RESOLUTION NO. 2024 -
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FONTANA,
CALIFORNIA, RATIFYING THE TENTATIVE AGREEMENT BETWEEN
THE TEAMSTERS LOCAL 1932, PUBLIC WORKS AND CITY HALL
UNITS, AND APPROVING THE UPDATED CORRESPONDING SALARY
TABLES.
WHEREAS, the City Council of the City of Fontana has adopted Memoranda of Understanding (MOU) which incorporate the terms, working conditions, and compensation levels for the City’s represented bargaining groups; and
WHEREAS, a MOU has expired, and the City and this labor group have agreed on new terms outlined in the tentative agreement; and
WHEREAS, the City Council of the City of Fontana has adopted the Personnel Rules and Regulations which incorporate the City’s Classifica tion and Compensation Plan; and
WHEREAS, the Classification and Compensation Plan is not a static plan and requires revisions to reflect organizational changes and needs; and
WHEREAS, the City Council directed staff to develop a pathway towards competitive pay.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fontana, California, to ratify the Tentative Agreements between the City of Fontana and the Teamsters Local 1932, Public Works (Exhibit A) and City Hall (Exhibit B) Unit s and approve the updated corresponding salary tables (Exhibit C).
EFFECTIVE DATE (SALARY TABLES): January 11, 2025

2024 Negotiations Tentative Agreement Summary
between the
City & Teamsters Local 1932, Public Works Unit
Wages:
Year 1: 4.0%
Year 2: Total benefit: 4.0%, with 1.0% base salary going towards Retiree Medical Trust. Year 3 Total benefit: 3.0%, with 0.5% base salary going towards Retiree Medical Trust.
Retiree Medical Trust (RMT)
The City agrees to work collaboratively with the Union to establish a RMT for all employees. Official contract language to be determined once terms are agreed upon by the City and Union. Proposed Terms:
o The City will contribute, on behalf of each employee, an amount equal to one percent (1.0%) of each employees’ base biweekly salary to the RMT. These deposits will commence on July 12, 2025. o Effective July 11, 2026, the City will contribute an amount equal to an additional one-half percent (0.5%) of each employees’ base biweekly salary to the RMT. This will bring the total contribution to 1.5%.
One-Time Payment:
$2,000/employee in lieu of retro COLAs
Classification & Compensation Study
Bring the salary range for each classification to market average, as presented on 10/07/2024 o This represents an average salary range increase of 2.39%, which is outside of the wage proposal listed above.
Health Insurance
Cafeteria allotment will be tiered based on medical plan enrollment. The City will contribute an additional $100/tier (excluding cash-back option) within the cafeteria plan.
Holidays
Add one (1) additional floating holiday, valued at the rate of the employee’s normal schedule (10 hrs, 9 hrs, or 8 hrs) Change the value of Day After Thanksgiving holiday to be the employee’s normal schedule (10 hrs, 9 hrs, or 8 hrs) ALL floating holidays drop in during the first full pay period following July 1st of each year (for 2024, upon contract ratification)
Leave Cash Out
Add pre-election language in accordance with 26 CFR 1.451-2 Increase the leave time that can be cashed out to 120 hours per calendar year Remove language that allows the City Manager to increase the maximum amount of leave cash out.
