E-1314 was assigned to the Scott Valley Airport on Monday, July 7'h and has been continuously assigned since. First to the Marble Complex and then on the 215 we were transferred to the Orleans Complex, still out of the Scott Valley Helibase. We have four personnel staffing the engine each day and at least two staffing the station on backfill coverage.

On July 15'h Chief Hess was assigned to the Green Fire on the Shasta-Trinty National Forest as a Task Force Leader with an OES Taskforce made up of OES engines from all over the North State. After a week assigned the Taskforce was released.

We have been working on getting our new reporting and tracking software, FirstDue, up and running and transferring all our old data from previous software and paper records. Once up and running it will streamline several processes and make it easier to identify areas for improvement within the department.

Public Works Report

Sewer
We explored numerous options for funding the Cowan Street Sewer Improvement Project. We talked with IBank, who has a minimum amount of 1 million per loan. We talked with the RCAC, who would be able to give us a 5.5 percent interest rate on a loan to cover the construction costs associated with this project. We spoke with Brandy from Great Northern Corporation about using some of the Town's CDBG monies to cover the project. It seems there are plenty of different options to choose from regarding this project. I wanted to remind the Council that winter is fast approaching, and that most contractors don't like to work on these big projects in the winter because of the cold/wet weather.

We responded to a blocked mainline on Sterling Street. We were unable to clear the blockage with the Towns flusher truck. The flusher truck broke a belt. Napa did not have a correct size replacement. We requested that the City of Etna send their flusher trailer over to try to clear the blockage. We were able to get it partially opened back up, but the hose wouldn't go past a certain point in the pipe. We dug it up above the blockage to try to camera the line to see where the problem was. It was over 6 feet deep. While hydro excavating the pipe deteriorated and fell apart. The sewage flowed into the open pit. We fixed the flusher truck and used it some more. We pinpointed where the blockage was and dug it up there. There was a lateral that had root intrusion into the main. The roots had grown 6 inches in diameter up the pipe. We pulled out the roots and plumbed in a new saddle and lateral as well as installed a new cleanout. I ordered all of the parts and pieces necessary to cut in a new section of main for the first hole.

We collected all the data from the wastewater plant and compiled it into a usable form.

We completed the CIWQS reporting for the month. We spoke and met with Anders from SHN to discuss the new proposed wastewater plant.

Water
We responded to 3 separate leaks in the Dale/Mittan Way neighborhood. One of the leaks the hydrant had blown off the pipe. It was installed incorrectly, without a thrust block. The other two leaks were on service laterals to homes. I suspect all three leaks were caused by water hammer and aging pipes. The hydrant that was replaced was originally installed in 1972. I suspect that the pipes in this neighborhood are the same age, making them 53 years old. This is past the useful lifespan of this type of pipe. I expect more leaks such as this until we replace the whole main in this neighborhood. We collaborated with all parties to notify every one of the necessary water shut down to replace the hydrant. We also chlorinated the water because of the shutdown. We were required to take a special coliform sample after the shutdown and to get it to PACE labs. We read all the meters and entered the information into the billing software. The SAFER drought reporting for the month has been completed. We located water lines for all submitted 811 requests within the Town. We handed out shut off notice's door to door. We turned people on and off as they or the office requested.

We replaced numerous meters around Town and ordered a lot of different valves, meters and other related plumbing parts for the water department.

We responded to a water truck driver driving off with the hose still attached to the hydrant meter, which broke a fitting on the meter. We replaced that meter with the other one and ordered parts to fix the broken one. We fixed the broken one and ordered a third hydrant meter to have. This new hydrant meter will have a RFP backflow device built into it, to prevent any backflow or back siphonage of water from the trucks as they fill up.

We worked with Caltrans to get all the necessary paperwork in to be able to dig in their right of way. We set up all the necessary traffic control structures to be able to work in their ROW. We dug up and replaced an old valve and meter on Hwy 3.

Parks
We installed the grilling frame onto the BBQ pit at the Paul Garrison Picnic Pavillion.

The Town hosted the Bev White Memorial Tournament at the Little League Park. It was a great success. We wanted to thank the attendees for getting all the trash into the trash cans. We took out the trash weekly from the parks. We have been mowing all the parks once per week. We used the weed eater in numerous locations throughout Town.

We received all the siding necessary to reside the Scout Hall. We also moved the fence along the west side of the Scout Hall so that we can remove the old siding and replace it. This is an ongoing project. We still must tear down the old fence, but the new fence has been built.

We cleaned the picnic pavilion and put up reserved signs when requested. We repaired sprinklers in the ball parks.

Roads
We took out the trash weekly from the Towns trash cans. We located the Towns storm drains for all 811 requests. We used the weed eater along the sides of the roads in town to try to prevent a catastrophic wildfire.

The Town of Fort Jones

CALIFORNI
To: Fort Jones Town Council
Meeting Date: Aug 11, 2025
From: Cherie Stephen - Town Administrator and Everett Hullquist - Public Works Subject: Water Main Replacement on Main Street
Action: Give the town administrator direction to put out REP's to replace the water main line down Main Street.

Background:

The water main that runs down Main Street needs to be replaced. It has failed in several places over the last 4 years. Cal-Trans will be coming through to upgrade our sidewalks and make repairs to the highway in the next tew years and it possible that the line will be covered by the new sidewalks causing replacement costs to skyrocket. This line also, has no operable valves and a fire hydrant along this line is beginning to fail.

It is proposed that the main line and the fire hydrant be replaced possibly using the bulk water funds for the majority of the repairs.

Recommendation:

The town administrator recommends that the council approve moving forward on this project. 1 FORT JONES

To: Town Council
From: Fire Chief, Fort Jones Fire Department
Date: 7/29/2025
Subject: Request for Purchase of Fire Department Chief's Response Vehicle Background:

The Fort Jones Fire Department is requesting approval to purchase a new pickup truck to serve as an all hazard response and command vehicle. The department is staffed by two full-time employees, two seasonal stipend shift firefighters and dedicated volunteer firefighters. Due to the nature of emergency operations, administrative duties, and ongoing training coordination, reliable transportation for command staff is essential to ensure timely and effective response.

Currently, the department operates two pickup trucks assigned to paid staff. One is a 2019 Chevrolet 2500 with just over 51,000mi, which is in good condition and serves reliably. The second is a 2006 Dodge 2500 with over 110,000mi, which is aging and in moderate to poor condition, with increased maintenance requirements and declining reliability. It recently had to have major front-end components replaced to ensure safe operation and we were advised that there would be more issues and need more work done on it in the near future if continued to be used as a primary vehicle. While it is no longer ideal for primary response use, the Dodge will remain in the department's fleet as a backup unit for staff or use by volunteers when available and needed until a suitable replacement become available.

The addition of a new vehicle will provide both full-time salary staff with a dependable, fully-equipped response unit to ensure consistent incident command presence and leadership during emergencies. With both of our full-time staff qualified for various overhead positions on all hazard incidents this will allow us to send one out (and earn reimbursement for personnel and vehicle) as well as have full coverage here locally.

The new pickup will be outfitted with emergency lights, radio communications, and other equipment necessary for response and command by a company selected through an informal bid process or a cooperative bid program. Total cost for upfit should be between $20,000-$25,000 depending on exact truck purchased and exact spec of the needed upfit.

Funding for this purchase is proposed to come from the department's unanticipated revenue from strike team assignments. FY 24-25 had revenues from Strike Team assignments lulaling just under $300,000 not including direct personnel costs. Currently (as of 7/29/25) FY25-26 has over $80,000 in non-personnel revenue from multiple assignments with that number expected to continue to climb as apparatus and personnel are currently assigned.

Per the Town's purchasing policy a request for bids was publicly posted. There were no bids received for this pickup. Below is the section that reads the procedures for no bids received.

3.12.080 Formal bid procedure:

Section I. No Bids Received. If no bids are received following compliance with the requirements of this section, the officer or agency of the town authorized to award the contract may procure the requested supplies, equipment, or services without further compliance with this chapter.

Pricing for a pickup that meets our needs averages between 55,000-65,000 for the pickup depending on dealer incentives and exact specifications. As such the Fort Jones Fire Department requests that the town council approve the purchase of pickup that meets the requirements as set forth in the bid announcement with a maximum purchase limit of $60,000 plus taxes and fees and upfit not to exceed $30,000.

See attached below for the bid announcement that was publicly posted and several examples of pickups that meet our needs.

TOWN
The Town of Fort Jones

CALIFORNI
To: Fort Jones Town Council
Meeting Date: Aug 11, 2025
From: Paula Johnson - Councilmember
Subject: Upgrading Park Adjacent to Town Hall
Action: Consideration of approval for making improvements and repairs to the children's play area at existing park adjacent to the Town Hall.

Background:

The FJ community has expressed interest in having a more inviting and functional play area. The families with young children would benefit greatly from having a place to be outdoors, active and interacting with other children and families
Proposed improvements: (to be considered)

1. Remove the synthetic lawn and replace with a natural landscaping material such as a living grass lawn or other material such as what is currently at FJ Elementary School Playground.

2. Install a drinking fountain and bathroom facility.

3. Create a shaded area by planting trees, building a gazebo, and installing a shade sail (see attached photo of an available product)
Proposed repairs:

Replace nonfunctional or outdated playground equipment with new and improved ones to comply with current safety requirements and aesthetic trends such as use of wood vs plastic.

Recommendation:

The town administrator recommends that the council discuss and direct staff to research costs.
