Subject: City of Fontana- Scope and Fee for the Sierra Avenue and Riverside Avenue Intersection Redesign Dear Estephany Monroy:
KOA (a Lochner company) is pleased to submit this scope and fee to provide engineering and design services for the City of Fontana- Sierra Avenue and Riverside Avenue Intersection Improvements Project. The City of Fontana approved the conceptual redesign of the intersection during a meeting on 4/30/2026 and would like to move forward to update the construction Plans, Specifications, Estimates (PS&E). Refer to Attachment A for the redesign layout that includes revisions discussed during that meeting.
SCOPE OF WORK
TASK 1 – PROJECT MANAGEMENT
This task will include the following items:
• Design, plan production and submittal oversight.
• Prepare monthly invoices with their respective progress reports. • Conduct internal meetings as needed to resolve any project issues TASK 2 – 90% DESIGN
Roadway Plans
KOA will use portions of the existing 100% Roadway Plans to prepare a new 90% Submittal and will retain the existing scale and orientation of the sheets. The Roadway Plans will update the following sheets:
o Title Sheet – 1 Sheet
o Typical Sections - 1 Sheet
o Road Details - 1 Sheet
o Street Improvement Plans and Profiles- 4 Sheets of 5 (includes 1 new sheet) o Signing and Striping - 2 Sheets (of 4 Sheets)
o Traffic Signal Plans – 1 Sheet
Deliverables:
Roadway Plans (90%) – 14 Sheets (10 Updated)
Specifications
KOA will answer technical questions and provide limited suggestions for the specifications prepared by the City.

Cost Estimate
Cost Estimates will be prepared at 100% design stage. We will apply market construction costs for each bid item to the I:\ONT\LEGACY\Projects\2021\JC14034 FO_Sierra Ave-Riverside Ave TS\Contract| 06/10/2026 | | Page 2 quantities measured using a combination of available sources including Caltrans published data, recent bid prices from other local projects, and any other data provided for our use by the City. We will update the cost estimates based on the refinement of the quantities throughout the project.

ASK 3 – 100% DESIGN
Plans, Specifications and Estimates
KOA will submit electronic copies of the 100% plans, specifications and estimates to the City. The 100% plans will include all items listed in the 90% submittal.

TASK 4 – OTHER SERVICES
Clearing Holes and Right-of-Way
• Clearing hole services at up to four (4) locations (90%) o KOA will sub-consult these services to T2 Utility Engineers, and they will perform the work specified in the proposal shown in Attachment B.
• Right-of-Way Research and Legal Descriptions (90% and 100%) o KOA will sub-consult these services to KDM Meridian. and they will perform the work specified in the scope of work shown in Attachment C.
SCOPE OF WORK ASSUMPTIONS & EXCLUSIONS
• All submittals will be made electronically.
• Any unforeseen scope of work items not described above will be considered as additional work and will be discussed with the City.
• Any significant changes on the scope will be treated as additional work and a new scope of work and fee will be negotiated with the City.
FEE ESTIMATE
KOA will perform the work specified in the scope above based on the fee below. See Attachment D for fee breakdown.

he budget is based upon the work scope and level of effort presented above and includes the cost of all related technical I:\ONT\LEGACY\Projects\2021\JC14034 FO_Sierra Ave-Riverside Ave TS\Contract| 06/10/2026 | | Page 3 and administrative services. The work scope is considered complete upon submittal of final documents by Lochner. Any additional services requested after document submittal will be considered as extra work and those fees will be negotiated prior to start of work and secured in writing.

AUTHORIZATION
An amended professional service agreement shall be prepared and executed prior to work.
