Fort Jones Police Department Monthly Report
September 2023
Traffic- As we continue to see fall and winter weather settle in, one of our top priorities will be to remain present as a reminder to drive safely. This past couple months has brought us several traffic related issues mostly in the form of preventable collisions and citations. While our DUI’s remain at a low number there is no excuse for them. We recently had one DUI collision which fortunately did not result in injury however resulted in damage to vehicles parked alongside Main Street. The subject was taken into custody and transported to the jail for booking. While not illegal, we have been speaking with homeowners who park their vehicle along the roadways to make sure they provide as much room from the roadway to their vehicle as possible. Recently the collisions we have had were to vehicles parked near the fog line. We continue to educate by making numerous traffic stops monthly and issue citations. This past month numerous citations were issued for various violations. Main Street will continue to be one of our top priorities. As mentioned before, if you would like our attention to be in an area that has become problematic, please let us know. I will advise our officers and adjust our patrols accordingly. I will be addressing the council in the near future regarding the possible installation of small digital feedback signs to help alert drivers in the area.
Schools- Recently we have been in our school system on a variety of calls at all sites. We are also implementing more of an officer presence format to socialize with students and staff.
The continued partnership we have built with our schools has enabled us to treat each of these calls for service with the sensitivity they require. The uptick in calls for service over the years at our schools is a great indicator of our need to develop a school resource officer position which would serve every school within Scott Valley. With this implementation, would come the reduction in calls for service at our schools as well as give us the ability to take a more proactive approach.
Animal Control- While most of our dog at large problems have been solved, our cat issues still remain. With the upcoming cat program taking place shortly we hope to see a decline in the number of cats in the area. Once spayed or neutered, we should see a decline in the number of new kittens born throughout the year. This may just be a beginning step to address the problem, however it is the most important. I will provide an update next month to the progress the town is making.
Reports/Cases- The Town of Fort Jones is now over 100 written cases for the year which puts us over last year’s numbers already. We still have three months remaining in the year, so I suspect we will be around 130 cases by the year’s conclusion. This has continued to be the trend over the past couple years, and I don’t see it slowing. It is very important to us to continue our high presence and bring on qualified officers to remain at full staff. With full staff comes the ability to provided unmatched coverage to town.
Calls for Service- As with the written reports we have had many calls for service including mutual aid requests and response to EMS/Fire calls. We continue to assist other departments in any way we can to help first responders to any crisis. With an increase in criminal activity outside our two towns we have been called upon by outside agencies to assist consistently. The cases we take are a direct result of the calls for service we receive. As mentioned above, we have had an uptick in cases which should also show you we have had a large increase in calls for service.
Ordinance Enforcement- It always seems as we close out code enforcement cases, they are instantly replaced by two or three more. This couldn’t be more evident lately.
Although we continue to receive new cases, officers have been very diligent in addressing the issue instantly. In most cases the issue is resolved quickly and in others, letters are sent quickly to start the process. The sooner we are able to start the process the sooner it will be adjudicated.
PAL- The PAL soccer season is winding down and will be leading into our PAL flag football season. We will also be getting ready for our Halloween trunk or treat which will be held in Ft.
Jones this year. Then of course is the big Holiday Gathering for the Christmas season. We hope to see everyone there.
Training- Recently the Police Department has had its annual POST review resulting in a very positive outcome. POST stated we have done very well training our officers and providing the proper administrative paperwork over the year. It’s with great pride we continue to be able to provide advanced officer training which many departments can’t provide. With high quality training comes high quality officers with the confidence to do their job well.
Patrol Hours- The patrol hours and time in the office stay maintained around 600 hours of service to the town of Ft. Jones. Countless security checks, home checks, and business checks are made daily making sure our community is safe. Two new officers will be coming aboard in the very near future to help continue the service our constituents are afforded.

Public Works Report
September 2023
Water
We read all of the water meters and entered the numbers into the Towns billing system. We installed a meter at the hydrant at Town Hall. Everett attended a one week class on backflow device testing. Everett passed and now is a certified through the American Backflow Prevention Association to test backflow devices. Everett asked CRWA to help him inspect the houses where a potential for backflow/backsiphoniage exists. CRWA and Everett will be inspecting homes/businesses on Wednesday Oct 11th- 13th to determine the degree of hazard for these locations. We prepared a letter to inspect and sent it out to the houses with a potential for backflow. We fixed a broken shut-off curb stop valve on Main St. Everett used the backhoe to dig up the water lateral and replace the valve. We procured all of the parts necessary to get a new water service up and running behind Town Hall. We dug up and installed the new water service line. We have been running the Towns well manually because of faulty wiring.
We were able to find that a pair of wires going from the tanks to Hwy 3 had gone bad.
We switched the pairs out and now have voltage going to the sensor, but the reading is still malfunctioning. We are still troubleshooting this problem and hope to have it fixed in the near future. The Towns water came back negative for E Coli and total coliform. We turned off all of the sprinklers to the various parks. We are pumping about 90,000 gallons of water a day, compared to the 270,000 gallons a day during the summer months.
Wastewater
We recorded all of the wastewater flows daily. We responded to an emergency sewer backup behind the maintenance barn. Since the sewer main makes a 90 degree turn without a manhole, we were not able to flush out the line. We had to have it snaked which cleared the blockage. In the future there are plans to dig up this particular 90 degree turn and either install a cleanout with a sweep, allowing use of the flusher truck, or to install a new manhole, which will allow me to clean it out even better. We used the backhoe to dig up this section of sewer main. We are procuring the parts to make an access point for the flusher truck. We would like to remind local business’s to renew their FOG permit at Town Hall and to keep a log of all services to their grease traps/interceptors for inspection.
Parks
We mowed all of the parks weekly. We removed all of the trash weekly. We got Walker Fields ready for the big car show. We trimmed the trees that were overgrowing the batting cages. We used the weed eater inside the batting cages and in the horseshoe park.
We winterized the triangle park.
Roads
We met with Caltrans on 9/22/2023 to discuss the needs of the state highway system through the Town of Fort Jones. We are working with Mellissa Cummins from the Local Transportation agency to try to find some grant money to chip/crack seal Scott River Road and other sections of roadway in Town that are deteriorating. We removed all of the trash weekly and picked up all the dead animals that were run over.

The above examples are intended to make clear that the dangerous condion, act, or omission of Fort Jones may have nothing to do with Etna’s performance or providing of policing services under this Agreement, yet such dangerous condions sll fall within the scope of Fort Jones' indemnity and defense obligaons to Etna because such a dangerous condion, act or omission bears a nexus to the performance of policing services under this agreement. Fort Jones shall defend at Its own expense, including atorneys' fees and costs, Etna, its officers, agents, employees, subcontractors, and independent contractors in any legal and/or administrave acon of any kind based upon such alleged acts or omissions. The duty of Fort Jones to indemnify and save harmless as set forth in this Paragraph shall include the duty to defend. The indemnificaon hereunder extends to all costs, atorneys' fees and expenses incurred in obtaining expert tesmony and in the retenon, transportaon and atendance of such expert witnesses as well as expenses related to lay or percipient witnesses, as well as any liability incurred or arising out of any such claim, the invesgaon thereof, as well as the defense of any acon or proceeding brought thereupon as well as from any order, judgments, verdicts, decrees or setlements which may be reached or entered thereon.
The indemnity and hold harmless provisions contained herein are binding upon the pares hereto without regard to whether any insurance coverage or the insurance policy is available for the acts and/or condion for which the indemnity has provided pursuant to this paragraph. The indemnity and hold harmless provisions contained herein shall survive the terminaon of this Agreement and shall connue aer such terminaon for any liability arising out of or as a consequence of this Agreement or the performance of any services under this Agreement. Etna shall provide evidence of liability coverage to Fort Jones and Fort Jones shall provide evidence of liability coverage to Etna related to this Agreement.

Meeting Date: October 9, 2023
From: Public Works Department – Everett Hullquist
Subject: Correction of the August 8, 2022 minutes.
_________________________________________________________________________________________ Background
Everett has been following all the paperwork needed to keep the Town’s Water Meter Replacement Project moving forward. He recently had a request from State Water Resources Control Board for the minutes readopting Resolution 1111, which approved the construction grant for this project.
During Everett’s search for the minutes, he found that the minutes did not show that the resolution had been passed. After further investigation and speaking with the current and previous mayor, reviewing notes taken on August 8, 2023, it has been determined that minutes are indeed incorrect.
It was found that parts of the minutes from the previous monthly meeting, July 11, 2022, were interjected into the minutes and parts of the minutes for August 8, 2022 were left off when they were printed to sign.
The mayor reached out to legal counsel and it was advised to correct the minutes.
Presented in your council packet are the old minutes and the corrected minutes.
Recommendation
It is recommended that the council review and approve the corrected minutes for August 8, 2023.

Discussion/Reports: Non-Action Items:
A. Police Department Monthly Report
Police Chief Josh Short reports their department has been very busy covering the patrols for the Fire services. They have been stationed at Fort Jones for the evacuation. He believes that if things go well tomorrow, they should pull them from 24/7 duty. In addition, they have been handling their regular calls. He notes that there is good news coming with the motel, it appears the owner is willing to sell, and he has a buyer. The prospective new owner would like to keep it a motel.
B. Fire Department Monthly Report
Fire Chief Joseph provides his report verbally due to the McKinney fire. There were 53 calls in July, he does not have the breakdown of what is within city limits and what was outside. He introduces the new seasonal firefighters. He reports the department has an engine assigned to the McKinney Fire, in the area, assisting the non-local fire departments with understanding the locality.
C. Code Enforcement Report
Code Enforcement Officer Kelly York was not present, and due to the McKinney fire, there is not a written report.
D. Public Works Monthly Report
Kevin Hullquist provided a monthly report in the Council packet. He notes that water is a big concern. The well is at 22 feet currently. Discussion regarding how far it dropped last year. 2. Letter and Response to Scott Valley Disposal Attorney Mercier.
Michelle DeCausmaker asks Mercedes Garcia why she took the letter directly to Mr. Isbell. Ms.
Garcia stated she took the letter directly to Mr. Isbell because she wanted Mr. Isbell to know what was in the statement. Mayor DeCausmaker states those types of actions do not serve the best interests of the community and that she should not have done that. Mercedes Garcia responds saying that she thought Mr. Isbell should know that derogatory statements were being made by the City Administrator and that he lied in the staff report because she did not give the letter to Mr.
Heffernan and "he lies all of the time". The mayor said we are not serving the community by doing something so terrible. Mercedes countered that "we are serving the community by showing the community exactly what the City Administrator does all of the time in the background reports." She said she gets reprimanded, and Karl (Drexel) does not.
3. Review and Re-Adopt SWRCB Drinking Water Planning Grant Resolution 1110.
Kathye Banks asks what the Resolution is regarding, Karl Drexel explains the Planning Grant is for the drinking water system, which includes: refinishing the insides of the tanks, an alarm to alert us if the tanks are lower, as well as an additional well, the generator, a pad for the generator, and general basic improvements such as replacing the pipes.

Mark Gepford makes a motion to review the Orland Resolution and advise staff to continue to research and develop a Resolution for an election on the General election ballot and to develop rules, regulations, and ordinances for such a tax; Mercedes Garcia seconds the motion.

7. Review resumes for Administrator's Job Position:
Citizens question why this is all happening. Mayor DeCausmaker asks Mercedes Garcia to answer.
Mercedes Garcia says that he (Karl Drexel) is unprofessional and untruthful all the time. She states that he is lying and trying to 'cover his butt' in public documents. Mercedes Garcia says that parks are a waste of time, and money. She states that she feels that the Fire Department is more important than parks.
Julie Morgan wants to know the real reason the majority of the council wants to end Karl Drexel's contract. He is doing the job that we are paying him to do. Kathye said that she understood that he came to help bail the city out of trouble and then he was leaving. She said that he said that he is going to transition out. Kathye Banks states her concern is to have the town to be protected and have the new person trained. Karl Drexel says he is 76 and he intends to work for another three or four years. Sherry Glendenning asks if they know what the facts are and what is not.
Mercedes Garcia directs staff to contact the people that they've selected. There is an interview committee which includes Colleen Baker. Direction given to staff to set up interviews. Deadline is until the position is filled.
STAFF COMMENTS:
Celeste McFall notes that a Council Member recently posted an election statement on Facebook in which they stated that "nothing is being done." She noted that we have a good staff, and they work hard and comments like that hurt morale. She feels that this is denigrating to the staff. The Council Member states he will take the post down.
COUNCIL MEMBER COMMENTS:
Kathye Banks notes that Susie LaMarr came into City Hall and approached her and asked if the city could help with funeral costs. She understands that we cannot use public funds. She asks for private donations.
Mark Gepford says that the Masonic Lodge has an upcoming meeting, and he will ask the Masons for funds for Mrs. LaMarr.
Mayor DeCausmaker said that she attended the Fire Update at the Junior High School, and it was fantastic.
