Broadband Utility Enterprise
Sage Statham
Director of Broadband and Digital Infrastructure
The Broadband Department oversees the City of Fort Bragg's city-owned broadband utility, including the operation of MCN (Mendocino Community Network) and the buildout of Fort Bragg Fiber, a citywide fiber-to-the-home network delivering symmetrical gigabit internet service to residential and business customers. The department manages all aspects of the broadband enterprise: infrastructure construction, ISP operations, middle-mile coordination, and customer-facing service delivery. Fort Bragg Fiber represents the city's largest infrastructure investment in a generation and is designed to provide affordable, high-speed connectivity to the entire community for decades to come.

MCN / Broadband Five-Year Forecast
The five-year MCN forecast shows the broadband enterprise moving through an important transition period from construction, grant-supported implementation, and legacy customer migration into a more stable operating model. In FY 2026–27, total income is projected at approximately $2.84 million, including $536,337 in grant and bond funding, while total expenses are projected at approximately $3.01 million. This results in a projected net loss of approximately $169,735 in the first year of the forecast.

The forecast improves significantly in later years. By FY 2027–28, MCN is projected to generate a modest net income of approximately $48,533. By FY 2028–29, projected net income increases to approximately $365,835, and by FY 2030–31, net income is projected to reach approximately $996,407. This improvement is driven by growth in broadband customers, continued activation of the City’s fiber network, migration away from legacy services, and a reduction in certain resale and transitional operating costs.

It is important
to distinguish
between total
income and
operating
revenue. Total
income
includes
temporary
grant and bond
funding, which
declines from
approximately
$536,337 in FY
2026–27 to zero
by FY 2030–31.

Operating
revenue, which
excludes grant
and bond
funding, grows
from
approximately
$2.30 million in FY 2026–27 to approximately $2.82 million by FY 2030–31. This means the long-term success of the enterprise depends on converting temporary implementation funding into sustainable customer-based revenue.

The customer count forecast reflects this transition. Total active subscriptions are projected to increase from approximately 5,261 in FY 2026–27 to approximately 7,373 by FY 2030–31. Broadband internet customers are projected to grow significantly, while legacy Fusion and Open Air services are expected to phase down over time. This shift is central to the long-term business model because the City’s fiber network must replace declining legacy revenue with new broadband subscribers.

The forecast is encouraging, but it also carries important risks. The projected improvement depends on successful customer activations, strong marketing, reliable installation processes, customer retention, service quality, billing Broadband Utility Department
FY27 Proposed Budget Book | Fort Bragg Page 378
performance, and continued management of operating costs. The City should monitor customer conversion rates, monthly recurring revenue, installation capacity, churn, customer service performance, and operating margins closely during FY 2026–27 and FY 2027–28.

Overall, the forecast shows that MCN has the potential to become a positive long-term enterprise for the City.

However, the next two years are critical. The City must focus on execution: completing customer drops, increasing public awareness, converting customers to the fiber network, maintaining reliable service, and managing costs as grant and bond funding phases out.

Fiscal year 2025-26 Top Accomplishments
Communication:

Implemented an interim website for the City of Fort Bragg, and worked with the chosen vendor to design and implement a new, custom website.

Implemented a higher resolution and much lower cost solution for streaming and storage of public meeting videos.

Once Town Hall construction was completed, IT moved AV control systems into an improved AV control room, implementing several system improvements for stability and manageability in the process.

Implemented new remote-controlled cameras in the Town Hall meeting chamber for greatly improved visibility and performance during meetings and live-streaming.

Assessed and chose a new Mobile Device Management system for cell phones and tablets to be implemented in FY26-27 due to the upcoming End-of-Life of the current system.

Data / Network Security:

Extended secure cloud backup services to CV Starr servers.

Continued expansion of Multi-Factor Authentication where supported.

Assessed alternate solutions for integrated physical security monitoring cameras and door controls for implementation at additional sites beyond PD in FY26-27.

Following an assessment of available AI tool policies for governmental organizations, we developed a draft and plan for implementation of policy applicable to the City.

Continued roll-out of our Password Manager tool across the organization.

Greatly expanded use of Password Manager for secure documentation of Information Technology knowledge, including: implementation processes and procedures for: new system installations, conference room and other meetings systems, common issues and solutions, troubleshooting of complex systems such as VPN remote access and Police vehicle technology systems, etc. The stored knowledge is available not only via cloud or when using on-site workstations, but also remotely via mobile devices, with or without access to the Internet.

Responded within the target time-frame to address the greatly increased number of security updates to Firewalls and other technology / security infrastructure required due to a noticeable increase in vulnerabilities being discovered by AI tools.

Continued government-approved, cloud-based server backups, with secure isolation of data from malware such as ransomware.

Continued to perform penetration testing and vulnerability scanning using automated tools so we can have visibility into previously hidden weaknesses and prioritize addressing them.

Continued automated email anti-“phishing” training campaigns via KnowBe4.

Continued automated CyberSecurity online training campaigns, also via KnowBe4.

Infrastructure & Services Performance and Resiliency:

Assessed alternate, lower-cost solutions for secure backups in light of greatly increased storage requirements due to digitization efforts in multiple City departments.

Assisted the Police Department in assessing alternative solutions for providing report writing assistance, including automatic capture of dialogue from Body-Worn-Cameras.

Expanded use of Mobile Device Manager to ease the burden of managing mobile devices.

Largely completed project of improving network cabling infrastructure as part of the Town Hall remodel project by labeling cables, improving their organization and routing, and replacing them due to age or incorrect lengths as needed.

Continued the process of improving the network design and implementation to improve performance and decrease single points of failure.

Continued annual process of replacing the poorest performing endpoint hardware with new replacements. Continued replacement of older, poor-performing monitors with new ones that greatly improve user ergonomics.

Continued roll-out of hardware upgrades that are
required to maximize internal LAN switch availability, and the ability to prioritize Voice over IP traffic including complete upgrades of all LAN switches and the Firewall at the CV Starr Center.

Fleet & Equipment
The Fleet & Equipment Services Internal Service Fund manages the acquisition, maintenance, and repair of all municipal vehicles and machinery. Under the direction of the City’s Mechanic, the fund supports essential operations through preventative maintenance, diagnostic testing, welding, fabrication, and inventory management.

Fleet & Equipment Services ensures the City’s operational readiness by maintaining a functional, reliable, and cost-effective fleet. Beyond daily oversight, the department manages the annual fleet budget, develops technical specifications for new equipment bids, and facilitates asset auctions. To maximize efficiency, staff also coordinate specialized external contracts for major repairs, including bodywork, engine rebuilds, heavy-duty suspension services, air conditioning service, and glass replacement.

Capital Improvement Plan
The City of Fort Bragg’s Five-Year Capital Improvement Program (CIP) outlines current and future infrastructure needs and capital funding priorities in the following areas:
i. Municipal Facilities,
ii. Parks & Community Services,
iii. Street Maintenance & Traffic Safety,
iv. CV Starr Enterprise,
v. Water Enterprise,
vi. Wastewater Enterprise,
vii. Storm Water.

The CIP is an important planning tool that identifies and prioritizes all major capital projects in the City. It helps determine funding sources and needs.

In general, the CIP provides funding for infrastructure construction and non-routine maintenance, while funding for routine infrastructure maintenance is appropriated in the operating budget and in other special revenue funds. CIP projects, including streets, buildings, recreational facilities, and parks are defined as assets with an initial individual cost of at least $50k and an estimated useful life of greater than two years. Acquisitions of other capital assets (such as machinery, furniture, and vehicles) are generally accounted for in an internal service fund or departmental account that is responsible for financing each expenditure. Cost estimates are prepared for each capital project using current year dollars.

The CIP shows detailed expenditures and funding for capital projects over the next five years, covering FY 2027 through FY 2031. “Prior Year” funding for projects which span multiple years is also shown. The CIP also includes a “Beyond CIP” category that recognizes the importance of planning for future significant capital projects beyond the five-year CIP time frame.

The projects planned for FY 2027 include expenditures that will be appropriated through the FY 2027 Budget adoption process. Projected expenditures shown for FY 2028 through FY 2031 and Beyond CIP are provided primarily for project planning and long-range financial planning purposes and do not reflect a commitment of funds. Expenditure approval will be sought for these projects during the appropriate fiscal year.

The CIP consists of projects with a total cost of approximately $123.4 million. For FY 2027, projects totaling approximately $20 million are recommended for appropriation.

The CIP is organized as follows:

1. FY 2027-2031 Five Year Capital Improvement Program – Expenditures by Category

2. FY 2027-2031 Five Year Capital Improvement Program – Expenditures by Source

3. FY 2027-2031 Capital Improvement Program Projects Detail Capital Improvement Plan
