AGENDA TITLE: Receive Report, Interview Applicants, and Consider Appointment of City of Fort Bragg Representative to the Mendocino County Library Advisory Board
RECOMMENDATION
Every two years, the City of Fort Bragg appoints a member of the community to serve on the Library Advisory Board. The incumbent’s term expires at the end of October and the Council must take action to replace or reinstate their appointee.
BACKGROUND
The Mendocino County Library Advisory Board is made up of one representative from each district and one appointee from each city. In past years, the Mendocino County Board of Supervisors made all appointments to the Library Advisory Board based on recommendations from each city in the county. In 2017, the policy changed to allow cities to directly appoint representatives to the Advisory Board. The City of Fort Bragg's current appointee, Linda J. Thornquist Stumpf.
A Maddy Act Notice has been posted on City Hall Kiosk for entire 2025 year informing the public of opening positions including the Library Advisory Board. A Press Release was processed on September 15, 2025, released and posted on Website and in the Lobby calling for all interested persons to apply for appointment to the Mendocino County Library Advisory Board. Other outreach was KOZT and Facebook to inform the public of the upcoming opportunity to apply for the Library Advisory Board position. Three applications were timely received on or before October 15, 2025.
DISCUSSION AND ANALYSIS
The Council may pose questions to the applicants and appoint one person for the position.

STRATEGIC PLAN/COUNCIL PRIORITIES/GENERAL PLAN CONSISTENCY Following Council’s action to appoint an applicant to the Library Advisory Board, the appointee’s term will start on November 1, 2025, and expire on October 31, 2027. The Library Board meets ten times a year on the first Wednesday of the month at 1:00 PM in locations throughout the County. The first meeting will be November 5, 2025.
