Fort Jones Police Chief’s Monthly Report
July/August 2024
Traffic- Officers continue to crack down on problematic areas in the hopes to address some of the concerns of improper driving by motorists. U-Turns, speeding, failure to stop at a stop sign, foreign registration, and suspended drivers top our lists of most violated traffic laws. We have also been in partnership with allied agencies such as CHP in the effort to show a greater presence and reduce the issues impacting our towns and valley. With the new school season beginning it is imperative we continue to enforce traffic laws in and around our schools to keep out community safe.
Schools- School recently went back in session bringing much more activity to town and increasing our calls for service. We will continue our ongoing partnership with the district to proactively provide services and guidance to out schools. We also have been working with juvenile probation and site staff in order to address critical issues when it comes to individual students. Sports are also beginning which will bring officers to sporting events during the evening. The PD provides a consistent presents during sporting events to help maintain a safe environment.
Animal Control- In the past few months, we have been busy with several dog related issues mostly regarding the same animals over and over. With several related calls for service at specific residences I am in the hopes these specific issues have been resolved. Other random animal calls for service have been resolved and closed. We will continue to address animals not registered with the city and maintain an ongoing roster of registered animals with the city. We have also had several incidences regarding animals who reside outside the city limits but come into town creating a violation. We have spoke with and are working with county animal control to keep accountability occurring in respect to these homes.
Reports/Cases- The past few months have shown us an increase in calls for service which is reflected in the attached statistical report. With the switch to a new RIMS system the report will look a bit different and be a combo of the last system and current. Next month will be a uniform statistical report completely from RIMS providing a consistent format. We are well over 80 reports for the year and in anticipation of exceeding 120 reports by years end. This is in conjunction with approximately the same number of reports for the city of Etna.
This should give you a good idea how busy our officers have been and will remain throughout the year.
Calls for Service- As with reports, our calls for service remain at a high including assisting fire and EMS. Officers continue to provide driving services if needed for the ambulance and mutual aid to all our towns departments as well as outside agencies. With the new computer aided system, we should be able to track our calls for service more consistently providing a better data base for the PD, code enforcement, and animal control.
Code Enforcement- With the concentration on two very problematic properties, we have been able to assist the relocation of several tenants. However, the issues continue to persist, and city intervention will need to occur to fully solve the problems at hand. The PD has done what we can at the criminal level and will need assistance from our city attorney and staff to take it to the next level. Officers have reached out to property owners in these cases and have verbally been advised the issues are now going through the eviction process.
Again this is a verbal confirmation and we need to be prepared if this falls through.
PAL- The new school year also brings our new pal season with many upcoming programs including football and soccer. We look to add several new programs to pal this year and are excited to implement these activities in our area. As a non-profit volunteer program, we continue to look for assistance with coaching and development opportunities. Continual fund raising is also on the forefront in order to keep providing these critical opportunities to our youth.
CONSOLIDATION: We continue to work towards a plan to consolidate emergency services for our valley with several productive meetings to ensure we meet and address every aspect of the idea. Including everyone is very important to receive input and support is crucial, and I expect to hold a large stakeholders meeting in the near future. Each department head including the Quartz Valley Indian reservation, factions of the valley, and area representatives have been part of this grand idea. We hope to continue to bring more to the table and have a town hall meeting in the immediate future.
As a reminder and mentioned before, we have an open-door policy and look forward to city staff, council, and our community visiting us. You are our eyes and ears out there as we can’t be everywhere at once. We rely on your help to be able to provide the best service possible to our community. Please come in and visit, share what you are experiencing, and if able come out on a ride along with an officer. We are all on the same team and we enjoy working together to solve our community’s needs.

To City Council,
The Fire Department responded to 37 calls for service in the month of August. Members participated in 16 hours of scheduled training and numerous hours of online and on-duty proficiency training. The department has responded to 305 calls in 2024.
August 2024 Calls
E-1311 and C-1300 returned from the Park fire on 8/13/2024 after a 14 day assignment with other resources from Siskiyou count. While we were gone the station remained staffed with backfill personnel and we were also able to staff E-1315 for a day to cover CalFire Fort Jones Station while the state had a drawdown on resources.
We were notified of the award of the FEMA SAFER grant. This 4 year grant was written at the beginning of the year and will pay for a full-time recruitment and retention coordinator who will assist in developing and maintaining a more robust volunteer staff. It will also pay for new PPE and training for new and existing volunteers.

Public Works Report
August 2024
Roads
Public Works installed two new signs and posts at Town Hall advising motorists of the need to keep the alleyway clear for emergency vehicles. We also cut back an overgrown tree along the same stretch of roadway. We answered Caltrans questions about storm water drainage along a few sections of Hwy 3. We removed all dead animals that were found during the month and disposed of them. We took out the trash weekly from the Towns trash cans. We located the Towns storm drains for all 811 requests. We attended a GIS Meeting with Placeworks. We noticed an uptick in loose dogs around Town. We wanted to remind the Public that any dog that is out in a public space should be on a leash, and any dog found wandering around Town can and will be impounded until such time as the owner pays the fees associated with getting the dog back.
Sewer
We recorded all of the daily readings at the wastewater treatment plant and compiled them into a usable form. We completed the CIWQS reporting for the month. We corresponded with the DFA about when the Towns amendments to the WWTF grant might be ready to be executed. We located the sewer for all 811 requests. We cleaned a few sewer lines with the flusher truck, as well as fixed a broken throttle for the hose reel.
Water
We got a Land Use agreement in place with the USFS for the sale of bulk water to them for the Boise Fire. The static level of well 3 is at 23’ on the 2 nd of August.
We are working on the wording for a letter to owners with backflow devices, notifying them of the need to have these devices tested. Hopefully we will get the testing/cataloging done one way or the other on all of the known devices before the end of the calendar year.
We received the result of the routine water sampling event for coliform. We were notified of the positive result in early August. We took the required repeat samples within 24 hours and drove them down to Pace Labs, as they were unable to accommodate us with an additional sampling event in that time frame. We received those results which were positive as well at a few locations. After consulting with out State Regulator we initiated the Emergency Disinfection Plan and began immediately introducing sodium hypochlorite into the water. The new VFD added a layer of complexity to this task, but we were able to achieve the desired dose with minimal reprogramming of the VFD. We chlorinated the water for a little over 7 days, which achieved the desired result.
We submitted the Towns lead service line inventory for the State. It was approved by the SWRCB and satisfies this requirement for this year. This inventory was due by October 14th 2024. This project involves cataloging all of the types of pipes used in the laterals throughout Town on the customer side and the Towns side. This document will be made publicly accessible to anyone wishing to look at the information. The document will be living document and will be updated every time any new information becomes available, or if there are any changes to the system. We’ve modified the PW Department’s standard operating procedure to include the cataloging of each pipe location/ pipe type anytime there is any excavating done.
We read all of the meters and entered all of the data into the Towns billing software. We completed the SAFER drought reporting for the month. We pumped a little under 8 million gallons in August.
We located water lines for all submitted 811 requests within the Town.
We requested exemption from the current curtailment of the Towns water right through the SWRCB due to using it for health and sanitation/firefighting.
We are assisted the SVUSD with some lead sampling at one of their schools.
We would like to remind Council of the leak at the gate valve on Hwy 3. We are proposing that we dig it up, along with the other 2 valves there and replace all three, as well as dig across Hwy three over to Sterling Street to install new C-900 under the road. This will help the Town by making it easy to replace the steel/ asbestos concrete mains located in this area in the future. We would not have to dig across the road again in that area for a long time. This project is beyond the capabilities of the Public Works department and would need to be contracted out. This is the time of year to do this type of project. This project would pay for itself by reducing our water loss/ emergency repair along hwy 3 cost. If we wait until after Caltrans paves over it, it will be far more costly to replace these pipes. The steel and asbestos pipes are past the end of their useful lifespan.
Parks
We mowed all of the parks weekly as well as took out the trash. We sprayed for weeds at the Little League Park. We are working with Cherie to submit a request for reimbursement for the Towns Little League project. We cut back some branches at Town Hall that were growing into the roadway.
We would like to remind the council that the museum is sorely in need of an upgrade to its computer system and camera system. The computer in the museum is so slow it is practically unusable. The cameras that are located inside the museum and on Main Street do not work anymore. Wayne Miller, the Towns IT professional says that it would cost about $1000 dollars for a new DVR system and hard drives. A new computer for the museum would cost $700 dollars.

The Fire Department is requesting that the council adopt a resolution approving the grant agreement and authorizing the fire chief to sign it.
