Agenda Item for May 12th, 2025
Regular Meeting
Subject
SB1: Road repair and accountability act of 2017 funding eligibility Type of Action
Adopt resolution and project list
Summary of the Issue(s)
Every year the Town receives funding through the Road Maintenance and Rehabilitation Account. To be eligible for the funding the Town must pass this resolution and adopt a list of proposed projects. In the past these funds have been set aside to save enough to be able to complete a project. The funds can also be used if a road project goes over budget, or as a match for other grant projects.

Recommendation
Town Administrator and Public Works recommends that we adopt the resolution and project list.

Fiscal Analysis (as appropriate)
$18,060.00 in road funding made available.

RESOLUTION NO._______
RESOLUTION ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2025-26 FUNDED BY SB 1: THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017
WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and Signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of our Town of Fort Jones are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the Town of Fort Jones must adopt by resolution a list of projects proposed to receive fiscal year funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement; and WHEREAS, the Town of Fort Jones, will receive an estimated $18,208.00 in RMRA funding in Fiscal Year 2025-26 from SB 1; and
WHEREAS, this is the fiscal year in which the Town of Fort Jones is receiving SB 1 funding and will enable the Town of Fort Jones to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and
WHEREAS, the Town of Fort Jones has undergone a robust public process to ensure public input into our community’s transportation priorities/the project list; and WHEREAS, the Town of Fort Jones used a Pavement Management System to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the community’s priorities for transportation investment; and WHEREAS, the funding from SB 1 will help the Town of Fort Jones maintain and rehabilitate numerous streets/roads, two bridges, add active transportation infrastructure throughout the Town of Fort Jones this year and numerous similar projects into the future; and WHEREAS, the 2023 California Statewide Local Streets and Roads Needs Assessment found that the Town of Fort Jones’s streets and roads are in a good/fair condition and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into a “good” condition; and
WHEREAS, the SB 1 project list and overall investment in our local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant positive co-benefits statewide.

NOW, THEREFORE IT IS HEREBY RESOLVED, ORDERED AND FOUND by the Town Council of the Town of Fort Jones as follows:

1. The foregoing recitals are true and correct.

2. The following list of newly proposed projects will be funded in-part or solely with Fiscal Year 2025-26 Road Maintenance and Rehabilitation Account revenues:

The revenues will be used for the Strategic Paving, Preventive and Planning (SPPP) Maintenance Project: The project will include crack sealing, surface sealing, removal and replacement of failed roadway sections and associated work on various Town streets to maintain good condition; estimated life of the repairs will vary based on treatment, from 5-15 years. Based on the limited amount of funds the Town of Fort Jones receives; work will be performed as funds become available. The new proposed Road Projects are scheduled as follows:

1. Eastside Rehab- remove and replace existing AC on the Town’s portion of Eastside road up to Caltrans ROW. Start 06/01/2032 end 06/30/2032 estimated lifespan of 5-15 years.

2. The following previously proposed and adopted projects may also utilize Fiscal Year 2025- 26 Road Maintenance and Rehabilitation Account revenues in their delivery. With the relisting of these projects in the adopted fiscal year resolution, the Town of Fort Jones is reaffirming to the public and the State our intent to fund these projects with Road Maintenance and Rehabilitation Account revenues:

March 13, 2025—
Reviewed and amended with Everet Hullquist on Friday, April 25, 2025 Fort Jones encourages community spaces to be utilized for the benefit of the entire community. Cleaning deposits and rules for use i.e. garbage removal, leaving the space clean and ready for the next users are to be followed. We acknowledge that the heat and lights are already on all day at the FJCC and the financial impact of that space is already being absorbed. We do not have a calculation of heat/lights cost for Scout Hall or for outdoor spaces.

We also recommend an account be set up with the town to accept donations to offset the cost of public space use. Fundraising could be utilized to allow sports groups to use the ballfields either free or at a reduced cost as well. Fundamentally, we want to ENCOURAGE use because this encourages an active and engaged community which is the goal of having public spaces.

Recommendations for public buildings including FJCC, Scout Hall Private Events: same as now: $150 per day/cleaning deposit etc.

NOT FOR PROFIT: community benefit, i.e. mental health groups, exercise, crafting, AA, ALANON, scouts etc. No charge for two hours and after that, $15. For every two hours. OR individual charge of $75.00 per year for a two-hour class regularly scheduled on the calendar.

Non-profit organizations: i.e. Rotary, Lions, Avery Theatre, $100 per day room rental—hourly rate: $15.00 for two hours.

Two hours minimum is recommended because most groups take more than one hour to set up and tear down.

This can be adjusted but we recommend charging a $15 flat fee for two hours to consider arrival and leaving.

We do not recommend $7.50 for one hour.

Any set up or tear-down facilitated by the city (i.e. setting up chairs and tables, AV equipment, etc) should be charged separately at $20 an hour.

REGARDING Little League Park and Pavilion, Walker Field:

We recommend these fields be free for team and public use. During PEAK season, MAY-SEPT, we recommend teams reserve the fields through the town in appropriate time segments…i.e. 3 hours for a game (check with organizations for realistic game time use)
Agenda Item # 5
The Town of Fort Jones
___________________________________________________________________________ 2 If audio visual equipment is rented through the town, $150 refundable deposit. This does not include the dropdown movie screens which should be free.

We also believe the rest of the fee structure should be revised to be in line with standard business practices. That process can be ongoing.

Recommendation:

No recommendation is given at this time.
