I. PURPOSE
To establish a structured and comprehensive emergency management training and exercise program that is compliant with Federal and State regulations. This policy aims to enhance the preparedness and operational readiness of city personnel by delivering targeted training that covers the full spectrum of emergency functions and responsibilities. In California, all public employees are designated as Disaster Service Workers (DSWs) under California Government Code Section 3100-3109. This means that all city staff are expected to be trained and available to serve in disaster response roles as needed. The policy underscores the commitment of the City of Fontana to maintain high standards of readiness in disaster preparedness and emergency management through a consistent, scheduled, and systematic training regimen.
II. GENERAL POLICY
This policy mandates that all city staff involved in emergency response undergo continuous training in accordance with the Standardized Emergency Management System (SEMS) and National Incident Management System (NIMS) principles as referenced in the. Federal Emergency Management Agency, National Incident Management System Training Program, 2020 and the California Governor's Office of Emergency Services, EOC Position Credentialing Program Resource Guide, 2022. To ensure these standards are met, the city will develop, regularly review, and update an Integrated Preparedness Plan (IPP). This plan strategically directs the city's limited resources towards training and exercises that address the most critical needs, thereby optimizing preparedness efforts across all departments.
III. SCOPE
This policy applies to all City of Fontana emergency response staff, in line with California's designation of public employees as Disaster Service Workers.

All city personnel designated in emergency response roles will participate in initial and ongoing training sessions as established by their department head unless expressly stated in this or other applicable City policy or plan. Emergency management-related training must be reported to Emergency Services to ensure proper documentation.
Online Training: A list of available online training will be provided during onboarding and available on CityNet or by request from Emergency Services.
In-Person Training: In-person training sessions will be organized by Emergency Services whenever possible, or by the respective department for specialized training. These training sessions will be included in the Integrated Preparedness Plan (IPP) for prioritization and tracking. Post-training evaluations will be conducted to assess effectiveness.
Outside Training: City staff may attend training hosted by external agencies upon recommendation from Emergency Services and with department head authorization. A list of organizations offering emergency management training will be available on CityNet and can be requested from Emergency Services. Whenever possible, upcoming training opportunities will be communicated to personnel or department heads for distribution to relevant staff and/or posted on CityNet.
Travel Training: Training hosted outside San Bernardino and Riverside counties must be approved per the City’s travel policy.
C. Continuous Improvement
The City will leverage training evaluations and exercise after-action reviews to continually refine and enhance training curricula and disaster response strategies.
V. ENFORCEMENT
All city staff involved in emergency response roles must comply with the training requirements outlined in this policy. Non-compliance may result in disciplinary action as per the City’s administrative procedures.
IV. DEFINITIONS
TermsDefinitionsDepartment Operations Center (DOC)
A department-level EOC. DOCs can be used at all SEMS levels above the field response level, depending on the impacts of the emergency, demographic nature of the agency or organization, local policy and procedures, and configuration of communications systems.
Disaster Service Worker (DSW)
Per California Government Code, Sections 3100-3109, all public employees in California are considered disaster service workers and are required to engage in disaster service activities during a declared emergency.
Emergency Management
A coordinated and integrated approach to managing and responding to emergencies and disasters, involving planning, organizing, directing, and implementing measures across all phases of emergencies. Emergency Management handles strategic direction, resource coordination, and support functions. This includes establishing Emergency Operations Centers (EOCs) to facilitate communication, coordination, and information sharing among agencies.
Emergency Operations Center (EOC)
A location from which centralized emergency management can be performed. EOCs provide overall centralized coordination to ensure that there is an effective response.
National Incident Management System (NIMS)
The National Incident Management System (NIMS) guides all levels of government, nongovernmental organizations and the private sector to work together to prevent, protect against, mitigate, respond to and recover from incidents. The National Incident Management System (NIMS) Training Program helps to mitigate risk by achieving greater preparedness. The training program facilitates training and qualification of emergency management personnel to NIMS concepts and principles.
Standardized Emergency Management System (SEMS)
The system required by California Emergency Services Act for managing incidents in California. SEMS incorporates the use of the Incident Command System (ICS), multi-agency coordination, the operational area concept, and mutual aid agreements. State guidance, “Type III EOC Position Credentialing Standards”, recommends additional training that enhances preparedness for disaster response roles. draft
