Ft. Jones Police Chief’s Monthly Report
June 2024
As you all know, the Shelly fire has taken up much of our time in the past few weeks and inundated Etna, Ft. Jones and Scott Valley with fire personnel. While this has been a difficult time for us all, a few positive outcomes have taken place. i.e. I will probably do my fire prevention defensible space yard work the winter before I actually need it. While CAL-OES Law was here, Chief Hess and I took advantage of their superior technology and completed an evacuation plan for both the City of Etna and the Town of Ft. Jones. Each detailed plan includes maps, zones, and instructions for city staff to carry out strategic plans in the event we have another fire come close to town. These plans will now be kept digitally and in the office to make sure they are assessable. I would like to thank each and every staff member of both towns, especially the police department personnel as everyone including reserves stepped up and we had all hands-on deck to accommodate our constituents needs. It’s nice to know in the event of an emergency our towns work together in such a positive way.
Traffic- In the event of a fire our list of priorities when it comes to traffic quadruples. We obviously have a large number of fire fighters and their equipment constantly going through town. Our objective is a constant reminder through fire administration to follow all road laws including speed limits. This fire produced a few issues, however when passed up the chain of command, the issues were quickly resolved. We have been utilizing our radar message board to gather statistics in multiple areas around both towns. We will be adding the monthly stats this sign generates with each report. Hopefully this will provide insight into our problematic areas around town.
Speed not only in our towns but valley still continue to plague the community. Officers are consistently stopping and citing violators on a daily basis. We hope to start seeing a decline in violations and traffic collisions with the goal of making our community safer for all.
Schools- Summer session is still in however the new school year is quickly approaching. We continue to be proactive in the partnership with our schools to make the new school year a successful one. Several issues from last year will hopefully be addressed and new protocols will be set in place. While summer school has been ongoing, it seems to be a well-oiled machine with many of the regular school year problems being nonexistent.
Animal Control- I don’t know if it is coincidence with the Shelly Fire being upon us or just another rash of dogs at large but the department has had approximately 6 dogs in the past two weeks that have attended our shelters. I think most of these dogs were unfortunately abandoned by their owners, most likely being from the county and Yreka areas. Fortunately, we were able to rehome each of these dogs through either our social media accounts or partnerships with the humane society. One habitual problematic case we have with the suspect acquiring multiple dogs each day after we remove the animals from her possession will hopefully come to an end with probation terms being the inability to own animals. These cases take an extraordinary amount of time but our officers are tenacious in adjudicating this issue. We have also had several cases where animals are found outside town and brought to us for a solution. County animal control has come and taken each of these dogs into custody in the hopes of rehoming them.
Reports/Cases- Currently we have pulled over 70 cases within the Town of Ft. Jones this year. This is within pace of last year and averages around 10+ written cases a month. However, in the past month we have seen a very large uptick in calls for service with many of them resulting in written cases. As mentioned before several of these cases have been major felonies resulting in many hours of investigation and several arrests. We are fortunate to have a highly skilled detective and officers on staff, which has proven to be a necessity these days as cases become more complex. Many follow-up hours with supplementals being taken also add to the cases entirety. We are also working with outside agencies in very large cases over multiple states and counties. In the near future you will be informed on these cases, and more than likely results reported by major media.
Calls for Service- As mentioned above, our calls for service have seen a large increase with several calls for service occurring multiple times a day for the same issue and persons. While our response is warranted each time it has become overwhelming in certain cases not only for us but also our constituents. We continue to attempt to resolve and or adjudicate these issues, however they are taking an extended period of time. Some of these calls for service are associated with current code enforcement cases that continue to persist with more individuals moving in. Rest assured we will keep up the good fight and come to a resolution. You will notice that our stats may look a little different than normal and that is because we are currently in the transition to a new CAD/RIMS system. It will evolve over time and become easier to understand but it will take some getting use to. If you have any questions, please reach out so I decode for you. We have also had a rash of vandalisms, thefts, and disturbing the peace calls. Recently we were able to determine several persons responsible and are going through the prosecution stages. These were familiar faces know within the system and we are in the hopes the proper outcomes will take place preventing this behavior in the future.
Code Enforcement- Code enforcement continues to be on the forefront with two major cases ongoing. Each of these cases will continue to be investigated and hopefully resolved soon. Again, code enforcement is a whole other animal and takes an extended amount of time to be adjudicated, especially when other problems present themselves as the original issues are being investigated. Other more minor issues around town are being addressed and resolved and will continue to be throughout the year with voluntary compliance.
Recently several cases that have been investigated to their full extent have been brought up again with the need for town to bring in a hearing officer or proceed down the receivership route. We really are at a dead end with these major cases as the D.A. route will not adjudicate these issues and if it does, results in a $50.00 fine for 3 years of hard work from Officer York.
PAL- Our pal program has been very active in the past couple months with swim team, mentoring, Oregon bike tour, trails end festival, and bluegrass taking place concurrently. We had to unfortunately cancel our bluegrass festival due to the Shelly Fire, however, will be planning early next year to bring it back to our town. We at PAL are also participating in multiple fundraising events while also attending social events such as national night out and the Siskiyou County Fair. Several fall PAL events will be coming soon with several being held in the Town of Ft.
Jones.
Training- Our Officers are currently enrolled in many trainings including upcoming perishable skills training in order to remain in compliance with POST. The county is also going to introduce a new RIMS system which will be in place shortly. This requires an update in our current office system but will afford us many new opportunities we did not have before in technology easing our daily activities. This also requires complex training for all PD staff which we are close to concluding.
As always mentioned, we have an open-door policy and look forward to city staff, council, and our community visiting us. You are our eyes and ears out there as we can’t be everywhere at once. We rely on your help to be able to provide the best service possible to our community. Please come in and visit, share what you are experiencing, and if able come out on a ride along with an officer. We are all on the same team and we enjoy working together to solve our community’s needs.

To City Council,
The Fire Department responded to 49 calls for service in the month of July. Members participated in 12 hours of scheduled training and numerous hours of online and on-duty proficiency training. The department has responded to 266 calls in 2024.
July 2024 Calls
E-1315 was requested and responded to the Thompson Fire in Butte County from the 2nd through the 7 th. Within hours of returning home, personnel were reassigned with E-1311 to the Shelly Fire here in our own valley. E-1311 remained assigned to the Shelly Fire through the 20th. E-1311 was requested and responded again with U-1300 as overhead on the 30th to the Park Fire in Butte County. With our current OES agreement, we were able to staff 3-4 personnel on the engine and backfill the station with 2 firefighters in addition to our volunteers.

Public Works Report
July 2024
Roads
We cut back some branches around Town that were becoming a safety hazard. We cleaned the gutter on portions of Oakmill Drive. We located water/sewer lines for the Horn Street rehabilitation project. We replaced a post and sign on Carlock Street with a new sign. We repaired the East/Sterling street sign after the windstorm.
Sewer
We recorded all of the daily readings at the wastewater treatment plant and compiled them into a usable form. We completed the CIWQS reporting for the month. We spoke with SHN and the DFA about the WWTF grant next steps. We conferred with Cherie about doing the WWTF reporting in house to try to save money. We changed who does our groundwater sampling from SHN to Pace labs to save money.
Water
We got a Land Use agreement in place with the USFS for the sale of bulk water to them for the Shelly Fire. The static level of well 3 is at 23’ on the 2 nd of August.
We purchased the backflow testing gauge that was approved through Council last meeting. We are working on the wording in the letter to owners with devices, hopefully will be going and testing all of the devices before the end of the calendar year.
We fixed a broken check valve on the peristaltic pump as well as a broken measuring tube. We ensured that this pump is in proper working order and ready to disinfect the Towns water if needed.
We received a complaint about the chipped paint on one of the Towns hydrants. We painted the hydrant.
We are also continually working of the Towns lead service line inventory for the State.
This inventory is due by October 14th 2024. This project involves cataloging all of the types of pipes used in the laterals throughout Town on the customer side and the Towns side. We hope to have this project done and submitted by the October 14th deadline. We have cataloged all of the easier ones to get, and are now working on a random sample of the remaining unknowns. This involves digging up the lines to see what they are made of. To date, we have not had any lead in our system.
We are working on replacing the water service lateral to 23 Newton Street. Currently, this house is served by a steel ¾ inch lateral which runs underneath the Fire Hall. In the past there was new poly pipe and new sewer pipe stubbed up to the property line. We are working on finding the valve to turn on the water to this new line. Once found we will be able to put a new meter/valve/box at their property line. The sewer line has already been hooked up.
We read all of the meters and entered all of the data into the Towns billing software. We completed the SAFER drought reporting for the month.
We requested exemption from the current curtailment of the Towns water right through the SWRCB due to using it for health and sanitation/fire fighting.
We would like to remind Council of the leak at the gate valve on Hwy 3. We are proposing that we dig it up, along with the other 2 valves there and replace all three, as well as dig across Hwy three over to Sterling Street to install new C-900 under the road. This will help the Town by making it easy to replace the steel/ asbestos concrete mains located in this area in the future. We would not have to dig across the road again in that area for a long time. This project is beyond the capabilities of the Public Works department and would need to be contracted out. This is the time of year to do this type of project. This project would pay for itself by reducing our water loss. If we wait until after Caltrans paves over it, it will be far more costly to replace these pipes. The steel and asbestos pipes are past the end of their useful lifespan.
Parks
We mowed all of the parks weekly as well as took out the trash. It is the busiest season of the year for the PW department. We sprayed for weeds at the Little League Park. We assembled some furniture for the office space in the hallway. We adjusted the parks watering schedule to try to conserve more water. We replaced all the burnt out bulbs at the Paul Garrison Picnic Pavillion. We made the lights more vandal proof, so that no one can open the breaker box without a key. The Park hosted the Bev White Memorial Tournament on August 2-the 4th. The PW department placed trash cans around for the event goers.
We would like to remind the council that the museum is sorely in need of an upgrade to its computer system and camera system. The computer in the museum is so slow it is practically unusable. The cameras that are located inside the museum and on Main Street do not work anymore. Wayne Miller, the Towns IT professional says that it would cost about $1000 dollars for a new DVR system and hard drives. A new computer for the museum would cost $700 dollars.
INTERIM ADMINISTRATOR’S REPORT
JULY 2024
ADMINISTRATOR
• Horn Street Rehabilitation Project: The project is now complete. The first invoice for reimbursement has been sent to CalTrans. I will be working on the Construction Engineering and Construction invoice to submit for reimbursement.
• STIP- Butte, Bower, and Cown Project: Held meetings with Melissa Cummins, from Local Transit department, Morgan Eastlick and Jose Hernandez from E&S Engineering, Mercedes, and Kathye regarding the road rehabilitation on the Cowan street portion of the project. Due to the rising costs, it was recommended that Cowan St be dropped from the project. This will also allow the Town time to fix the sewer issue on Cowan Street before doing any road rehabilitation. Melissa will check with CalTrans reprenstative, Nicole Fortner, on how we can revise the Project. • Waste Water Treatment Plant project: Met with SHN and DFA to discuss the project. During the meeting there was discussion about possibly starting the planning and design phase and take out construction once the audits are completed.
TREASURER
• Audit: Submitted the requested pre-audit reports to the Auditors. I will await further instruction from them. The next step is typically the field portion where they come to the Town and go over all the financials.
• IRS: I was able to meet the deadline and submit the 941 for the 1st Qtr of 2018. No further correspondence from them to date.
• CDBG: Work has begun on updating a few loans that need to be revised. • General Finance: Process Accounts Payables, Accounts Receivables, and Payroll. I will continue to keep the current year reconciled for ease of future audits.
CLERK
• 2024 Election: Put together packets to hand out to persons interested in running for Council and posted the information on the website.
• Personnel: The Town Clerk hired at the beginning of the month has resigned. We have posted the position on the website as well as the Town’s Facebook page.
