Strategic and supportive services for implementation of the city’s homeless prevention action plan, including establishing operations at the Homelessness Prevention Resources and Care Center (HPRCC).

Pursuit360 Strategies possess specific skills, abilities, and knowledge that will enable accomplish of specific City Council directed goals. The personal relationships and experience working with executive city staff, the County of San Bernardino, local and regional homeless service providers, and the operator of the hotel make pursuit 360 uniquely qualified to perform the required task. There is no other company or individual that is qualified to perform this task on the timeline required by the city manager and the city council, therefore, no other proposals were sought.

No. as described above, there are no other firms that meet the requisite qualifications.
How does recommended vendor's prices or fees compare to the general market? Use additional sheet if necessary.
Because the proposed service is unique to Fontana, and the industry is reasonably new, it is not possible to find comparable service or costs from a qualified and trusted firm. However, Pursuit360 Strategies proposal for a minimum monthly retainer of $8,320, which equates to $130 per hour for 64 hours/month is below market value for a firm with the related experience and value to the city of Fontana.

Use of an alternative strategic services vendor is not possible. The service would be performed by the Deputy City Manager, and due to time constraints in the DCM’s schedule, implementation of the City Council’s plan to address homelessness would be delayed by 6 to 18 months.
