The Closed Session meeting of the Fontana City Council was held at the Cypress Neighborhood Center, located at 8380 Cypress Avenue, Fontana, CA 92335, on Monday, September 28, 2026.
Mayor Warren called the meeting to order at 8:00 a.m. with all members of the City Council present.
City Treasurer Janet Koehler-Brooks was also present.
City Clerk Germaine Key was absent.
PUBLIC COMMUNICATION - CLOSED SESSION:
There were no public communications received for the following items:

A. Call To Order/Roll Call:
The Special Meeting of the Fontana City Council was held at the Cypress Neighborhood Center, located at 8380 Cypress Avenue, Fontana, CA 92335, on Monday, September 28, 2026.
Mayor Warren called the Special City Council Meeting to order at 8:26 a.m.
ROLL CALL:
PRESENT: Mayor Warren, Mayor Pro Tem Garcia, Council Members Cothran, Roberts, and Sandoval.
City Treasurer Janet Koehler-Brooks was also present.
ABSENT: City Clerk Germaine Key
INVOCATION/PLEDGE OF ALLEGIANCE:
The invocation was given by Council Member Roberts, followed by the pledge of allegiance led by Mayor Pro Tem Garcia.
PUBLIC COMMUNICATIONS:
There were no public communications received.
CONSENT CALENDAR:
ACTION: Motion was made by Council Member Roberts, seconded by Council Member Sandoval, and unanimously passed by a vote of 5-0 to approve Consent Calendar Items “A-B.” The motion carried by the following vote: AYES: Warren, Garcia, Cothran, Roberts, and Sandoval; NOES: None; ABSTAIN: None; ABSENT: None A. Authorization to Apply for the Clean Water State Revolving 26-1286 Fund (“CWSRF”) with California State Water Resources Control Board
1. Authorize the Public Works & Engineering Department to apply for CWSRF with the California State Water Resources Control Board.
2. Authorize the City Manager, or City Manager’s designee, to enter into and transmit any documents necessary or desirable to ensure the City's timely submittal of the CWSRF.
3. Adopt Resolution No. 2026-089, delegating the City Manager with signing authority to enter into the financial assistance agreement, if awarded, and any amendments or changes thereto, and enter into all certifications, commitments, disbursement requests, and other documents necessary to secure and administer the financial assistance.
B. Grant Acceptance of Fontana’s Downtown Economic Incentive 26-1258 Program
1. Authorize the City Manager or his designee to enter into a contract with the San Bernardino County Board of Supervisors to accept a contribution in the amount of $500,000 for the Fontana Downtown Economic Incentive Program.
2. Authorize the City Manager, or City Manager’s designee, to enter into and transmit any documents necessary or desirable to ensure the City’s timely submittal and execution of the Board of Supervisors discretionary funding allocation.
