CALL TO ORDER
Mayor Norvell called the meeting to order at 5:00 PM, all Councilmembers appearing via video conference.

2. CLOSED SESSION
Councilmember Albin-Smith joined the meeting at 5:02 PM. Mayor Norvell recessed the meeting at 5:02 PM. The meeting reconvened to Closed Session at 5:03 PM.
