plan check and be responsible for responding to plan check review comments in a timely manner. We will facilitate an approval of documents to proceed into construction with a building permit. Approved plans will be submitted to the city for Bid Phase coordination purposes.
Accessibility
The DSEA//MMA team is an expert at ADA Accessible Path of Travel assessments and upgrades having completed numerous previous upgrades on college campuses and private facilities. We will address all accessibility compliance issues within the initial project program.
Cost Estimating
We have included O’Connor Management (OCMI) as our cost estimator on this project and have worked with them for over 20 years and have found their cost estimates to be very accurate and adjusted to the actual dates of construction. We will include cost estimates at each phase of the project to assure we are providing a project that will meet the budget goals of the project and fall under the $5M estimate for construction.
Schedule
We intend on delivering the completed project within the timeframe listed in the RFP under Contract Term. We will aggressively pursue each phase and overlap the phases as needed to maintain the project schedule. We will work with city staff directly and regularly to assist in maintaining the project schedule.
Phase I - Survey (2 weeks)
Phase I – Programming / Conceptual Design (4 weeks
overlapping with Survey)
Phase II – Schematic Design / Public Presentations (6 weeks overlapping with Programming / Conceptual Design 1 week) Phase II – Design Development (2 weeks overlapping with Schematic Design / Public Presentations)
Phase III – Construction Docs (4 weeks overlapping with Design Development 1 week)
Phase III – Permit Processing (3 weeks for a total of 16 weeks from phase I to permit clearance)
Phase III: Contract Administration / Close Out
Bid Phase
DSEA/MMA will coordinate with the City to prepare the bid documents including the Invitation to Bid, Instructions to Bidders, the bid format all bidders are to utilize, general and supplementary conditions, and any additional documents deemed necessary.
We will conduct the Pre-Bid Conference and project walk through in coordination with the City. The DSEA/MMA team will answer RFl’s as they occur during the bid Q&A period and will amend the Bid Documents as required and in a timely manner by issuing addenda as required. DSEA/MMA will assist the City in evaluating the bids and in determining the qualifications and acceptability of prospective contractors. We will assist in coordinating and preparing the required Notice to Proceed and coordinate other required documents with the contractor.
Construction
The DSEA/MMA Team will provide construction phase services to ensure that construction is being accomplished according to the intent of the construction documents. We will conduct periodic construction meetings and site walks as needed with a minimum of once every two (2) weeks for an anticipated period of 8 months.
DSEA/MMA will set up the protocol for the General Contractor to follow for all RFl’s, shop drawings, construction changes and change orders, etc., and will review, make recommendations, and approve and/or reject these items to keep the project moving. We will be responsible for preparing Instruction Bulletin directives as required to resolve problems and will review all contractor generated change orders and submit those found to be acceptable to the City for review and approval. DSEA/MMA will also be responsible for reviewing contractor payment applications and coordinating payments due with the city. We will assure that the contractor is maintaining updated record drawings to assist in the final closeout.
Close Out phase
DSEA/MMA will assure that all final inspections with the city are coordinated and resolved. Upon notice from the contractor when they state they are substantially complete, We will perform a punch list job walk and schedule subsequent punch list job walk reviews. Once complete, we will handle final documentation including preparing the as-built drawings off of the contractor furnished record drawings. As part of the closeout package with the contractor, DSEA/MMA will obtain the warranties and project manuals from the contractor and review these with the city, so they are aware of how to implement and use all products. We will provide a list of the extent of all warranties and the period in which they are valid and establish the end of the warranty period.
Our team will also provide commissioning for all MEP startup operations.
3 In an effort to clarify a firm scope of work involved in this project so that all consultants were able to prepare an accurate proposal, DSEA undertook the task of creating a preliminary conceptual design based on the programmatic elements listed in the RFP . DSEA & Terrain Integration collaborated to prepare some perspective renderings of the conceptual design and we felt it was important to add these renderings to this document to display our enthusiasm for this project.
This concept was developed without going through the process of a design program that responds to key stakeholders on the project, which is an important step in the design process. This concept therefore is only one of many options and we look forward to working with the team to find the best solution that responds to all needs and is in accord with desired directions of the overall Downtown Area Plan ( Chapter 14 of the Fontana General Plan). 4 Company

Dave is a professional Structural Engineer with over twenty years of design experience ranging from Heavy Industries projects (Oil and Gas, Chemical, Manufacturing, and Power Plants) to Commercial Ultra-Large Scale building projects. He has worked on numerous multi- story projects which includes Silicon Valley’s Largest Project in 2016 & 2017 called Santa Clara Square (which surpasses Apple Campus from the top spot). He also engineered the largest apartment complex built in the US in the last decade (3.4 million square foot Crescent Village). The variety and depth of Mr. Lo’s experience gives him an intimate understanding of the relationship between effective structural detailing and efficient construction practices.
This knowledge allows Mr. Lo to work with the Design Team to develop more costeffective structural drawings by not only using proven, production-level details but also by suggesting minor changes to the design that would result in simpler, more costeffective construction.
Mr. Lo incorporates this depth of understanding into his work process for every project he is involved with at Peoples Associates.

Commission
The Commissary is the transformation of the former Commissary and Chapels at the Fred C. Nelles Youth Correctional Facility in Whittier California. As part of the redevelopment of the facility into a Community Center, the original building was formerly the Kitchen and Commissary for the guards and youth, then was transformed into Catholic and Protestant Chapels. Constructed between 1930 and 1933, the Commissary was transformed into a center that included meeting rooms, community room, small business area and recreation room. Careful implementation of all historical elements were completed under the Secretary of Interior Standards for Rehabilitation including windows, doors, interior finishes and masonry. The building now serves as a focal point for the local community both architecturally and socially.

This 20,000 s.f. facility located in Southern California transforms a 40 year old commercial building into a ghost kitchen used for both incubator start up restaurants and overflow for established companies. The building first had to be evaluated for the Utility upgrades required for the 20 individual kitchens that were to be used 7 days a week. This included electrical power needs, plumbing lines and new Mechanical systems. Understanding time is of the essence, the project had to be competed in an accelerated time frame. electrical plans were fast tracked in order to have the switchgear delivered in time. Also because of the lengthy review time with the County Health department, plans were submitted quickly in order to be able to responds with their comments. While plans were in review, additional building research exposed unique structural systems that needed coordination with mechanical systems in order to provide the code required ceiling heights.

Included in this 26,000 s.f. two level building are eight new classrooms, an 85 seat fine arts auditorium, a multipurpose room with stage and food preparation area) able to communicate a 350 s.f banquet or basketball, a youth fellowship room, library gathering space, computer room storage and offices for four staff members.
Within a constrained site, the new facility was able to double the Clients existing square footage.
The exterior used concrete masonry units and bronze metal siding that responds to the colors of the adjacent Santa Rosa Mountains. The roof lines were lifted up to create a visual link to the existing adjacent sanctuary.

The County Public Health Warehouse represents an important project for Santa Clara County and the Capital Programs Division, with vital measures needed to mitigate closure of the completed facility due to natural hazards, such as earthquakes. Additionally, being a fasttrack project with critical milestones and a tight construction schedule, the design was driven by expediency and the need for coordination. Communications among designers, the County and the building owner’s representatives was a critical element in the success of this project. The structural portion of the project consisted primarily of performing a preliminary study of an existing 93,000 square foot concrete tilt-up building circa 1981, a seismic assessment of the existing building, and a seismic retrofit of the critical elements, with support during bidding and construction following the design phases.

The County Public Health Warehouse represents an
important project for Santa Clara County and the Capital Programs Division, with vital measures needed to
mitigate closure of the completed facility due to natural hazards, such as earthquakes. Additionally, being a
fasttrack project with critical milestones and a tight
construction schedule, the design was driven by
expediency and the need for coordination.
Communications among designers, the County and the
building owner’s representatives was a critical element in the success of this project.
The structural portion of the project consisted primarily of performing a preliminary study of an existing 93,000 square foot concrete tilt-up building circa 1981, a seismic assessment of the existing building, and a seismic retrofit of the critical elements, with support during bidding and construction following the design phases.
During the study phase, Peoples Associates, recognizing that the building code did not offer the appropriate
criteria to meet the County’s vision for the completed
facility, assessed alternate seismic criterion and proposed FEMA guidelines (ASCE 41-06 Seismic Rehabilitation
of Existing Buildings) be used to enhance the existing
structure seismically in a coherent and logical manner to meet the County’s goals for the facility. The use of the FEMA process allowed the analysis to target specific
building performance levels for various earthquake
events. This approach helped the design team tailor the building’s performance to meet the specific needs of the County.
Based on the results of the seismic analysis, retrofits were designed to ensure that the building performed within the set target levels. A creative approach was necessary for many of the retrofit designs to minimize impact to the
form and functionality of the building while increasing the structural continuity and robustness of the lateral load system. The winning contractor’s bid price was 23%
below the initial estimated construction cost.

DSEA converted an existing 2-story 24,000sf R&D Warehouse commercial building in San Clemente, CA to a private educational middle school for 160 students, with 6 large classrooms, a student lounge with health bar, staff lounge, warming kitchen, gym, fitness area, and an indoor basketball court. The converted use required an entitlement approval process to secure a conditional use permit, code upgrades including accessible compliance to restrooms and building entrances, upgraded mechanical systems and new lighting. The project also included site upgrades with path of travel improvements from the public right-of-way to the building entrance, accessible parking stalls and a new trash enclosure.
11 OCMI’s team provided cost estimating services for the historic, 2-story Riverside Metropolitan Museum. Built in 1912, the museum has since had several modifications, including additions to the south and east side of the building and infill of the atrium for additional second floor space. OCMI assisted in a conceptual estimate of the 13,600 SF building. The estimate proposed many alternate options, with a range of costs associated with each option. Since the City did not have the money to conduct the complete $10.5 million renovation, OCMI’s estimate helped the City to select which options could be completed within their budget.

789, Inc. collaborated with UCLA Law on a remarkable restoration and classroom modernization endeavor. Our team worked diligently to preserve the historical significance of the UCLA Law building, originally crafted in 1951 by Risley and Gould.
Facing the challenge of aligning the learning environment with contemporary pedagogy and technology, we crafted a public media campaign to revamp the antiquated student services and entrance areas. The transformation presented a vibrant, multifunctional space that welcomes students and visitors alike. The project encompassed meeting spaces, modernized offices, and interactive multimedia boards, streamlining access to essential services all while celebrating its history.
Additionally, we successfully executed a classroom modernization campaign, providing various naming opportunities for donors. With a $50 million budget, this initiative will catapult UCLA Law into the future, ensuring an enriched educational experience for all. We are thrilled to have played a pivotal role in this impactful journey. 789, Inc

Originally constructed in 1876, the Mission Inn underwent seven years of complete renovation and modernization. Extreme care was taken during the renovation to protect the priceless artwork, furniture, and other collections of the original builder, Frank Miller. OCMI’s provided on-site cost and quality control services for the $42 million renovation. The brick, adobe, wood, and concrete structure required extensive seismic, fire, and MEP upgrades to bring it up to code. The property features 240 guest rooms, 3 full-service restaurants, lounges and bars, meeting and conference rooms, chapel and an olympic-size pool and fitness center.
