TO: FORT JONES CITY COUNCIL
MEETING DATE: SEPTEMBER 18, 2023
FROM: FORT JONES ACCOUNTING DEPARTMENT
SUBJECT: AGENDA ITEM 01- 2023-2024 Fort Jones Budget
BACKGROUND/SUMMARY OF THE ISSUES
The Town of Fort Jones must finalize the budget for fiscal year 2023-24.
RECOMMENDATION
The Town of Fort Jones recommends that the Council review the fiscal analysis below in order to finalize and approve the 2023-2024 Fort Jones Budget.
FISCAL ANALYSIS (AS APPROPRIATE)
1. The health insurance line item is $17,000. The town covers approx. $750/mo per fulltime employee. The process to claim this benefit is currently an issue that needs to be addressed (specifically how employees are reimbursed for obtaining their own coverage). The Town currently has 4 full-time employees, 5 when the new admin is hired. Budget for this item needs to be around $45,000 if all employees are able to take advantage of their benefits.
2. The city hall disposal budget is $3,000 and FD disposal budget is $1,000. Both departments have a dumpster that costs the same (FD dumpster is shared by public works). Each dumpster costs $155/mo. Public Works has not had a budget for disposal in the past, but they use the FD dumpster more than the FD does. I would recommend City hall: $1,860, FD: $930, PW: $930.
3. Fire Dept payroll was not updated to include increased expenses. Budget shows $51,000. Seasonal firefighter payroll is $36,000 annually. Council increased fire chief salary to $50,000 annually. The council also increased call/training stipends. Last year’s actual for calls/training was just over $12,000.
4. The budget for city admin (Consulting Fees) is $75,000 annually. I am receiving invoices for $7,000-$16,000 each month. So far this calendar year, we’re at about $71,000 for city admin. $39,700 this FY. Additionally, if the town is hiring a city clerk/admin, this needs to be reflected in admin payroll.
5. Mayor Payroll has $2500 budgeted. Mayor receives $180/mo, totaling $2,160 annually.
Agenda Item 1
There also isn’t a new item added for council member stipends ($100/mo/member).
Currently we have 3 members accepting the stipend, potential for 4. This totals $3,600- $4,800.
6. FD propane has $200 budgeted. Previous year actual was about $1,500
7. Janitorial payroll has $5,226 budgeted. Last year’s actual was just over $8,400
8. “LLP snack” has $200 budgeted, actual last year was about $460
9. With the increase in sewer rates, actual for sewer income last year was $135,000.
Budget has $72,000. Some of the increase was an effort to collect past due payments, but I expect at least $115,000 in annual sewer revenue in future.
10.Roads payroll has $10,660 budgeted. Actual last FY was almost $17,000
11.Sewer payroll has $16,380 budgeted. Actual last FY was just over $10,000
12.Water repair/maintenance has $5,000 budgeted. Actual last FY was over $25,000. (This and item #13 are an issue of needing contractors often for repair work.)
13.Sewer repair/maintenance has $2,000 budgeted. Actual last FY was almost $11,000
14.Water Payroll has $19,240. Last year actual was about $62,000
15.Parks payroll has $29,120 budgeted. Actual was about $17,400
16.Museum monitor fuel has $2,000 budgeted. Actual was about $5,600
17.“Audit” or Accounting fees has $11,000 budgeted. We’re at about $3,000 so far this FY (doesn’t show up in report because largest invoice wasn’t paid prior to the end of August). I expect with Charlie and Dave working on pre-audit work and then actual audit fees, this will be closer to $20,000 over the next year.
