Subject: DeSign ServiceS for fontana/ranDall/PePPer (o’Day Short) SrtS Project anD teD j. Porter elementary SrtS Project
Onward Engineering ( OE) is pleased to submit this proposal to provide professional civil engineering design services for the City of Fontana on two projects (1) ’s Fontana/Randall/Pepper (O’Day Short) Safe Routes to School Project (2) and Ted J. Porter Elementary Safe Routes to School Project. . We understand that the City’s objective is to close sidewalk gaps near school walking routes, improve pedestrian connectivity, and create ADA-compliant pathways that separate students and pedestrians from vehicular travel lanes.

Our team understands that successful delivery of this project requires more than filling sidewalk gaps. The design must balance ADA compliance, residential driveway conformance, drainage, AC pavement restoration, visible utility appurtenance adjustments, constructability, and protection of residential access. OE will use a focused PS&E approach tailored to the City’s 2027 construction bidding goal, the required 60% submittal within 90 calendar days of Notice to Proceed, and the City’s clarified scope items from Addendum 1 / Question Set 1 .

If selected, we will deliver a biddable, constructible sidewalk-gap closure project that improves school-route safety while minimizing impacts to adjacent residents, utilities, drainage, and the City’s schedule.

The City is advancing two Safe Routes to School projects funded through SBCTA’s TDA Article 3 Grant Program. The project areas are residential neighborhoods with sidewalk gaps in close proximity to schools. The improvements are intended to provide dedicated pedestrian facilities where students and residents currently experience discontinuous walkway conditions.

Project Project Limits Primary Design Focus

• Geotechnical investigation and pavement recommendations are not provided by the City; pavement design will follow City standards.
• Subsurface potholing is not anticipated; utility research will rely on records, field-visible appurtenances, and utility coordination.
• We assume 2 rounds of comments at the 60%, 1 round at the 90%, and 1 round at the 100% . Additional rounds of comments will be a separate design change request.
• Pavement restoration will use City standard pavement sections in lieu of project-specific geotechnical recommendations.

Issue Why It Matters OE Response
Driveway conformance Residential access must be maintained while providing an ADA-compliant pedestrian route.

Use Civil 3D surface modeling, spot elevations, and
early City review of constrained driveways.

Drainage and grading New curb/gutter/sidewalk can change surface runoff patterns and create low points.

Review longitudinal/cross slopes, identify ponding
risk, and design localized conforms to maintain
positive drainage.

Utility appurtenances Meters, valves, poles, signs, mailboxes, and vaults can obstruct sidewalk or ramp grades.

Inventory visible conflicts and show protect-in-
place, adjust-to-grade, or relocation coordination
notes on plans.

Right-of-way/private
improvements
Fences, walls, irrigation, and landscaping may be near
the proposed sidewalk footprint.

Plot available ROW data and notify City early if a
frontage condition requires City direction.

Biddability Ambiguous AC limits, driveway limits, or utility notes can create change orders.

OE provided design engineering services to the City of Fontana on the Randall Avenue Street Improvement Project, located at Randall Avenue, from Citrus Avenue to Catawba Avenue. The purpose of the project was to rehabilitate approximately 1,300 linear feet (0.25 miles) of pavement on Randall Avenue and close curb, gutter, and sidewalk gap on the north side of the street. The project also included redesign of 6 curb ramps on the south side of the street to meet ADA requirements. The street varied in width but primarily consisted of one eastbound lane, two westbound lanes, and parking lanes on both sides of the street. Surrounding land use consisted primarily of residential zones and Citrus Elementary School on the south side of the street. juruPa valley miRa loma agate & gRanite Hill aRea Safe RouteS to ScHool (cIp 23108/23109/23110) OE provided professional design engineering services to the City of Jurupa Valley for 3 Safe Routes to Schools (SRTS) projects, which included the Mira Loma Area SRTS Sidewalk Gap Closure Project at 15,680 ft long; the Granite Hill Area SRTS Sidewalk Gap Closure Project at 10,370 ft; and the Agate Street Complete Streets Project at 2,350 ft long, totaling approximately 28,400 linear feet (or 5.4 miles) of safety and sidewalk improvements.
