REPORTS & CORRESPONDENCE
Fort Jones Police Department Monthly Report
July 2023
Town of Ft. Jones
July 2023 PD Report
Summer has definitely arrived and has brought us the opportunity to host and enjoy many events. This along with everyday summer activities that bring visitors to our community has led to a high number of calls for service as well as increased traffic in town. It has been very important for the police department to stay proactive and engaging with our community to serve in the best way possible as well as provide the safest town in the country. Attached you will see our statistical report and the reflection of high calls for service due to a busy summer. Please take a look at the stat report to familiarize yourself with the ongoings within town. As mentioned before, these stats only reflect a small portion of the activities our officers perform on a daily basis.

Traffic- Officers have been concentrating on several areas in and around town to effectively reduce traffic violations and create a safer street environment. Numerous vehicle stops were performed during the month of July with several citations being issued. U-Turns and speeding on Main Street continues to be priority and we have noticed a a reduction of violations over the past month or two. We can’t be everywhere at once so please stay vigilant and if you notice an issue that needs to be addressed please pass it onto the department.

Schools- While we have been assisting the school district with summer related activities we are also active in creating new policy and procedures in creating the safest school district possible. We have also prepared ourselves to be present when school begins especially as parents and children arrive or leave school grounds. We hope to enjoy another successful school year with our partnership with school administration.

Code Enforcement- We continue to follow up on ongoing code enforcement cases, closing some of them out with full compliance. Others are in the working stage and look to be successfully closed out in the near future. We have partnered with Ft. Jones fire and Chief Hess on several projects while patrolling town for problematic areas. Many contacts as well as notices have been served and mailed to property owners who need their properties attention.

Animal Control- We have seen a recent uptick in animal control issues especially related to dogs at large. Several dogs have been taken into custody and well as re homed through the rescue ranch and the humane society. Wild animals have also been an issue recently with cougars and bears travelling through town. Several animal related citations have also been issued to owners hopefully holding them accountable in a way they will want to change how their pets are taken care of. We still hope the construction of the kennels will be completed soon so housing at large animals will be easier and will produce fees for the town of Ft. Jones.

Written Reports/Calls for Service- Again as you can see we have been very busy with calls for service as well as written investigations. Many of these recent reports have been serious crimes involving violence. We have been successful in our investigations that most cases have been closed due to the apprehension of suspects. Others have seen files being charged with the District Attorney.

Mutual Aid- Recently it seems that our area has experienced a high amount of tragic events and passings. Through these calls for service, it has made me appreciate even more the high caliber of services we have in our community. Everyone from our fire departments, EMS departments, and first responder services is top notch and a true blessing for our valley. I am very prideful to know when we have unfortunate events that everyone has each other’s backs and our willing to step up. Please reach out to your first responders and thank them for their service. Many of the calls they must respond to and act on have a life changing/long term effect which they carry with them forever.

Coverage/Service- The police department continues to provide services to the town of Ft. Jones equal to two full time officers, a part time CSO, and a part time detective. We have two open positions with potential officers completing background. It is important for us to fill these vacancies with highly trained compassionate officers who are vested in our community as much as we are. Sometimes this takes a little extra time finding those who want to serve our little community but it will be worth the wait. We are very fortunate to have the officers we do and provide our community with many services that in many cases are not put on a timecard. We enjoy hearing the thanks from our constituents on a daily basis and it is with great pride we are able to serve the town of Ft. Jones. It will always be our pledge to provide the highest quality law enforcement services to our Scott valley area. We continue to feel the support of our community which is very important these days, so thank you for your continued support and please feel free to come out on a ride along to see the outstanding services our community has to offer.

Fire season is starting to pick up with the warmer and drier weather. We’ve responded to several local fires that were thankfully kept fairly small with no major damage or injuries, but a good reminder for everyone to be careful and ensure they’re ready for fire season. Also as a reminder all debris burning is suspended in Town and throughout the county until the end of fire season Fort Jones Public Works Department Monthly Report
July 2023
Public Works Report
Sewer
We read the flowmeter daily and recorded flows for the quarterly report. We received the report from SHN. We inspected numerous manholes to make sure that everything is working properly. We noticed that a few of our residences were being improperly classified in the sewer billing. We changed them from single family residential rates to their correct fourplex/triplex sewer rates. We worked with the office to try to get local businesses’ to abide by the Towns FOG ordinance. We had a situation where a business was letting a substantial amount of grease get into the Towns sewer system.

Water
We are getting ready to do the mandatory lead and copper sampling this year. We corresponded with Pace Labs and the homeowners about sampling techniques and chain of custody requirements. We handed out all of the sampling bottles and instructed homeowners’ how/when to sample. We contacted Caltrans about doing some utility work on Hwy 3. We set up all of the necessary traffic control devices and dug up a water lateral with a broken valve attached to it. We tried to freeze the pipe but were unsuccessful. We are working on figuring out another way to replace this valve. We lubricated about half of all of the fire hydrants in town with oil and grease. We ordered more of the specific type of oil that the Mueller hydrants need. We expect to have 100% of them lubricated by the end of August. We assisted the fire department in trouble shooting a fire hydrant that did not have any water coming out of it when activated. We turned on the isolation valve to supply water to the hydrant which solved the issue. We noticed that a hydrant on Newton Street was leaking water, even when it was in the “off” position. We dug up the hydrant and we are working on replacing the main valve on this hydrant as well as adjusting the hydrant to place the barrels in the correct positions. We read all 400 of the meters. We noticed an uptick in water usage. The Town pumped about 7.9 million gallons in the last period. This is a little bit below what we have pumped in other years during this time period. Everett is continually going to the CRWA apprenticeship program and will be attending a cross connection class in September which will give Everett all of the certifications necessary to test and install backflow prevention devices. We noticed some abnormal pump hours on 8/4/2023 right after a severe lightning storm. We figured out the problem and got the pump back up and running. We ordered some parts to get water to a building on East St. We will be working on that project in early September.

Roads
We removed all of the trash weekly. We used the weed eater along the sides on various roadways. We cleaned out some of the drainage inlets to help prevent ponding on the roadways. We removed numerous dead animals off of the roadways and disposed of them. We sprayed the weeds in the cracks along Main Street. We are going to meet with a Caltrans engineer on 8/10 to discuss their upcoming culvert replacement project which will be replacing a section of culvert in front of Ray’s Food Place. We are meeting with Caltrans again to discuss the needs of the highway system through Town on 8/30/2023, Parks
We mowed all of the parks weekly. We replaced a few sprinklers at Town Hall and at Walker Fields. We picked up all of the trash weekly. We ordered some new replacement sprinklers for Walker Fields. The specific type that the Town has been using are no longer made anymore, which makes it hard to fix or work on them. We are going to replace a whole zone with new sprinklers, which will give us some spare parts to fix the rest of the system. We cleaned up the Little League Field in preparation for the Bev White Memorial Tournament that occurred on August 4th -6th.

In addition, Etna will indemnify Fort Jones for any claim made upon it by an Etna Police Department officer, agent or employee for injury or sickness.

INDEMNITY OBLIGATIONS
Etna shall indemnify and hold harmless Fort Jones, its officers, agents, employees and independent contractors from any claim or liability whatsoever, based or asserted upon any act or omission of Etna, its officers, agents, employees, subcontractors and independent contractors, for property damage, bodily injury or death, or any other element of damage or any kind or nature occurring in the performance of this Agreement. Etna shall defend at its own expense and costs, including attorneys' fees, Fort Jones, its officers, agents, employees, subcontractors and independent contractors in any legal and/or administrative action of any kind based upon such alleged acts or omissions. The duty of Etna to indemnify and save harmless as set forth in this paragraph shall include the duty to defend. All persons employed by Etna in providing general law enforcement services to Fort Jones shall be Etna employees. The indemnity hereunder extends to all costs, attorneys' fees and expenses incurred in obtaining expert testimony and the attendance of witnesses, expenses and liability incurred in and about any such claim, the Investigation thereof, as well as the defense of any action or proceeding brought thereon, and from and against any orders, judgments or decrees which may be entered therein.

Fort Jones shall indemnify and hold harmless Etna, its officers, agents, employees, subcontractors and independent contractors from any claim or liability whatsoever based upon or asserted upon any act or omission of Fort Jones, its officers, agents, employees, subcontractors and independent contractors for property damage, bodily injury or death or any other element of damage of any kind or nature occurring in the performance of this Agreement, including claims arising from enforcement of Fort Jones' Ordinances. Fort Jones shall indemnify and hold harmless Etna, its officers, agents, employees, subcontractors and independent contractors from any claim or liability whatsoever based or asserted upon any act or omission of Fort Jones, its officers, agents, employees, subcontractors and independent contractors for property damage, bodily injury or death, or any other element of damage of any kind or nature occurring beyond the performance of the Agreement where such claim or liability bears a reasonable nexus to Etna's performance of its obligations under this Agreement. By way of example, and not limiting the indemnity obligations of Fort Jones, If a dangerous condition of public property (such as an open excavation pit) caused a claim (for example if a criminal suspect was running from a Etna police officer fell in the pit), Fort Jones would owe indemnity and a duty of defense to Etna in such case. By way of further example, if a Fort Jones public works employee drove a vehicle so as to collide with a person who was at the side of the road because such person was stopped by a Etna police officer incident to a traffic violation, Fort Jones would owe indemnity and a duty of defense to Etna on account of such claim. The above examples are intended to make clear that the dangerous condition, act or omission of Fort Jones may have nothing to do with Etna's performance or providing of policing services under this Agreement yet such dangerous conditions still fall within the scope of Fort Jones' indemnity and defense obligations to Etna because such dangerous condition, act or omission bears a nexus to the performance of policing services under this agreement. Fort Jones shall defend at its own expense, including attorneys' fees and costs, Etna, its officers, agents, employees, subcontractors and independent contractors in any legal and/or administrative action of any kind based upon such alleged acts or omissions. The duty of Fort Jones to indemnify and save harmless as set forth in this Paragraph shall include the duty to defend. The indemnification hereunder extends to all costs, attorneys' fees and expenses Incurred in obtaining expert testimony and in the retention, transportation and attendance of such expert witnesses as well as expenses related to lay or percipient witnesses, as well as any liability incurred or arising out of any such claim, the investigation thereof, as well as the defense of any action or proceeding brought thereupon as well as from any order, judgments, verdicts, decrees or settlements which may be reached or entered thereon.

The indemnity and hold harmless provisions contained herein are binding upon the parties hereto without regard to whether any insurance coverage or the insurance policy Is available for the acts and/or condition for which the indemnity has provided pursuant to this paragraph. The indemnity and hold harmless provisions contained herein shall survive the termination of this Agreement and shall continue after such termination for any liability arising out of or as a consequence of this Agreement or the performance of any services under this Agreement. Etna shall provide evidence of liability coverage to Fort Jones and Fort Jones shall provide evidence of liability coverage to Etna related to this Agreement.

Updates for Fort Jones Website
Type of Action
Action of Approval
Background & Summary of the Issue(s)
The bill payment forms on the website are outdated and in need of updating. HeyGov can provide an upgrade that allows Fort Jones to accept online payments for various licenses, utility bills, as well as park and hall rentals.

Payments can be made using a bank account (0.8 % fee for the user) or a debit/credit card (2.9 % fee for the user). It also includes a feature where citizens can submit questions or suggestions to the town and get them answered right away online. Surveys can also be done online through this website. The implementation of the new website has a four-week time frame.

Recommendation
The Town of Fort Jones recommends that the Council approve the updates for the website.

Next Steps
HeyGov will build an interface to our current water billing software UBMax and also has an interface to Quickbooks. The new website will be ready to go live by the end of September 2023. People will be able to pay their water bills online starting October 2023. This should reduce the amount of phone calls and especially the “foot traffic” for the city office and be of great help for the new person.

Fiscal Analysis (as appropriate)
Fort Jones currently pays $900 per year for the website. The add on is $600 more per year. There is also a one-time $600 implementation fee.

Surplus Equipment
Type of Action
Approval of the declaration of surplus two trucks
Summary of the Issue(s)
The Town of Fort Jones has 2 old trucks that are no longer used and are not running. We would like to get rid of them to clean up the yard.

Recommendation
The Town of Fort Jones staff recommend the two trucks be declared surplus and sold.

Background
The red ford flatbed needs a new fuel injector pump, which would cost around 1500. The truck was used in the past for various miscellaneous jobs, but is no longer needed. Staff recommends that we sell this truck. The other truck, the F-600 has been sitting for years in the PW yard. It leaks fuel from the carburetor when started, is a fire hazard and serves no purpose. Staff recommends that we sell the truck.

Statewide Park Grant Awarded to The Town for a new central park Type of Action
Either instruct staff to pursue the resubmittal of the Grant at the new proposed location (where the community gardens are located now) or return the $485,000 by declaring that we do not want another Park and instruct staff to write a letter returning the money.

Summary of the Issue(s)
The Town of Fort Jones needs to decide if we want to utilize the $485,000 dollar grant that was awarded to The Town or if The Town wants to return the grant. The Town has a limited timeframe to be able to construct the park, if the new proposed location is accepted by OGAL’s.

Recommendation
The Town of Fort Jones staff recommend that the council take everything into consideration and come to a decision to either return the funds, or instruct staff to pursue the resubmittal of the project application at the new location (community gardens).

Background
In 2022 the Town was awarded 485,000 dollars to build a new community park, complete with public restrooms, a gazebo, picnic table, bocce ball court, landscaping, power hookups for food trucks, lighting and some concrete work. Originally it was proposed to be placed where the vacant house at 11725 Main Street is. Since the owner of that house was unwilling to sell to the Town, the Town had to find a new location for the Park. It was discussed with Lydia Willets, (Project Manager) from OGAL’s about moving the project to a new location. which is not very far from the original location. She said that this is possible, but requires The Town to resubmit the project proposal along with all the required documents.

Next Steps
If the Council elects to return the funds, staff will have to draft a letter stating why The Town did not want the funds. If the Council elects to go ahead with the new Central Park, staff will fill out all of the required documents to submit to OGAL’s Fiscal Analysis (as appropriate)
The loss of a 485,000 dollar upgrade to the Towns property. The loss of all of the sales tax from buying the materials that the new park would generate. The loss of the increase in property value of the surrounding properties. The new park would increase the property value of all of the businesses and homes in the area. The new park would generate costumers for the businesses’ located around it. The new park would provide a safe space for children walking from the Jr. High to the Elementary School to traverse through. The park would attract more people to come and want to live in Fort Jones, driving property values up.

The only maintenance costs associated with the park would be for weekly mowing in the summer, if grass is planted. The Town could choose to dryscape the park, with little to no grass decreasing the maintenance involved. The Town would save money on water by using less water than the current Community Garden uses. The Town would be responsible for toilet paper, paper towels, and soap. It would also take some of Public Works time to complete the maintenance. 2
