I am confused by this consent calendar item because the proposed resolution is not actually a final draft of a resolution and the City Council would need to indicate how the final resolution will be worded. The Council normally takes action on the full consent calendar but you can't really do that with what is in the agenda materials because it has a bunch of optional language and empty fill-in-the-blank spots. If the Council adopts the proposed resolution, it will be the resolution as worded now with both options and the blanks. For example, there are a bunch of referenced instructions but those instructions aren't included. There is definitely something wrong with this agenda item as currently presented, although there is still time to fix it.
I think something is amiss, perhaps the wrong incomplete draft was uploaded. Please pull this item to have a discussion and complete the draft resolution or, if staff uploaded the wrong one, please have them upload the correct completed proposed resolution.
