February 2023
Traffic- As we continue to receive winter weather, one of our top priorities is to remain present as a reminder to drive safely. This past month has brought us several traffic related issues mostly in the form of preventable collisions and citations. While our DUI’s remain at a low number there is no excuse for them. We recently had one DUI collision which fortunately did not result in injury or damage to public property. The subject was taken into custody and transported to the jail for booking. Another single non injury vehicle collision took place near the center of town as a result of weather. We continue to educate by making numerous traffic stops monthly and provide warnings in the process. After a warning, officers generally issue citations. This past month several citations were issued for various violations. Main Street continues to be one of our top priorities. As mentioned before, if you would like our attention to be in an area that has become problematic please let us know. I will advise our officers and adjust our patrols accordingly.
Schools- Recently we have been in our school system on a variety of calls. Some good, however many that our not typical or something we see often. The partnership we have built with our schools has enabled us to treat each of these calls for service with the sensitivity they require. This also helps us solve certain calls in a non-conventional way keeping undeserving youth out of the criminal justice system. The uptick in calls for service at our schools is a great indicator of our continued attempt to develop a school resource officer position which would serve every school within Scott Valley. I hope to have an update on our progress at the next meeting.
Animal Control- We continue to see animal control cases decline with the exception of a couple residences. We now have successfully rehomed problematic dogs utilizing our partnership with the Mt. Shasta Humane society and the rescue ranch. We also found the homes of a couple lost animals utilizing our face book page. Recently we have seen people dropping off dogs in town as they know we will do what needs to be done to provide care and a home. If we can successfully locate the abandoned dog owners, the proper repercussions are followed and the once responsible are held accountable. While we will always have animal control related issues it has been nice to see them declining. Again, education is a large part of maintaining voluntary compliance.
Reports/Cases- Through the first two months of the year we have generated 15 new written cases within the town of Ft. Jones. This is an increase from the previous year and another good indicator of what law enforcement has been dealing with in recent years. I only expect to see this trend continue resulting in a higher demand for services.
Calls for Service- As with the written reports we have had many calls for service including mutual aid requests and responding to EMS/Fire calls. We continue to assist other 1 departments in any way we can to help first responders to any crisis. With an increase in criminal activity outside our two towns we have been called upon by outside agencies to assist.
These agencies include CHP, Sheriffs Office, Forest Service, and CAL Fire to name a few. They also assist us when the need arises. It’s been a great working partnership we have fostered and continue to do so in the future. We have also seen a large increase in our call outs recently, which may call for us to amend our patrol schedules if it continues. If you see a need for patrols at a given time please let me know so we can continue to meet the towns needs.
Ordinance Enforcement- Kelly has been closing out several code enforcement cases recently, sending several to the District Attorney for review and prosecution. Due to many of these cases not being picked up we will be seeking council approval to handle most of our cases in house. This will not only give our town more control but will also see accountability held on violators. Kelly will be speaking to this at the council meeting Monday.
Kelly has been amazing in the process of code enforcement as Mercedes has been in the revamping and writing of ordinances specific to Fort Jones. Thank you both very much as we could not do it without you.
PAL- Our Pal Basketball season concludes this Saturday with approximately 70 participants receiving t shirts for their involvement with the program. This year we are also mentoring 3 High School Seniors for their senior projects. Each student is creating a wrestling, volleyball and softball program through PAL creating additional programs for our youth to attend. Our Youth Mentoring Center has also seen a lot of activity in providing education and a safe place for our youth to attend. We have several summer trips and activities planned for this summer including a overnight outdoor school. This program will include outdoor activities such as horse back riding, fishing, and outdoor survival. Soon enough we will also be continuing our swim team which has always been a very successful well attended program.
Training- With the new hiring of officers, we will be seeing an increase in training not only for perishable skills but advanced officer training. One of the benefits for being POST members is each of the trainings will be reimbursed.
Patrol Hours- The patrol hours and time in the office stay maintained around 600 hours of service to the town of Ft. Jones. Countless security checks, home checks, and business checks are made daily making sure our community is safe. We have been receiving numerous compliments on how people feel safer and notice a positive change in town. It makes all the hard work worthwhile when we can see and especially hear the difference our officers make in the community.

The Northern California Resource Center is applying for a grant to do wildfire prevention work in and around Fort Jones. This will include defensible space clearing on the East side of Town and a shaded fuel break on the ridge above town. I have met with Larry Alexander from the Resource Center who is heading up the grant project and Battalion Chief Jake Burgess from CalFire in regard to it and have written a letter in support of the grant. If this grant is awarded it will do much to increase wildfire protection and prevention in Fort Jones.

7 Public Works Report
Febuary 2023
We fixed the lids on SS-MH #1 and SS-MH 3-6. The lids had moved to where they were not directly over the manholes anymore. We raked out all of the gofer piles at the big ball park. We replaced the dog waste bags at all of the Towns parks. We met with Tahnee Praiswater from CRWA to help do the drought reporting that the state is now requiring us to do. We met with Brian Hoffman from CRWA about making the Town more energy efficient, specifically Well # 3. We are looking into getting a VFD device to attach to the pump at the well so that it turns the pump on when the demand is the lowest as well as turns it on slowly, so as not to have a huge demand all of a sudden. We are soliciting bids to install the VFD device. We installed the flagpole base at the Little League Field. We cleaned numerous manholes throughout town with the vacuum trailer. We trimmed trees at Walker Fields to help spruce it up. We cleaned up the Little League Field in anticipation of opening day March 6th. We corresponded with Jake Hargett from SVUSD about the new barbeque they are making that will be installed at the LLP. They have all of the materials but have yet to put it together. Everett attended a meeting with 120 Water/CRWA about The Towns lead and copper revised rule that the state has mandated for all systems. Everett attended a webinar on the states updated waste discharge requirements which goes into effect on June 5, 2023. Everett followed up with Pacific Power and found out that Fort Jones has 181,523 dollars allotted to the Town for eligible Rule 20 A projects. Rule 20 A projects are usually where Pacific Power will underground powerlines in a specific area. We hauled 25 yards of sand to the yard for future use. We read all the meters and took out all of the trash. We advised a homeowner on Cowan St. how to unplug their lateral line. We 8 unplugged the Towns main from SSMH 29-1 going north to the old motel on Marbleview.
We noticed a bunch more rocks, sand and silt as well as pieces of clay pipe coming down the line. We suspect that we have a break in our sewer main somewhere in between SSMH 29-1 and the motel. We went door to door to hand out the CCCP survey to all of the residences who have yet to fill it out. We assisted some residences in filling out the required survey. We cleaned up some graffiti at the Little League Field and replaced the broken and missing lights at the picnic pavilion. We cindered the roads on 2-24-23 due to a light dusting of snow. We talked to a resident at Walker Fields who had a good idea about residing and reroofing the old pump house at Walker Fields. We got a quote for the materials to do this project and it would cost a little under 800 dollars. We spoke with 3 different propane companies, Amerigas, Campora and Suburban propane about the Towns propane needs.
Suburban propane charged us 8.22 a gallon last time they filled us up. I spoke with Campora and Amerigas and they stated their prices are under 4 dollars a gallon. When brought to the attention of Suburban Propane they agreed to rebill us for the last fill up at a rate of 3.29 a gallon and to bill us at that rate going forward. We solicited bids from Campora and Amerigas to be our propane supplier going forward. We plowed all of the snow on 2/28. We cleaned the sewer line on Bower Street. We are looking into replacing some of our older water meters throughout town and procuring all the parts that we might need.
9 Economic Development Report
On Saturday, March 4th, filmmaker Autie Carlisle visited with Fort Jones residents at the Scout Hall on Newton Street. The eight attending residents shared stories of their lives in Scott Valley and how the community has changed down through the years. While no filming took place at this event, the Listening Session will serve as a jumping off point for Autie to create short 10-minute episodes about Scott Valley residents in the coming year. Autie says that she is looking forward to learning more about the area.
After receiving so much input on historical preservation at previous economic development public input events, we are glad to have been presented with this opportunity to preserve living history.
10 Council Seat Vacancy
Councilmember Amy Stacher has served on the City Council since December of 2022. In light of recent schedule changes, Amy will no longer be able to serve Fort Jones in this capacity.
Following her formal resignation, the Council will fill her seat by special appointment.
The Town of Fort Jones thanks Councilmember Amy Stacher for the time and efforts that she has dedicated to our Town.

E. City Administrator’s Report
12 Town of Fort Jones ● 11960 East Street ● Fort Jones, CA 96032 ● 530 468-2281 City Administrator Adam Cox reported that the Town has not conducted an annual audit since 2018. The Town’s pending grants cannot move forward until our audits come up to date, so the audit has become the top priority. Forensic Auditor Charles Pillon will be brought on at a rate of $150/hr to help us reconstruct our books going back to 2018. The Town is preparing to change over to a new accounting software that will make it easier for us to track our funds in a way that is easier to report to the state. Our contract with our water billing software will be expiring later this year, and that will give the Town an opportunity to replace both softwares at the same time.
Adam provided an update on the payout to former City Clerk Linda Romain who settled with the Town in 2020. To date, the Town has paid this settlement out of pocket. However, Adam will be pursuing reimbursement from the Town’s former insurer, SCORE.
Adam expressed concern about the state of the CDBG loan portfolio after meeting with the accountant and the attorney. He noted that there was no responsibility on the part of the current staff. One option to address these issues would be to foreclose on properties. He assured the Council that Charles Pillon will be taking a look at these books as well and went on to recommended that the CDBG Loan Committee resume meeting. Mayor Garcia noted that Committee would need to be reformed, as some members have moved away.
Adam reported that the Town is owed ~$50,000 in past due water bills, $39,000 of which is more than 90 days past due. Adam said that this would be addressed in staff meetings.

THE TOWN OF FORT JONES
TO: FORT JONES CITY COUNCIL
MEETING DATE: March 13, 2023
FROM: RACHEL AGRON
SUBJECT: Child Abuse Prevention Month
BACKGROUND
First 5 Siskiyou has collaborated with Siskiyou Domestic Violence and Crisis Center and the Siskiyou Child Abuse Prevention Council to participate in a nation-wide effort to end child abuse.
First 5 Siskiyou has requested that we adopt the attached proclamation designating April as Child Abuse Prevention Month and the week of April 15-21 as Week of the Young Child.
RECOMMENDATION
Staff recommends that the Council adopt the proclamation. 27 April 2023: The Siskiyou Child Abuse Prevention Council Collaborative Proclamation
Whereas, children are vital to Siskiyou County’s prosperity and future success; Whereas, child abuse, rape, sexual assault and sexual harassment impact our society; Whereas, all children deserve to live in safe, stable and nurturing homes and communities to become healthy adults;
Whereas, child abuse, neglect and sexual assault prevention is a community responsibility affecting both the current and future generations;
Whereas, research has shown the enormous impact that positive parenting practices can have on a child’s social, emotional, and intellectual development and future success:
Whereas, communities that understand the importance of prevention and support for the well-being of citizens, thrive and prosper;
Whereas, effective child abuse and sexual assault prevention succeed because of partnerships among citizens and all sectors of the county;
Whereas, April is the month to focus public attention on the needs of young children, and prevention of sexual assault;
Whereas, with leadership, dedication, and encouragement, there is evidence that we can be successful in preventing child abuse and sexual violence in Siskiyou County; Therefore, we hereby proclaim April as Child Abuse Prevention and Sexual Assault Awareness Month– as well as April 15th–21st, 2023 as Week of the Young Child. We call upon all citizens, community agencies, faith groups, medical facilities, elected leaders and businesses to increase their participation in efforts to support families, thereby preventing child abuse and strengthening families in the communities in which we live. _________________________________ ______________

THE TOWN OF FORT JONES
TO: FORT JONES CITY COUNCIL
MEETING DATE: March 13, 2023
FROM: RACHEL AGRON
SUBJECT: CLASS Bank Account
BACKGROUND
Until now, the Town has kept its water and general funds in checking accounts which yield 0.01% interest. The CDBG funds are kept in savings accounts which yield 0.03% interest. The Town keeps several smaller accounts garnering similar interest.
California Cooperative Liquid Assets Securities System is an organization that manages investments on behalf of California cities. By investing its funds through a CLASS account, the Town could significantly increase the interest that it receives on its funds.
RECOMMENDATION
Staff recommends that the Council invest at least a portion of its funds through a CLASS account. 29 11960 East Street ● P.O. Box 40 ● Fort Jones, CA 96032 ● 530 468-2281 Agenda Item 4
THE TOWN OF FORT JONES
TO: FORT JONES CITY COUNCIL
MEETING DATE: March 13, 2023
FROM: RACHEL AGRON
SUBJECT: Seasonal Firefighters Salary Schedules
BACKGROUND
Each year, the Town competes with other local fire agencies to hire seasonal firefighters. Last year Fort Jones paid its seasonal firefighters $150 per 24 hour shift. As the cost of labor rises, it is becoming more difficult to compete with the surrounding fire agencies. The Fire Department has requested that the stipend for seasonal firefighters be increased to $200 per 24 hour shift, for a total of $36,600 per seasonal employee across the fire season.
RECOMMENDATION
Staff recommends that the Council increase the daily stipend for seasonal firefighters to $200. 30 TO: FORT JONES CITY COUNCIL
FROM: FORT JONES FIRE DEPARTMENT
SUBJECT: SEASONAL FIREFIGHTER PROPOSAL 2023
DATE: March 9, 2023
___________________________________________________________________ The Fort Jones Fire Department is seeking authorization to hire two seasonal firefighters to fill a position to provide 24-hour station coverage during the 2023 fire season. This request has traditionally been financed and approved by the Town of Fort Jones through combined funds of Fire Department Tax Allocations and Strike Team Revenue.
Even though we received ample precipitation so far this year we are still dealing with the longterm effects of drought conditions and a high probability of another catastrophic fire season in our region. We will lose a significant number of our volunteers to paid positions at Cal Fire leaving us extremely vulnerable due to low staffing levels. The seasonal firefighter positions requested are essential to ensure that the citizens of the Town of Fort Jones and the surrounding communities will have sufficient coverage 24/7 for emergencies including: wildland fires, structural fires, medical emergencies, traffic collisions, rescues, and hazards.
These positions would be offered a stipend of $200 per 24-hour shift and they receive no overtime or benefits. The dates of employment would run from the Beginning of June through December 1st, with the option to extend the positions as needed based on fire conditions and assignments. The approximate cost for the fire season would be $36,600 based on 183 days.
Thank you for your continued support of our Fire Department and community.

SUBJECT: Adoption of New Municipal Code
BACKGROUND
Over two years ago, the Ordinance/Policy Committee was tasked with updating, amending, and creating new ordinances. During this project, the Town connected with MuniCode to have all of our codes made available online, which is a state law the Town had fallen short of. We now are at the end of this journey and are ready to adopt the new Town of Fort Jones Municipal Code. All the codes to be adopted have gone through a full legal review with the lawyers at MuniCode, now CivicPlus. Once adopted, CivicPlus will upload our code online and provide us with a link to use on our website.
RECOMMENDATION
Staff recommends that the Council review and adopt the new municipal code. 33 ORDINANCE NO. 2023-1
