AGENDA TITLE: Measure AB Special Projects Funding for FBUSD Resurfacing Equipment ______________________________________________________________________________

RECOMMENDATION
Staff Adopt a resolution approving a one-time contribution to the Fort Bragg Unified School District (FBUSD), in an amount not to exceed $18,995.00, from Measure AB Special Projects funds for the purchase of a Power Turf Renovation 60-inch sports turf resurfacing machine; approving Budget Amendment BA 26/27- as shown in Exhibit A; and authorizing the City Manager to release payment from Account No. 110-4390-0619. _____________________________________________________________________________

BACKGROUND
At the November 8, 2016 General Election, Fort Bragg voters approved Measure AA, adopting Ordinance No. 924-2016 and increasing the City’s Transient Occupancy Tax (TOT) from 10% to 12%, effective April 1, 2017. TOT is paid by overnight guests at lodging establishments.

Voters also approved Measure AB, a companion advisory measure recommending how the additional revenue generated by the two-percentage-point increase should be used. Measure AB provides policy guidance to the City Council; individual expenditures remain subject to Council budget and funding decisions. The advisory allocations apply to the additional revenue from the 2016 increase, rather than all City TOT revenue.

Share of additional revenue (1%)
Advisory purpose
One-half — 50%
Increase promotions, events, and marketing for Fort Bragg.

One-quarter — 25%
Enhance Coastal Trail maintenance and security.

One-eighth — 12.5%
Support establishment of the Noyo Center for Marine Science as a premier visitor attraction.

One-eighth — 12.5%
Undertake special projects that support tourism and benefit the community, including repair and enhancement of local athletic fields.

DISCUSSION
FBUSD has requested $18,995.00 in Measure AB Special Projects funding to purchase a Power Turf Renovation 60-inch sports turf resurfacing machine. The proposed equipment would support maintenance and renovation of District athletic fields. The District’s request and vendor cost documentation should accompany the resolution as Exhibit B.

Staff recommends approval because athletic field repair and enhancement are expressly identified in Measure AB’s Special Projects category. Supporting the equipment needed to care for these fields is consistent with that guidance and advances a public purpose by preserving recreational facilities for students and the community. Maintaining fields suitable for competitions also supports the City’s ability to welcome visiting teams and families. The District’s request should identify the fields to be maintained and their school, community, and visiting-team uses to document this benefit.

The proposed contribution is limited to the equipment purchase. FBUSD would purchase, own, operate, and maintain the machine. Before releasing payment, the City Manager would obtain purchase documentation and the District’s written confirmation that the funds will be used for the approved equipment and that FBUSD will be responsible for ongoing operating and maintenance costs. FBUSD would provide proof of purchase and return any City funds not used for the approved purpose.

FISCAL IMPACT
The maximum City contribution is $18,995, charged to Measure AB Special Projects, Account No. 110-4390-0619. Budget Amendment BA 26/27-03 would provide the additional appropriation identified in Exhibit A, using available unappropriated revenues allocated for Measure AB Special Projects. Previous funding approval listed below from the past 4 years.
