Subject: REQUEST: Item 5D
Please forward this public comment to the Mayor and all Councilmembers and include it in the meeting record for Item 5D.
I request that Item 5D be removed from the consent calendar for separate consideration.
Item 5D gives full-time, non-exempt C.V. Starr employees a 3% cost-of-living adjustment, while the attached compensation schedule identifies 5% adjustments for numerous other City employee groups and no adjustment for several part-time C.V. Starr classifications.
I am not objecting that 3% is too large. I question why employees receive different cost-of-living percentages when the underlying increase in the cost of living affects everyone. The lowest-paid and part-time employees are not insulated from inflation; in many cases, they are affected most severely.
Different compensation adjustments may result from collective bargaining agreements, market studies, recruitment needs, employment contracts, or other factors. If that is the justification, the City should identify those factors instead of labeling materially different increases as cost-of-living adjustments without explanation.
Before approving Item 5D, please explain:
Why C.V. Starr employees receive 3% while other groups receive 5%; Why several part-time C.V. Starr employees receive no cost-of-living adjustment; What objective criteria determine each group's percentage; and Whether the City evaluated the fairness and financial effect of these differences across employee groups.
This deserves a separate, transparent Council discussion rather than approval through a bundled consent-calendar vote.
