Project Introduction
Alco Building Solutions is pleased to submit this proposal to provide design, engineering, utility coordination, permitting, and implementation planning services for three City of Fontana facilities: the Don Day Neighborhood Center, the Jessie Turner Health and Fitness Community Center, and the City of Fontana Civic Center. This engagement establishes the technical foundation for three connected systems at each site: on -site solar photovoltaic generation, battery energy storage with microgrid controls, and DC fast charging infrastructure. Each system is engineered to reduce long-term operating costs, strengthen facility resiliency, and prepare the city for transportation electrification.
The purpose of this phase is to advance each facility to a permit -ready and implementation -ready state.
Construction is not included. By completing design and permitting first, the City gains accurate cost visibility, reduces project risk, and positions each facility to move directly into construction once funding and approvals are secured.
We are pleased to offer the following services for the project described above.
1. DESIGN AND ENGINEERING
Solar PV, battery storage, microgrid, and DC fast charging systems are engineered to a permit-ready level of detail for each facility.
2. UTILITY COORDINATION
Engagement with the serving utility to confirm available service capacity and interconnection requirements.
3. PERMITTING SUPPORT
Preparation and management of permit submissions through Authority Having Jurisdiction approval.
4. IMPLEMENTATION PLANNING
Preliminary construction budget, procurement strategy, and schedule to guide the construction phase.
Note: This proposal covers Phase 1 only. Construction and grant application services are not included.
Grant activities are performed by others. Alco Building Solutions may provide technical information generated through engineering to support third-party funding efforts if requested.

This proposal addresses three City facilities. The site profiles below establish the framework for assessment and design. Final system capacities will be confirmed through field investigation, utility review, and engineering analysis.
1. Don Day Neighborhood Center

Letter of Intent Incentive
Alco Building Solutions is committed to serving as the City's long -term implementation partner. The incentive below reflects that commitment.
50% Letter of Intent Discount
Alco Building Solutions is pleased to offer a 50% discount on the cost of this proposal, contingent upon the City issuing a Letter of Intent to Alco Building Solutions for the construction and implementation of the project.
This discount shall apply only if the City is awarded grant funding for the project. In the event the City does not receive grant funding, the discounted pricing shall not apply unless otherwise agreed to in writing by both parties.
The Letter of Intent shall confirm the City’s intent to contract with Alco Building Solutions for the construction portion of the project, subject to successful grant award, final scope approval, mutually acceptable contract terms, and any required City approvals.
The discounted engineering and permitting fee are offered in reliance upon the City’s stated intention to utilize Alco Building Solutions as its preferred implementation partner for the construction phase of the project following grant award.

Acceptance
Acceptance of this proposal authorizes Alco Building Solutions to proceed with the design, engineering, utility coordination, permitting support, and implementation planning services described herein. Phase 2 construction and implementation will be provided under a separate agreement following design completion and grant award.
