REPORTS & CORRESPONDANCE
Ft. Jones Police Chief’s Monthly Report
March 2022
Spring is here and of course the warm weather with it. As we continue to see nicer days we are also seeing an increase in activity throughout town and the valley. It is our goal to maximize the positive activities while being proactive, mitigating, and preventing problems before they arise. You will see overall presence increase for certain events in order to establish a safe environment. If you see the need for us to be present during an event, please reach out to us so we can be aware and schedule appropriately. We look forward to an amazing summer and the exciting possibilities ahead of us.

Traffic- As mentioned before, when we see weather improve throughout the year, we also see an increase in traffic both from locals and visitors. We will continue to be present and help educate drivers on being responsible and safe while driving in our communities. In the past month we fortunately saw a decline in traffic collisions and driving while under the influence calls. Several citations were issued due to various traffic violations showing that we will not tolerate habitual bad driving and traffic violations. Nonmoving violations i.e. expired registration, foreign registration, and local traffic ordinances have also been one of our priority’s as these violations tend to be unsightly and a constant nuisance.

Schools- School related activities and issues have steadily been on the rise over the past couple months. This has increased our presents in and around the schools in cooperation with school staff to help reduce calls for service and solve existing issues. Health and safety related issues such as vaping, alcohol, and drug use has been a major concern and a driving force in finding a solution to these harmful behaviors. Again, our continued partnership with the school district has given us the ability and opportunity to face this epidemic head on.

Animal Control- In this past month we have continued to handle several dog at large issues. Most of these cases result in the reuniting with owners due to our ability to post on social media getting the information out to the public. Recently Mercedes was able to secure a donated location for our dog kennels enabling the town of Ft. Jones to house animals until we can locate an owner or provide transportation to another facility. This will help our officers our immensely when dealing with these types of calls while also keeping animals in house vs. transporting to Etna. Impound fees associated with the kennels will also now be kept with Ft.

Jones and can help out with future improvements or equipment.

Reports/Cases- We are now at 30 written cases for the year and have seen many of them began the court process. Our officers are routinely called upon to testify during hearings ensuring the correct prosecution of each. Thank you to each of them for providing such expertise to the process and the ability to help make positive change in our community.

Calls for Service- Calls for service are steadily increasing as the new year begins its spring and summer months. Attached is an updated Event/calls for service report that shows many of the issues we have been facing and responding too. The attached calls for service were all provide to and logged through dispatch. Keep in mind that many of our calls for service are handled in house and not part of the event list. It would be safe to say that the number could be doubled to estimate more of an actual number of activity. As you can see the department is very active not only with pd related issues but also with fire, EMS, and mutual aid. Also not accounted for on the report is the numerous hours of help each officer provides to our PAL program.

Ordinance Enforcement- Attached is Kelly’s monthly report where you can see the continued code related issues we incur on a monthly basis. These cases as mentioned before are very slow moving and take months if not years to resolve. The following few sentences are a rewrite and reminder of what we have been doing and what to expect in the upcoming months. Thank you to Kelly, Mercedes, Karl, and all involved in pushing these cases to conclusion and a successful ending. Several of our more serious cases have gone to the district attorney as well as out city attorney. Kelly has been in communication with each of the above as well as Karl in the attempts to come to a conclusion to each. It has been a long journey with these significant cases and taken many working together to be successful. Thank you all who had input and involvement as we couldn’t have done it without you. I would really like to thank Councilwoman Garcia as she was instrumental in restructuring and the adoption of local ordinances giving the validity, we needed to effectively enforce laws which protect us all.

Without this difficult task being taken on by her and her constant attention to detail there is no way we would have been productive and met our goals.

PAL- Recently PAL has seen many successes with their ongoing activities while providing new exciting programs. Our mentoring program is now full swing providing services to our local youth including fishing, hiking, and a new horse program. We were also recently donated a 2015 GMC Yukon which will help in the transportation of youth to programs. Our PAL van is still on the road but aging. This additional vehicle will help greatly. Another exciting year of clay birds has started, and we look forward to our annual corn hole tournament to happen in May.

Over the years the PAL program has been looking to building and providing a skate/bike park in town for kids. We recently were donated two city lots in Etna that will give us an amazing opportunity to move forward in the project.

Training- Our officers are currently taking advantage of in person training and attempting to catch up on the two years of training we lost due to covid. We have also partnered with College of the Siskiyou’s to help provide critical mandated perishable skills training.

Grants- While we have been working on several grants for the future our recently awarded COPS hiring grant is progressing. We look forward to holding interviews and hiring a new police officer over the next couple months. Once an extensive background process has been concluded we will be introducing a new officer to the force and another amazing asset to our community.

CSO/Code Enforcement Report
March 2022
March was a quiet month for Code Enforcement.

The Town filed a civil suit against the owner of the Marble View Motel. The paperwork was served to Mr. Pinassi and there is a court date for April 14, 2022.

The 312 Jane Dr property continues to be a nuisance. The District Attorney’s Office declined to file charges.

There have been no new occupants in trailers at the Smith properties on Bridge St and Newton.

These cases will remain closed as long as no travel trailers/RV’s for occupancy are moved back onto the properties without proper permits.

The case for the old deli has been closed. The property owner Mr. Anderson has cleaned up the inoperable vehicles and rubbish around the perimeter. The occupant that was living inside the Deli is no longer there.

There are no updates for the Gwinn and Sylva properties.

I received a new complaint for 11842 Diggles St regarding the storage containers. The Town does not have a current ordinance addressing accessory buildings or storage containers.

Daily Activities:

Patrol Town several times a day and make citizen contacts Assist citizens with DMV paperwork
Assist Officers when needed
Animal control, mostly lost dogs
Respectfully Submitted:

CSO Kelly York

Fort Jones Fire Department along with Scott Valley Fire Protection District and Etna Fire Department have restarted our talks strengthened mutual and automatic aid agreements and possible consolidation after former talks were put on hold due to the pandemic. All parties seem to be in agreement, and we will be moving forward with further meetings We have received a large portion of the equipment that was purchased with funds from the American Rescue Plan grant and have a few more items on order.

We submitted a McConnell Foundation Grant for approximately $50,000 worth of new wildland personnel protective gear and equipment. If received this will update much of our gear that is nearing its expiration date and end of service life.

STAFF COMMENTS:

14. Update on WWTP Planning Grant. Jim Cook retired; Karl Drexel will spearhead the project through to completion. The Grant has paid for just about everything through the planning process. The original grant has expired, and the priority now is the Construction grant. A new audit is needed in order to continue. This will move the project through the facilities plan, and the nitrogen removal systems. Once these are finished, construction grant can be applied for.

15. Update on Drinking Water Planning Grant. Currently applying for the drinking water improvement project and have had site visits with PACE Engineering personnel. The City Administrator has met with the Department of Financial Assistance. Planning grant will complete planning phase, including the full plans and specifications. The estimate is based on site visit, which, including all necessary components, is a $15M project. The application is for a $1.7M planning grant.

16. Update on Meter Installation Grant. Going right into construction grant, Morgan Eastlick is the engineer, and the project is projected to take two years. The Town is responsible for full cost for plans and specifications. Karl Drexel is working on another grant for the $36,000 for the plans and specifications.

COUNCIL MEMBER COMMENTS:

Mercedes Garcia has a question regarding the Dog Kennels. Police Chief Josh Short has indicated he knows someone who will provide the cement for dog kennels pad, and she wonders if perhaps the same person can also create the generator pad near the well on the same parcel. Karl Drexel reports that there might be a need to select a different site for the well and chlorination plant. He will work with the engineer regarding that possibility.

Meeting adjourned at 8:20 p.m.

THE TOWN OF FORT JONES
TO: FORT JONES CITY COUNCIL
MEETING DATE: APRIL 11, 2022
FROM: KARL DREXEL, TOWN ADMINISTRATOR
SUBJECT: 2022/2023 PROPOSED OPERATING BUDGET
BACKGROUND:

With the COVID-19 seemingly tapering off in California and elsewhere, the economic condition of the State of California, and subsequently the Town of Fort Jones, is back to something close to normal. The professional municipal advisors have indicated the pent-up demand for travel, and just going out, is going to bring sales tax back to normal levels or above. Our General Fund budget is supported primarily by Property Tax and Sales Tax. Property tax is not supposed to have any change for the near future, but if housing sales and values drop, it will have a long-term affect. That does not appear to be the case. Our tax revenues, that are divided between all departments, comes for those two sources: approx 45% property Tax and 55% Sales Tax. This year are Sales Tax went up from last year and the percentage also went up.

Because some departments have additional sources of revenues and not just taxes, I have revised the allocation percentages somewhat this year to reflect the needs of the departments. I have gone through the last four years of financial information and divided up the different functions of the Town’s departments and came up with Profit and Loss statements for each Department. By doing so, I was able to see the financial needs of each Department, determine the cost of Administration and allocate the tax revenue the Town receives across Departments and allocate a cost sharing percentage for each Department. We contracted a Rate Study for Sewer last year, which indicated sewer rates needed to be raised. We went through Prop 218 hearing for Sewer Rates and this budget reflects the higher rates. We still need to raise water rates and hookup fees. Although Prop 218 requires that sewer and water service costs be covered by rates only, I have allocated a percentage of the taxes we receive to both departments to help offset the low rates until increases cover the costs of operations. These allocations are in no way set in stone and the Council will have to determine if they should change or remain the same for both taxes and Admin costs. The percentages I came up with for allocating tax revenues are:

Sewer 5%
Water 15%
Police Service 15%
Fire Protection 25%
Streets & Roads 15%
Parks & Bldgs. 25%
Administration Costs are the cost of doing business. It includes City Hall and staff, the library, museum and the required legal, accounting and consulting costs running the Town. Admin costs are necessary for all departments and need to be allocated across all departments in order to be fair. Some departments are allocated a little more than others, which is a reflection on the Department size, their budgets, the 11960 East Street ● P.O. Box 40 ● Fort Jones, CA 96032 ● 530 468-2281 amount of work devoted to their department and fees received. The percentages I came up with for sharing the Administration Costs are:

Sewer 20%
Water 20%
Police Service 10%
Fire Service 10%
Strike Team 15%
Streets & Roads 10%
Parks & Bldgs. 10%
Each Department on the other hand is responsible for their own variable costs, or those costs that change because of what the Department is doing. Each Department (or City service) has its own labor costs, maintenance costs, utilities, materials, etc. These financial statements, on the other hand, show exactly what each department is making and what each department is spending, giving a more realistic picture of the financial health of the Town.

Although the COVID-19 virus and pandemic disrupted operations somewhat, and there have been changes in staff, the future looks positive. We received several grants that were available for Economic Injury from the various federal Recovery Acts. Although we have not received the actual full amount of those grants, we have received a large percentage of them. These funds are a one-time offset and are not included in the upcoming budget.

I was able to look back on the last several years Profit and Loss reports and came up with what I believe is a realistic budget based on historical figures and best educated guesses. However, a budget is just that, a budget. It is a moving, living, breathing document that changes throughout the year and can only be a guesstimate. Government Code Sec 53901 requires each local agency to file its budget with the county auditor within 60 days after the beginning of its fiscal year. This budget is an attempt to provide the City with the legal means of spending the people’s money for the upcoming fiscal year, well in advance of that requirement. Also, as before, this budget does not include a Capital Improvement Program (CIP) element to it. There are some very critical capital investment needs and although I have tried to find funds for reserves be set aside where possible, there is not specific spending plan at this time.

RECOMMENDATION:

I recommend that the Board review the enclosed financial statements and approve the 2022/2023 Operational Budget as presented.

THE TOWN OF FORT JONES
TO: FORT JONES CITY COUNCIL
MEETING DATE: APRIL 11 2022
FROM: KARL DREXEL, CITY ADMINISTRATOR
SUBJECT: REVIEW AND ADOPT RESOLUTION 1105 AUTHORIZING THE CITY ADMINISTRATOR TO ACCEPT SB1 FUNDS FOR LOCAL ROAD
PROJECTS IN 2022-23 AND APROVE ROAD PROJECTS LIST
BACKGROUND:

Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide, including accountability and transparency provisions that will ensure the residents of Fort Jones are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year. The City must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement. That list is attached to this Resolution as Appendix A and the money received will be set aside until such time as the Town has accumulated enough SB1 funds to accomplish the Road Repairs. The City, will receive an estimated $16,186 in RMRA funding in Fiscal Year 2022-23 from SB 1. This is the fourth year in which the City is receiving SB 1 funding. Funds received will enable the City to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1. This Resolution Authorizes the City Administrator to accept the 2022-23 SB1 allocation to Fort Jones of $16,186.

RECOMMENDATION:

Staff recommends the Council review and adopt Resolution 1105 authorizing the City Administrator to accept the 2022-2023 SB1 RMRA allocation for Fort Jones.

DISCUSSION / REPORTS

ACTION ITEMS
The Town of Fort Jones ___________________________________________________________________________ 1 Memorandum of Understanding
Between Scott Valley Business Park, LLC and the Town of Fort Jones This Memorandum of Understanding (MOU) sets forth the terms and understanding between Scott Valley Business Park, LLC and the Town of Fort Jones to place dog kennels on the property, parcel # 055-251-220- 000, that is owned by Tom Jopson, Sari Sommarstrom, and Chuck Jopson.

Background
The Town of Fort Jones has been looking for an area to place dog kennels, for code enforcement use, that is not near residential areas as to not disturb the peace of the town’s residences. The town was initially going to place the kennels on town property near the main well house in an existing enclosed area, but was unable to do so because of state regulations regarding the distance between the kennels and well.

Not having any more respectable options away from residential areas and away from the well, Chief Short of the Fort Jones Police Department approached Sari Sommarstrom about the possibility of using their property that is next to the town well and the fire department training grounds. Sari helped coordinate a meeting between Tom and Mercedes Garcia, the public health and safety commissioner for Fort Jones, to discuss this possibility.

After meeting with Mr. Jopson, he so graciously said that is would fine for the town to put the kennels on the property parcel listed above.

Purpose
The use of the Tom and Sari’s property will give the town the proper distance it needs to keep the kennels away from the well house, per state regulation, and the training grounds to keep the town’s water safe and the animals a safe distance from the training grounds.

Agreement/Duration
Scott Valley Business Park, LLC agrees to allow the Town of Fort Jones to place two dog kennels with a cement slab and a perimeter fence, for code enforcement use, on their property in Fort Jones, parcel # 055-251-220- 000. The area shall not be more than 50 ft x 50 ft from corner marker PLS 8778. Tom and Sari agree not to charge the town for the use of the property. In return, the town agrees to keep the kennel area clean and free of weeds and rubbish. The town agrees to remove kennels if the owners plan on using this area in the future with a 30-day written notice.

All cost involved with placing or removing the kennels on this property will be paid by the Town of Fort Jones.

Also, the Town will maintain liability insurance on the property.

This MOU is at-will and may be modified by mutual consent from Scott Valley Business Park, LLC and the Town of Fort Jones or the parties authorized representatives. This MOU shall become effective upon Agenda Item 4

The Town of Fort Jones ___________________________________________________________________________ 2 signature by the above parties or their authorized representatives and will remain in effect until modified or terminated by any one of the parties by mutual consent. In the absence of mutual agreement by the above parties or their authorized representatives this MOU shall end 30 days from the date of disagreement.
