City Clerk Key stated that no written public communications were received.
Associate Planner Cecily Session-Goins provided the staff report.
Council Member Sandoval inquired whether parking fees would be charged at the new parking structure and expressed concern about impacts on downtown businesses. City Manager Matt Ballantyne responded that there is currently no intent to charge for parking, although some spaces may be reserved for future downtown development projects.
Mayor Pro Tem Garcia asked how the 400-foot parking radius was determined and whether it would encompass most downtown businesses.
