Public Works Report
February 2024
Sewer
We completed the CIWQS reporting for the month of January. Everett attended a confined space awareness class. We spoke with SHN about potential funding sources to replace our aging sewer infrastructure. We responded to an after-hours emergency of sewer coming up in a residences bathtub on Don Street. We flushed the line and were unsuccessful in clearing the blockage. We then had the line snaked and that cleared it. We observed roots on the snake when it was removed.

Water
The static well level was 18 feet on February 29th, 2024. Everett did the SAFER drought reporting for the State. We worked on the EAR report in February. We read all of the meters and entered all of the information into the Towns billing software. We wrote down about 40-50 of the meter ID numbers to correct them in the UB Max system. We responded to a few shut off/on calls during normal business hours. We fixed a leaking shut off valve on Jane Drive and replaced the meter. We a fixed a broken valve on Newton Street. Kevin took his D1 exam on 3/4/2023. We corresponded with the new water sampling technician from Pace Labs and showed him where everything is.

Roads
We plowed the roads on 3/2/24 during the winter storm. We removed all of the branches that had fallen from the roadway. Everett attended the transportation advisory committee meeting.

We removed all of the trash weekly. We worked with Caltrans Clean CA employees to try and secure funding to pay for the annual dump day, put on by The Fort Jones Lions Club. The Town was approved to pay for 5000 dollars of dumpsters for the dump day, which will be reimbursed after the event. We spoke with Code enforcement about a building code violation on Newton St. We spoke with Clint about setting up the dog kennels in the barn by the community gardens.

We started cleaning out the old barn in preparation for this.

Parks
We removed all of the trash weekly from the parks. We removed all of the fallen branches after the storm. We spoke with Jenny Bennet about the restrooms and mowing schedule for this upcoming baseball season. We spoke with Jake Hargett from the High School about the progress on the new BBQ pit. The BBQ is almost done. We took bids for the creation of a 12 by 12 slab to set the BBQ on, and a few ADA sidewalks at the Picnic Pavilion. We look forward to this awesome addition to the Little League Field and Picnic Pavilion. We installed a new toilet at the Scout Hall. We shoveled the snow off of the ADA ramp at Town Hall and put out de-icer. We installed a peg board at Town Hall.

The Town of Fort Jones ___________________________________________________________________________ 1 March 2024 Report
Town Administrator/Clerk
Finance:

The CDBG loan reconciliation continues to move forward with Cherie working individually with loan holders to address questions and ensure that the Town and the loan holders agree with balances and terms. After Cherie has worked out the remaining accounts and have all balance sheets signed by loan holders we will bring this to the CPAs for review and then to Town Council for any changes or approvals that may be necessary to satisfy the audit requirements.

Cherie has started to shift her attention to reconciliation of the Town’s accounts for the current year. This process enables us to see the Town’s cashflow and ensures that income and expenditures have been properly prepared and satisfy accounting standards.

I am still pending a response from Mechanic’s bank regarding the change of signers and online account access.

Additionally, I am beginning budget preparations for the coming year. I have asked staff to prepare lists of priority projects and purchases for the budget process.

Utilities:

Carolin continues to update the accounts in UB Max. This update process and the inclement weather resulted in a minor delay in processing the latest billing cycle. The bills have gone out, with updates being made to businesses first. The UB Max update project has proved to be more time consuming than originally believed as a huge part of the project has been updating not just the account structure but verifying information regarding properties, owners, and tenants. Once completed the account structure combined with the updated information on properties will enable the Town to provide a more seamless transition of services between owners and tenants. Carolin has also been working with Everett and Kevin to ensure that meter numbers and sizes correlate correctly to addresses. The final step in this process will be connecting UB Max to the new online payment system.

General Administration:

With the March 5 primary election completed I will be working with the County Clerk’s office in preparation for the November general election. The Town Council will have 3 seats open for the general election. Working with he County Clerk’s office I will have all the steps and eligibility requirements posted for citizens interested in running for Town Council. I am continuing to review the Town’s ordinances and previous resolutions and will be able to bring a comprehensive fee schedule forward by the next meeting. I have also finalized establishing an account with GovDeals that will enable the Town to hold an online auction for declared surplus equipment. In the coming weeks I will be conducting performance evaluations for Town staff, and will be bringing forward merit raise recommendations as appropriate. Finally I have been working with Kelly York and Etna Police Department regarding code enforcement issues with various properties in town.

Ft. Jones Police Chief’s Monthly Report
February 2024
Typically, when the weather begins to worsen through the winter months, we see a decline in calls for service.

This year began slower than normal but has picked up in the last couple weeks, bringing an influx of calls for service, with several of them being major crimes. While these cases have been intense at times, officers with the help of our detective have produced well investigated reports which will be a necessity through court adjudication.

Several ongoing drug related cases are seeing a conclusion with suspects being arrested, making our community a safer place. We hope to see these types of cases continue to decline and begin to be seldom heard of. Attached you will also see our stats for the month. If you have any questions please ask and we will provide you with as much information we can.

Traffic- Areas of concern continue to be a priority when dealing with traffic-related problems around town.

Weather always plays a factor in safe travels through town, however, seems to have taken a backseat to ongoing issues such as speeding and moving violations. Main street still remains our focus and maintaining regular patrols while performing numerous traffic stops seems to have helped. There is a lot of progress to be made but it is nice to see a small dent being made. We have had several citizens come forward with concerns on the visibility of our crosswalks and when the implementation of a 20’ clearance will be made. Obviously, Cal Trans will be a determining factor, but we have made good contacts and look to bring information to council advising how this will look in the near future. Officers in the effort to stop issues before they get to town have been aggressively enforcing traffic laws both to the North and South of town. Major accidents on Forest Mountain and around town have been occurring on a normal basis, and the last thing we need is for them to become normal within city limits.

Schools- Officers have spent much of their time recently at all school sites dealing with issues pertaining to behavior and/or criminal activity occurring while on campus. We are also working with the schools to become more proactive with the SARB process and helping institute accountability when parents and students are not following school directives and policies. Many great things continue to happen at our district schools, and we love to be a part of positive occurrences. Our community’s youth as a whole are very respectful and far ahead of other jurisdictions when it comes to being positive additions to our community. We look forward to upcoming programs and events within our schools as well as helping in any way we can.

Animal Control- Dogs at large continue to be a problem and we have seen several cases where people are abandoning non-town dogs knowing we will take care of them. It brings a lot of work to our officers and often times requires many hours to either locate an owner or rehome the animal entirely. Most shelters are full, bringing another difficulty in finding a place for them. Several cases evolved into charges being filed against those responsible for abandoning and/or harming the dog. We currently transport animals to the Etna Shelter which adds time to the case as well as providing Etna with the kennel fees when an owner is located. Recently we may have found another option of placement of the Ft. Jones Kennels which will be discussed at our monthly council meeting. We hope to find other solutions to help us conclude each animal-related case.

Reports/Cases- Currently we have pulled over 20 cases within the town of Ft. Jones this year. This is within pace of last year and averages around 10 written cases a month. As mentioned above several of these cases have been major felonies resulting in many hours of investigation and several arrests. We are fortunate to have a highly skilled detective on staff, which has proven to be a necessity these days as cases become more complex. Many follow-up hours with supplementals being taken also add to the cases entirety.

Calls for Service- Besides written cases throughout the month taking much of our time, calls for service seem to be holding consistently high. Many of these calls are a positive interaction with our constituents resulting in a positive contact for all involved. We continue to respond to fire and EMS calls for service as well to assist in any way we can. Officer Martin is currently enrolled in EMT training to become certified in the efforts to help with these calls for service. Officer Whitchurch as been an EMT trained officer throughout his career and continues to bring much needed service to our community. A big thank you to them as this training isn’t required of them and are only doing it to provide better service to us all.

Code Enforcement- Hopefully everyone has seen the progress being made at the old motel as the new owners are in clean up mode. They hope to begin new remodeling and construction soon as they develop the potential for a new Ft. Jones motel. Recently we received the cancellation letter of operation at 101 Butte Street.

This has been an ongoing code case for us with Kelly trying to gain compliance from the new owner for over a year.

Each tenant will be given notice to vacate the premises with the owner being responsible for providing suitable shelter to each until the issues are addressed and fixed. We will be working with the State in the adjudication of this case with hopefully a common solution for all met. We will continue to provide updated information to city hall as it transpires. We continue to follow up with other code enforcement cases around town while opening new ones as they develop.

PAL- Pal has recently begun its annual basketball season as well as developing our upcoming wrestling season.

Swimming season is also fast approaching with new managers and policy being developed for the swimming pool.

We will also be bringing back the Scott Valley blue grass festival this year after a 10-year hiatus. We also continue to be partners with many of the organizations bringing new events to our valley.

Training- Currently we have several scheduled advanced officer training courses available to our officers which in turn brings a higher level of service to our community. Some of these trainings include advanced drug recognition, advanced DUI certification, and Field Training Officer certification.

As our new officers receive their initial training in the upcoming weeks, you will also begin to see new patrol vehicles in town. Most of them have been upfitted with new graphics displaying Ft. Jones police Department.

As always mentioned, we have an open-door policy and look forward to city staff, council, and our community visiting us. You are our eyes and ears out there as we can’t be everywhere at once. We rely on your help to be able to provide the best service possible to our community. Please come in and visit, share what you are experiencing, and if able come out on a ride along with an officer. We are all on the same team and we enjoy working together to solve our community’s needs.

To City Council,
The Fire Department responded to 34 calls for service in the month of February. Members participated in 26 hours of scheduled training and numerous hours of online and out of area training.

February 2024 Calls
We received the RIT Paks that were ordered last year and they have been placed into service on our two type 1 structure engines. These will greatly enhance our ability to rescue down firefighters should the need ever arise.

E-1310 is back in service from the Medford shop where it received annual maintenance and had some needed repairs done. There are a couple issues they are still working on tracking down parts/rebuild kits for and once they get them it will go back up to have the rest of the work done.

We’d like to thank the Yreka Fire Department for inviting us to their training ground this past month to conduct live fire training. We were able to conduct some training exercises that we are currently unable to do here at our training grounds and put some of our newer members through this important training.

The Town of Fort Jones ___________________________________________________________________________ 1 To: Fort Jones Town Council
Meeting Date: March 11, 2024
From: Joshua Stanshaw. Town Administrator/Clerk
Subject: CDBG Loan Committee
_________________________________________________________________________________________ Background
The Town of Fort Jones has a Community Development Block Grant (CDBG) program where there are several loans for housing. Town staff are responsible for monitoring and administering these loans. When residents come forward asking for new loans or changes to existing loans having an established committee will enable the Town to be more responsive with these programs.

Recommendation
Staff recommends that the council establish a CDBG Loan Committee.

TO: FORT JONES CITY COUNCIL
FROM: FORT JONES FIRE DEPARTMENT
SUBJECT: SEASONAL FIREFIGHTER PROPOSAL 2024
DATE: March 5, 2024
___________________________________________________________________ The Fort Jones Fire Department is seeking authorization to hire two seasonal firefighters to fill a position to provide 24-hour station coverage during the 2024 fire season. This request has traditionally been financed and approved by the Town of Fort Jones through combined funds of Fire Department Tax Allocations and Strike Team Revenue.

Even though we have been receiving rain and snow this year we are still dealing with the longterm effects of drought conditions and a high probability of another catastrophic fire season in our region. We will lose a significant number of our volunteers to paid positions at Cal Fire leaving us extremely vulnerable due to low staffing levels. The seasonal firefighter positions requested are essential to ensure that the citizens of the Town of Fort Jones and the surrounding communities will have sufficient coverage 24/7 for emergencies including: wildland fires, structural fires, medical emergencies, traffic collisions, rescues, and hazards.

These positions would be offered a stipend of $200 per 24-hour shift and they receive no overtime or benefits. The dates of employment would run from the Beginning of June through December 1st, with the Fire Chief having the discretion to extend the positions as needed based on fire conditions and assignments. The approximate cost for the fire season would be $36,600 based on 183 days.

Thank you for your continued support of our Fire Department and community.

Meeting Date: March 11, 2024
From: Joshua Stanshaw. Town Administrator/Clerk
Subject: Kennel Location
_________________________________________________________________________________________ Background
The Town purchased kennels to house dogs that are picked up by Etna Police Department. The original kennel location was unusable as it was too close to the Town’s well. A MOU with Jopson was entered into for constructing the kennels on property adjacent to the well. An alternative location for constructing the kennels inside one of the Public Works barns has been proposed.

Recommendation
Staff recommends that the council give direction on the final location for the kennels so staff can begin constructing them.
