CALL TO ORDER
Acting Mayor Morsell-Haye called the meeting to order at 8:31 AM, Mayor Norvell appearing via video conference.

2. CLOSED SESSION
Acting Mayor Morsell-Haye recessed the meeting at 8:32 AM; the meeting reconvened to Closed Session at 8:32 AM. Councilmember Rafanan joined the meeting at 8:41 PM.
2A. 22-197 PUBLIC EMPLOYEE APPOINTMENT, Pursuant to Government Code Section 54957(b): Title: City Manager
Councilmember Rafanan left the meeting at 10:10 AM. Acting Mayor Morsell-Haye reconvened the meet to Open Session at 11:16 AM and reported that Interim City Manager Spaur was assigned to work with City Attorney Collins to formulate an offer letter to one of the candidates for City Manager.
ADJOURNMENT
