Subject: Wastewater Treatment Facility Alternatives Summary Dear Everett Hullquist:
We are writing this letter to inform you of potential changes to the wastewater improvements project and provide you with a summary of the alternatives being considered. We ask that you discuss with your Town Council and provide direction regarding the Town of Fort Jones’s (Town’s) preferred alternative.
Background
The Town’s existing wastewater treatment facility (WWTF) needs to be upgraded. The State Water Resources Control Board has provided a planning grant, which is currently in the design phase.
The WWTF is located within a mapped floodway, which is a certain portion of a floodplain that generally cannot be modified with fill. Further, the existing elevation at the top of the ponds is about 3 feet below the base flood elevations shown on Federal Emergency Management Agency’s (FEMA’s) Flood Insurance Rate Map (Figure 1 on the following page).
Upgrading the WWTF will require the elevations of structures and equipment to be above the base flood elevation by at least 1 foot. This means that the existing facility will need to be raised by about 4 feet, which will expand the footprint.
After initial discussions with FEMA to understand requirements, it is our understanding that, while the WWTF is critical infrastructure, any fill in the floodway must be mitigated to show no rise to neighboring structures. FEMA further required that the Town provide an alternatives analysis showing a good faith effort to evaluate options outside of the floodway and even the floodplain. Discussion with Town staff determined that no viable alternatives outside of the floodway exist.

In an effort to find options within the floodway that would minimize impacts, an alternative was identified that would relocate the WWTF slightly to the east (Figure 2 on the following page).

SHN has obtained the FEMA HEC-RAS hydraulic models. For each site, we have developed models that reflect an initial rough estimate of the proposed conditions, sufficient for evaluating the no-rise condition.

The West Site alternative keeps the upgraded WWTF on the existing site but expands the footprint slightly to the east as shown in Figure 3. This alternative consists of reconfigured ponds that have a top elevation of about 4 feet above the current top of embankment elevation. In order to offset the fill, a corresponding conveyance swale of up to 3 feet deep and 50 feet wide is needed to convey the floodwater around the proposed WWTF.
Figure 3. West Site Alternative
Pros:
• Further from town, less risk of odor impacts.
• Would require fewer modifications to existing sewer piping. • Would not require an addendum to the Facilities Plan.
Cons:
• More difficult to access during floods since raising the access road is not a viable option. • Would require longer water service line.
• Closer to Moffet Creek and Scott River, increasing risks of impacts to water quality. • Would be challenging to construct new ponds/facilities while keeping the existing WWTF operational.
• Would require repairing the main sewer trunk line that runs through the field.

R:\Redding\2025\525006-Fort-Jones-WWTF-Design\500-Project-Management\PUBS\rpts\20250829-FtJonesWWTF-Alternatives-Summary.docx Risks:
• Extent of gopher damage is unknown and could impact construction. • Regional Water Quality Control Board may take issue with the proximity to Scott River and Moffet Creek in the future.
East (New) Site Alternative
The East Site alternative relocates the WWTF to the east as shown on Figure 4. This alternative consists of new ponds that have a top elevation about 4 feet above the existing ground elevation. In order to offset the fill, corresponding conveyance swales of up to 3 feet deep and 30 to 50 feet wide are needed to convey the floodwater around the proposed WWTF. The existing WWTF would be graded down and existing berms along Moffet Creek are removed to allow for flood flows to return to Moffet Creek.
Figure 4. East Site Alternative.
Pros:
• Closer to town and Scott River Road will be easier to access during flood events and on a regular basis.
• Closer to existing water system for new potable water service. • Percolation ponds would be further from Moffet Creek and Scott River, which will have lower risk of water quality impacts.
• Can remove long sewer pipe running through field.
• Construction will be easier while keeping the existing WWTF operational.

R:\Redding\2025\525006-Fort-Jones-WWTF-Design\500-Project-Management\PUBS\rpts\20250829-FtJonesWWTF-Alternatives-Summary.docx Cons:
• Will require a substantial amount of earth moving to construct the new facility above the flood elevation.
• Will require an addendum to the Facilities Plan.
• Closer to private properties and structures that may have concerns with odors and visual impacts. • Potential conflict with existing overhead power lines.
Risks:
• Obtaining permits may be time-consuming.
• Odor and visual impacts in proximity to town
Model Results
We have used the FEMA model to evaluate both options. For both locations as presented above, a norise condition on nearby structures has been met. Figures 5 and 6 show the maximum water surface elevation change from the baseline conditions for the East Site and West Site, respectively.

Next Steps
We are looking to the Town to provide direction about the site location for the upgraded WWTF, based on the information presented herein and presented at the upcoming Town Council meeting on September 8, 2025. Our preference would be to receive direction at the upcoming Council meeting in order to maintain the project schedule.

Public Works Report
June 2025
Sewer
We recorded all the daily readings at the wastewater treatment plant and compiled them into a usable form. We completed the CIWQS reporting for the month. There were no sanitary sewer spills in the month of August. We met with SHN and DFA staff to go over the timeframes of the WWTF planning grant. We wanted to remind the Council of the age of the all the Public Works equipment, with parts becoming harder to find. We replaced a broken belt on the flusher truck. It took me 3 days to procure a correct replacement.
We worked with a homeowner to make plans and specifications for a new sewer lateral to his new house.
We received a record number of 811 requests throughout the south side of Town for 1884’s line replacement project.
Water
We worked with the office and the USFS to administer multiple land use agreements for water to support the various incidents in the forest. We read all the meters and entered the information into the billing software. We ordered numerous parts and supplies for replacing meters around Town. We handed out shut off notices for non-payment. The SAFER drought reporting for the month has been completed. We located water lines for all submitted 811 requests within the Town.
We got quotes to upgrade the electrical instrumentation at the well, the engineering to replace a problem water line on main and to do the engineering of a new redundant well. We received and approved a new water application for a parcel on Marbleview. We worked with the landowner and discussed the new service connection. We ordered all the parts to connect him to the Towns water main.
Parks
We took out the trash weekly from the parks. We mowed all the parks weekly. We fixed replaced multiple automatic valves that were malfunctioning and one leaking manual shut off valve at the Little League Park. We completed the new fence at the Scout Hall and now just need to tear down the older portion of it. We will now have access to all the siding on that building to be able to replace it, as well as clean up around the fence where numerous trees and bushes were growing next to the building.
We met with Councilmembers to discuss the planned upgrades to the Tot Lot at the Town Hall building.
We are still working with local fencing contractors to solicit quotes to repair the fence that was driven through at the Walker Fields. It appears that the person who drove through the fence’s insurance will cover the cost to replace the damaged 98 feet of 4-foot chain link.
Roads
We took out the trash weekly from the Towns trash cans. We located the Towns storm drains for numerous 811 requests. We used the weed eater in numerous locations throughout Town to help mitigate the effects of catastrophic wildfires. We wanted to remind landowners of the need to cut tall grass and ladder fuel down. We removed a dead deer from the creek.
We mowed the weeds down along Scott River Road. We cold patched the section that was cut out to repair the sewer line on Sterling Street. We met with the CDFW on Friday September 12th. to talk about what the Towns options are to remove vegetation from the Moffet Creek.
We met with the Siskiyou County Local Transportation Commission and the Division of Local Assistance from Caltrans to discuss the Towns STIP, RTIP, and CRRSSA road projects.
There are numerous projects in different phases of completion. If the Council would like we can review those figures. We worked on submitting an invoice for the Scott River Road Chip seal project and on closing out the Horn Street project. We disposed of a few deceased deer.
I drafted the agenda and put together the packet for this meeting.

To: Town Council
From: Fire Chief, Fort Jones Fire Department
Date: 8/28/2025
Subject: Request for Purchase of Fire Department Chief's Response Vehicle Background:
The Fort Jones Fire Department is requesting approval to purchase a new pickup truck to serve as an all hazard response and command vehicle. The department is staffed by two full-time employees, two seasonal stipend shift firefighters and dedicated volunteer firefighters. Due to the nature of emergency operations, administrative duties, and ongoing training coordination, reliable transportation for command staff is essential to ensure timely and effective response.
Currently, the department operates two pickup trucks assigned to paid staff. One is a 2019 Chevrolet 2500 with just over 51,000mi, which is in good condition and serves reliably. The second is a 2006 Dodge 2500 with over 110,000mi, which is aging and in moderate to poor condition, with increased maintenance requirements and declining reliability. It recently had to have major front-end components replaced to ensure safe operation and we were advised that there would be more issues and need more work done on it in the near future if continued to be used as a primary response vehicle. While it is no longer ideal for primary response use, the Dodge will remain in the department’s fleet as a backup unit for staff or use by volunteers when available and needed until a suitable replacement becomes available.
The addition of a new vehicle will provide both full-time salary staff with a dependable, fully-equipped response unit to ensure consistent incident command presence and leadership during emergencies. With both of our full-time staff qualified for various overhead positions on all hazard incidents this will allow us to send one out (and earn reimbursement for personnel and vehicle) as well as have full coverage here locally.
The new pickup will be outfitted with emergency lights, radio communications, and other equipment necessary for response and command by a company selected through an informal bid process or a cooperative bid program. Total cost for upfit should be between $20,000-$25,000 depending on exact truck purchased and exact spec of the needed upfit.

Fort Jones Fire Department
Funding for this purchase is proposed to come from the department’s unanticipated revenue from strike team assignments. FY 24-25 had revenues from Strike Team assignments totaling just under $300,000 not including direct personnel costs. Currently (as of 8/28/25) FY25-26 has over $215,000 in non-personnel revenue from multiple assignments with that number expected to continue to climb as apparatus and personnel are currently assigned.
Per the Town’s purchasing policy a request for bids was publicly posted. There were no bids received for this pickup. Below is the section that reads the procedures for no bids received.
3.12.080 Formal bid procedure:
Section I. No Bids Received. If no bids are received following compliance with the requirements of this section, the officer or agency of the town authorized to award the contract may procure the requested supplies, equipment, or services without further compliance with this chapter.
Pricing for a pickup that meets our needs averages between 55,000-65,000 for the pickup depending on dealer incentives and exact specifications. As such the Fort Jones Fire Department requests that the town council approve the purchase of pickup that meets the requirements as set forth in the bid announcement with a maximum purchase limit for the pickup ($60,000) and upfit ($30,000) not to exceed $90,000.
See attached below for the bid announcement that was publicly posted and several examples of pickups that meet our needs.

Subject
Discussion and possible approval of $9233.67 to purchase an electrical upgrade to be able to use the backup generator to run the well in a power outage, as well as provide surge protection to the building and to automate the chlorine pump.
Type of Action
Discussion and possible action to approve funds from the bulk water account to upgrade electrical instrumentation at the well
Summary of the Issue(s)
The Town currently has a backup generator that can power the well in the event of a prolonged power outage, but there is no standard operating procedure or way to hook the generator up to the well. There is also no surge protection for the motor or the mission communications systems that have been installed. The chlorine pump does not provide consistent dosages due the fluctuations of the motor speed and is manually operated.
Recommendation
Public Works recommends that we approve Amped Electric’s quote to hook up the generator to the well, install a new chlorinator and program it into the SCADA system, and provide surge protection for the contents of the whole building.

Main Street Water Line Replacement
Type of Action
Discussion and possible action to approve hiring E and S engineers to provide civil engineering, sub-consultant coordination and surveying services as outlined below.
Item 1: Topographic Survey at 1’ contour interval with evident utilities and improvements.
Item 2: Final engineering design & preparation of Construction Drawings, Job Specifications and Estimates for the replacement water main.
Item 3: Advertise for bids and bid process through bid opening Item 4: Construction Oversite & Administration.
Issue(s)
The Town’s aging infrastructure needs replacement. On Main Street from Sterling Street to Douglas street the water main is deteriorating quickly. We have had numerous line breaks in this section. One of the fire hydrants is so old they don’t make parts for it anymore. There are no operable valves on this stretch of Hwy including going up Don Street.
Caltrans will be repaving this stretch of Highway in 2031. The cost of having to repair the same pipe repeatedly is a waste of taxpayer’s money. The cost of repairing it once it is paved over in new asphalt and/or sidewalks will exponentially grow. In the long run, it will be far cheaper to fix it all once and be done with it for 100 years. The new C-900 plastic water pipes have a lifespan of 100 years.
Recommendation
Public Works recommends that The Town enter into the agreement with E and S for the engineering services outlined in E and S’s proposal.

Redundant Well Engineering Proposal
Type of Action
Discussion and possible action to approve civil engineering, sub-consultant coordination and surveying services as outlined below from E and S engineers.
Item 1: Topographic Survey at 1’ contour interval with evident utilities and improvements.
Item 2: Final engineering design & preparation of Construction Drawings, Job Specifications and Estimates for a test backup municipal well at the current well 3 site.
Summary of the Issue(s)
The Town’s current well will eventually need to have repairs done to the portions of the well that are difficult and time consuming to access. When this happens, the well could be down for over a week or longer. The Town would run out of water at that time if there was no alternative water source. The Towns’ current well was first drilled in 1992, with a new motor installed in 2007. The older two wells on Newton Street lack the capacity for fire flows and peak water demand as well as having degraded water quality compared to the current well site.
This redundant well would solve that issue and allow for repair and replacement of parts of the well(s) without being on an impossible timeframe. This proposal will determine if this test well is worth developing.
Recommendation
Public Works recommends that we discuss the options and give directions to staff to either approve the proposal, or seek out alternatives.

Noon Whistle
Type of Action
Discussion and possible action to discontinue having the siren go off at noon, and only use it during a state of emergency.
Summary of the Issue(s)
The Town’s noon whistle is very loud and can be heard across Town. It is currently set to go off at noon every day. It is proposed to discontinue having it go off at noon and put this whistle to use as an emergency notification system for people who do not have the internet or are otherwise unreachable by traditional means during an emergency such as catastrophic wildfire, a flood or any other natural disaster.
During an emergency the whistle could be activated remotely and left on during the disaster. To activate the whistle remotely would require an upgrade to the current controller, which is an automatic timer-based system.
Recommendation
Public Works recommends that we discuss the pros and cons of this proposal and decide.
Fiscal Analysis (as appropriate)
If using the whistle as an emergency siren it will cost approximately $300-700 for a new cellular controller for the siren.
