RESOLUTION OF THE FORT BRAGG CITY COUNCIL APPROVING PROFESSIONAL SERVICES AGREEMENT WITH LUMOS AND ASSOCIATES, INC. IN A NOT TO EXCEED AMOUNT OF $55,000 PER YEAR OVER TWO YEARS FOR A TOTAL OF $110,000 TO PROVIDE ON-CALL ENGINEERING SERVICES, AND AUTHORIZING CITY MANAGER TO EXECUTE CONTRACT
WHEREAS, the City of Fort Bragg issued a Request for Proposals (RFP) for OnCall Engineering & Surveying Services on May 4, 2026; and WHEREAS, two proposals were received by the deadline of May 28, 2026; and WHEREAS, a threemember staff panel evaluated the proposals in accordance with the criteria established in the RFP; and WHEREAS, Lumos & Associates, Inc. received the highest overall evaluation score and demonstrated superior qualifications, responsiveness, and familiarity with the City’s infrastructure and operational needs; and WHEREAS, awarding the contract to Lumos & Associates, Inc. maintains continuity of service and supports ongoing City projects; and WHEREAS, the selection process complies with applicable state and federal procurement requirements, including the prohibition on geographic preference; WHEREAS, Lumos has the necessary project knowledge, survey data, and design files to complete the redesign efficiently and without delaying construction; and WHEREAS, Authorization of this contract is not subject to CEQA because it is not a project (§ 21065. PROJECT), any actions resulting from work performed under this contract in preparation for a project will be evaluated on an individual case basis.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Fort Bragg hereby awards the contract for OnCall Engineering & Surveying Services to Lumos & Associates, Inc. for a twoyear term beginning July 1, 2026; and BE IT FURTHER RESOLVED that the City Manager is authorized to execute the Professional Services Agreement and any necessary documents to implement this action.
