TITLE:
Receive Written Report Pursuant to Government Code Section 65858(d) Describing the Measures Taken to Date to Alleviate the Condition which Led to the Adoption of Ordinance 981-2022 ISSUE:
Pursuant to Government Code Section 65858(d), this report is due ten days prior to the expiration of the 45-day cannabis permit moratorium imposed by Urgency Ordinance 981-2022 on April 25, 2022. The following measures have taken place since the original adoption of the moratorium ordinance: the City Council has approved a revised cannabis ordinance that is now scheduled for introduction at a public hearing by Council on May 23, 2022, with adoption on June 13, 2022. If adopted, the effective date of the new ordinance will be July 13, 2022.
ANALYSIS:
The Planning Commission at their March 23, 2022 meeting, made a recommendation to the City Council to accept revisions made by the Planning Commission and to consider adoption of the Cannabis Ordinance 979-2022. On March 28, 2022, Council gave directions to staff and City consultant to prepare a revised ordinance which is scheduled for introduction May 23 (Item 7B). The current 45-day moratorium will sunset on June 9, 2022.

Receive and file this report.

Do not accept this report and provide staff further direction.

There is no identifiable fiscal impact at this time.

The report is consistent with the current process and remains consist with the process for adoption going forward.
