Fort Jones Police Department Monthly Report
December 2023
At this time of the year, along with the middle of winter, we typically see a slowdown in police-related activity. As you probably remember this hasn’t been the case for all of 2023 and has continued into the new year. While much of the activity continues to be great for our community, we are seeing a downside such as increased criminal activity and especially traffic related issues. Our officers have been outstanding in keeping up with the demand for service and helped keep our constituents feeling safe and protected this past year. Thank you to town staff and Council in supporting our efforts, it makes all the difference in the world. It has been amazing to receive the continued thanks from the community as well as seeing the progress and positive difference while patrolling around town. It makes the hard work and effort worthwhile knowing positive change is always on the forefront.
Traffic- This past month has brought us several traffic related issues mostly in the form of preventable traffic violations and collisions. While our DUI’s and collisions remain at a lower number in town, they have been on the rise around the valley and county. There is no excuse for them, so officers remain vigilant to keep them at a low number or nonexistent. The PD and PAL have provided a safe way of getting home from several events over the past year by providing a vehicle driven by a designated driver. We also continue to educate by making numerous traffic stops monthly and providing warnings in the process. As you know, after a warning, officers generally issue citations. The U-Turn struggle continues as it has taken time to educate drivers that this is no longer allowed or tolerated. I will be bringing several ideas forward in the next couple of months for input and consideration from the council. Hopefully this will help in the decrease of traffic issues in and around town. This past month several citations were issued for various violations. We have been increasing our presence in certain areas and will continue to issue warnings and citations if warranted. If you see a problematic area, please let us know so we can address it appropriately. We utilized our new traffic speed/message board on several occasions bringing a new way to advise drivers of events or traffic related issues.
Schools- Recently we have also seen an uptick in activity within our schools and the need for police intervention and counseling. I believe our role as police is not to just be an enforcer but to be proactive within our community as a prevention role. We continue to work with the schools, assisting them with anything they may need to have another successful school year for our youth. We have also made several visits to our schools recently to visit and speak with the children about law enforcement and our roles within the community. It has always been a great opportunity to visit with our local youth on a casual basis and let them know we are their friends and here to help. I have had several meetings recently with school district personnel in the efforts to be proactive in creating protocol and policies to prevent future problems while combating current issues. These meetings have been very productive and look forward to implementing them within our communities. We hope to incorporate a school resource officer in the future which would benefit each school within the Scott Valley School District. While school has enjoyed their winter break, each campus still sees activity and requires our services.
Sporting events are one of these which we continue to patrol both on foot and in vehicle.
Animal Control- After a month of non-stop animal control related issues, we finally saw a slowdown in activity. As you know we had a very successful feline spay/neuter program which helped put a major dent into the issue. We will still see a number of cats in the area, however now that they have been fixed, we should see a decline in numbers over the next couple of years. We still need to get our Ft. Jones Kennels up and running to avoid transporting animals to Etna. Once this is completed, the town of Ft. Jones will receive the animal impound fees and associated fines that come with the kennels. Mayor Garcia was instrumental in getting the kennels prepared and related ordinances in effect. We hope to utilize these kennels soon when the weather allows.
Reports/Cases- Attached you will find last month’s statistical data showing the diversity in calls for service and activity levels. This also includes calls for service in the outlying areas of Scott Valley. This past year brought us several significant cases for each town. We hope this isn’t the sign of the times as we face no sign of slowing down and last year being our busiest in recorded history. Also included with the December Stats are yearly stats which show a significate number of our calls for service. This year, with dispatch now having a new automated system should provide us with a more accurate number for 2024. It is estimated the numbers you have been provided are about 50% of actual calls for service. Ft. Jones had over 130 written cases for the year, which puts us about 35% above the previous year. As mentioned above Officers have been doing a great job and are keeping up with the demand for service. We will be adding two additional officers to the staff which will also help defray the workload. In the past months we have seen many social events taking place and we will continue to see a rise in calls for services in the upcoming months. Our scheduling may differ to accommodate this demand, but we are still available 24 hours for any needs. Many of our cases continue to be officer generated coming from our officers being so proactive in the community. As I have always said, presence is a huge factor in preventing crime and it is our mission to be seen as often and continually as possible.
Calls for Service- As mentioned above, with the written reports we have seen an increase in calls for service including mutual aid requests and response to EMS/Fire calls. We continue to assist other departments in any way we can to help first responders to any crisis.
With an increase in criminal activity outside our two towns and other agencies suffering from low staffing we have been called upon by outside agencies to assist often. These agencies include CHP, Sheriff’s Office, Forest Service, and CAL Fire to name a few. We expect to see our calls for service continue at a high volume, especially with the increase in traffic we have seen throughout the valley. In totality of the past year, I estimate our calls for service to be in excess of 2000.
Ordinance Enforcement- Recently we have had a couple Code enforcement issues arise, which are being handled by voluntary compliance. We currently have a case open which may lead to fines and fees. We hope to have a hearing officer and program set up soon so we can adjudicate and assess fees in house without relying on the district attorney’s office.
PAL- This past month saw a conclusion for several pal programs including our holiday events.
We will be starting up our basketball program in the near future along with preparing for our spring programs. We do have several programs that run all year like our mentoring program which we received additional funding for through a state grant. We hope to add other programs this year expanding our program to reach our communities needs. Two grants are currently pending to help us construct the valley’s first ever Skate/Bike Park. Hopefully we will hear good news soon on whether they have been awarded.
Training- With the new year we will have 12 months to get our officers through the rest of their mandated perishable skills training. This will be in addition to advanced officer training that will help officers become experts in certain areas of the profession. We have numerous upcoming training courses scheduled and look forward to the specialties our officers will now be experts in.
Patrol Hours- The patrol hours and time in the office stay maintained over 600 hours a month with 5 officers and 2 CSO’s. Countless security checks, home checks, and business checks are made daily making sure our community is safe. We continue to hear compliments and appreciation daily for the service we provide our constituents. It makes all the hard work worthwhile when we can see and especially hear the difference our officers make in the community. Along with patrol comes the need for dependable vehicle’s equipped properly.
Recently Etna has been able to purchase 3 vehicles to replace our aging fleet. An additional opportunity arose, hopefully provided the town with a patrol vehicle of their own. If approved the Town of Fort Jones would have a fully equipped town police vehicle for their needs. We maintain our fleet far longer than most jurisdictions, and even have some patrol vehicles more than 25 years in age. With the addition of new and used patrol vehicles, I am hoping we do not have to address vehicle purchases for 10 plus years.

To City Council,
The Fire Department responded to 42 calls for service in the month of December. Members participated in 16 hours of scheduled training and numerous hours of online and out of area training. The Fire Department responded to 452 calls in 2023.
December 2023 Calls
The Department Association held the annual Pancake breakfast on the 9th the morning of the Christmas Parade. This is currently our largest fundraiser and brought in just over $3,000 for the Association to assist the department. A huge thanks to all the community volunteers that assisted in the breakfast and to everyone who came ate and donated.
A full department report for 2023 will be presented at the February meeting.

Public Works Report
December 2023
Sewer
We replaced the battery at the sewer pond flowmeter. We responded to an emergency sanitary sewer spill on 12/26/23. We were able to get the blockage cleared with the flusher truck. We then cleaned up all that had spilled with the vacuum trailer and notified the proper authorities of the occurrence. Everett took his CDL written exam at the DMV and passed the general knowledge, combination vehicles, and airbrake tests. He then went and took a drug test, which he passed. He will be attending the Jiffy Truck School the week of January 8th-12th.
He has to return the following week to take the DMV drive test. We checked numerous manholes to make sure that everything was working properly. We reviewed the Towns water/sewer ordinances and made some recommendations to the Ordinance Committee on proposed new ordinances. We recorded the sewer flows throughout the month. We gave all that information over to SHN so that they can do our quarterly report. We completed the CIWQS reporting for the month of November.
Water
We received the sodium hypochlorite for the well and moved it out there to be ready for future use. We handed out shut off notices for nonpayment and shut off a few houses. We also shut off a few houses for them to do repairs. We exercised some more of the Towns gate valves. We operated the Towns well/pump manually. We worked with the Telephone company to try to locate exactly what is wrong with the well/tank system. We installed a new water box over the communications line going from the tank to the old well house. We ordered a new specialty fuse for the old well house. We installed it. We are pleased to report that this seemed to fix the issue, except when it is raining or snowing. We will be working with Siskiyou Telephone to try to find where the break in the line is. We sent out two notices to inspect for cross contamination. We inspected one residence and drafted a letter stating which device they need and how long they have to install it. Kevin will be taking his D1 exam in the next couple months. We completed the drought reporting for the DDW.
Roads
We cleaned out the gutters around Town. We did some shoulder backing along Sterling Street. We removed the trash weekly. We removed one deceased deer. We ordered a free sample of RockAsphalt* and are going to try it out on some of our more stubborn potholes around Town.
Parks
We cleaned up the Towns property outside of Town, burning debris and moving all of the rip rap and dirt around to make more room for future projects. We cleaned and organized the maintenance barn. We fixed a flat tire on one of the mowers. We poisoned the gofers at the big ball park.
The Town of Fort Jones ___________________________________________________________________________ 1 January 2024 Report
Town Administrator/Clerk
CDBG:
Cherie, the Accounting Clerk continues to audit and reconcile the CDBG loan files. She is working with Dave Wallace, CPA to ensure that the work will satisfy the requests from the Auditor. Dave is reviewing the loan letters and documentation. Final revisions and edits to meet requests from the Auditor have delayed sending letters to loan holders. The delays are unfortunate; but necessary to ensure the information is both accurate and will satisfy audit requirements.
Utilities:
The new utility bill format was utilized for the December 2023 billing cycle. This format is a successful first step in revising our billing procedures and is proving to increase speed and accuracy of payment processing.
Work continues on the update to the utilities agreement. Once the new agreement is approved by Council it will be sent to all property owners and tenants. These updates coincide with work on the utility billing system, UBMax. Carolin has been working to restructure landlord/tenant accounts to streamline the set up process for move-in/move-out. Additionally, we are working to update the accounts and structure of accounts to ensure that the billing procedures allow for final bills to be properly closed, and the balance follows the correct account. For example, we are working to ensure that if a tenant moves out; any unpaid balance is applied correctly to their account such that a new tenant starts with a clean account with no balance. This also will allow us, with updated policies and agreements, to pass the correct balance to the property owner.
General Office:
Considerable time and attention was devoted to responding to public records requests. The requests have required research and review of various files and financial records and have been time consuming.
The new website has been launched and Carolin has been working with TownWeb and HeyGov to finalize the payment portal set up. This will streamline the user experience when paying fees and bills for customers.
Work continues on drafting a Request for Proposals (RFP) for General Planning services. This is a critical gap in the Town’s ability to address property use questions and revisions. Once the RFP is complete it will be brought before Council for approval to post.

To City Council, 1/3/2024
The Fort Jones Fire Department currently has a large number of turnouts that are nearing the end of their mandated lifecycle (10 years) These turnouts were purchased in 2014 and will all be expiring in October of this year. Currently we have 15 firefighters in the soon to be expired gear. We are requesting authorization to purchase replacement turnouts out of our fire reserve fund. See attached for various quotes for turnout ensembles including Jackets, Pants, Helmets, Gloves, Boots, and Hoods.
The estimated cost is $4203.79 per set for a total of $63,056.85. This is based off the quote from Allstar/Lion for jackets and pants and the quote from L.N. Curtis for the helmets, gloves, boots, and particulate hood.

The Town of Fort Jones ___________________________________________________________________________ 1 To: Fort Jones Town Council
Meeting Date: January 8, 2024
From: Town Administrator
Subject: Contribution to Essex Veterinary Services for Spay and Neuter Clinic _________________________________________________________________________________________ Background
In October of 2023 Essex Veterinary Services held a very successful spay and neuter clinic for cats in Fort Jones. A total of 141 cats were treated at this clinic. A report on this event was presented to Council in November of 2023. At that time it was noted due to the number of cats treated at the clinic the costs had exceeded the money that had been raised for the event.
Essex Veterinary has asked if the Town of Fort Jones would consider contributing an additional $1,500 to offset the costs for treating the cats. This event had a considerable impact on both slowing the population increase of cats in town as well as improving the overall health of the cat population.
Recommendation
Staff recommends that council review and approve a contribution of up to $1,500 to Essex Veterinary.
