Acting Mayor Morsell-Haye called the meeting to order at 1:41 PM, Mayor Norvell appearing via video conference.

Public Comment was received from Jacob Patterson.
2. CLOSED SESSION
Acting Mayor Morsell-Haye recessed the meeting at 1:44 PM; the meeting reconvened to Closed Session at 1:44 PM. Councilmember Rafanan joined the meeting at 1:51 PM.

Acting Mayor Morsell-Haye reconvened the meeting to Open Session at 6:45 PM and reported that no reportable action was taken on the Closed Session item.
