RE: Commission Action on Local Coastal Program (LCP) Amendment Application No.
LCP-1-FTB-25-0064-1 Part B (Tiny Homes & Tiny Home Communities) Dear Ms. Jones:
The purpose of this letter is to formally notify you of the Coastal Commission’s action at a public hearing on May 14, 2026 on the LCP amendment referenced above (Tiny Home Ordinance and Tiny Home Communities Ordinance). By unanimous vote on the Consent Calendar, the Commission rejected the LCP Amendment as submitted and certified the LCP Amendment if modified in accordance with the suggested changes set forth in the staff recommendation dated April 30, 2025. The resolutions of certification and the suggested modifications are included in the published report (also, see attachments to this letter).1 Pursuant to Section 13544 of Title 14 of the California Code of Regulations, effective certification of the LCP amendment will occur after:
The City of Fort Bragg acknowledges receipt of the enclosed resolutions as adopted by the Commission, and within six months of the May 14, 2026 action date (i.e., by November 14, 2026), through an adopted resolution, the City:
accepts and agrees to the modifications that are suggested; takes whatever formal action is necessary to implement the modifications; and agrees to issue coastal development permits subject to the approved Local Coastal Program (LCP); The Commission does not object to the Executive Director’s determination that the resolution by the City Council is legally adequate; and That determination is filed with the Secretary of Natural Resources by the Coastal Commission staff. 1 Available from the Commission’s website is the published report: https://documents.coastal.ca.gov/reports/2026/5/Th10b/Th10b-5-2026-report.pdf, Appendix A, Suggested Modifications: https://documents.coastal.ca.gov/reports/2026/5/Th10b/Th10b-5-2026-appendix.pdf, and report exhibits, including Ordinance Nos. 1000-2025 and 1001-2025: https://documents.coastal.ca.gov/reports/2026/5/Th10b/Th10b-5-2026-Exhibits.pdf.
Please note that items #1 through #3 above all need to occur within six months of the action date (i.e., by November 14, 2026), though if more time is needed, there is a time extension process.2 If a time extension is needed, please let me know by October 1, 2026 so that the time extension can be agendized for action prior to the expiration date.
Alternatively, the City has the option to resubmit a different LCP amendment without the Suggested Modifications that would then be subject to future Commission review.
If I can provide any assistance in completing the final steps outlined above to achieve effective certification of the amendment, please let me know.
Sincerely,
Melissa B. Kraemer Coastal Program Manager

2 Coastal Act Section 30517 and Title 14 CCR Section 13535(c) provide that the Commission may extend, for good cause, time limits related to LCPs for a period not to exceed one year.

RESOLUTIONS ADOPTED BY THE CALIFORNIA COASTAL COMMISSION ON MAY 14, 2026
CITY OF FORT BRAGG
LCP AMENDMENT NO. LCP-1-FTB-25-0064-1-Part B
(Tiny Home/Tiny Home Communities)
Resolution to Deny the IP Amendment as Submitted
Resolution A: The Commission hereby denies certification of Implementation Program Amendment No. LCP-1-FTB-25-0064-1-Part B as submitted by the City of Fort Bragg on grounds that the implementation program amendment as submitted does not conform with, and is inadequate to carry out, the provisions of the certified land use plan. Certification of the implementation program amendment would not meet the requirements of the California Environmental Quality Act as there are feasible alternatives and mitigation measures that would substantially lessen the significant adverse impacts on the environment that will result from certification of the implementation program amendment as submitted.
Resolution to Certify the IP Amendment with Suggested Modifications Resolution B: The Commission hereby certifies the IP Amendment No. LCP-1-FTB-25- 0064-1-Part B for the City of Fort Bragg if modified as suggested on grounds that the implementation program, as amended, conforms with and is adequate to carry out the provisions of the certified land use plan. Certification of the implementation program amendment will comply with the California Environmental Quality Act, because 1) feasible mitigation measures and/or alternatives have been incorporated to substantially lessen any significant adverse effects of the implementation program amendment on the environment, and 2) there are no further feasible alternatives and mitigation measures that would substantially lessen any significant adverse impacts on the environment.
