Ft. Jones Police Department Monthly Report
December 2025
Happy New Year everyone, we look forward to working with our community and established council members through this upcoming year and expect many positive outcomes to all our forthcoming hard work. To begin this monthly report, I would like to address some of the specifics and formats as a reminder while you read the monthly PD report due to a change in our computer automated dispatch system as well as our RIMS case management system. This was a significant upgrade from our past ways of doing things and continue to increase our efficiency when it comes to communication with other organizations especially the D.A.'s office.

First off, each report will be based off the previous month's statistics including updated calls for service and written reports sent to the District Attorney for prosecution. The statistical data you have before you include the past year of 2025 and includes both towns of Etna and Ft. Jones. As mentioned below these stats are just what is logged in with dispatch. All other calls for service, contacts, or daily activity aren't unnecessarily added to the stat report. These calls for service do however add up to the majority of our activities and are discussed during my verbal report at council meetings. The wheels of Justice move slowly so from time to time I will include updates on cases. There will be a good amount of information detailed in the report but keep in mind some information will be excluded due to privacy requirements. If there is anything that is not covered in the report, I will be glad to answer questions at the meeting. Please reach out to me if you would like to see additional items covered or addressed in the written report in the future. We have gotten through another year and a busy holiday season in the last couple months and expect the upcoming year to start off busy with many positive happenings throughout our community. Our workload will only increase as the weather betters, and we get through the winter season. Safety is always our main concern, and we will stay vigilant this year in maintaining a safe environment for everyone.

Traffic- With this time of year comes inclement weather and increased travel for some. As you know and witness daily, the traffic in our valley has increased significantly over the past year, bringing traffic related issues with it. One main concern is the speed increase that not only affects the valley as a whole but compounds when traffic enters our towns. It is our priority that the towns of Ft. Jones and Etna are traffic safe communities where the presence of law enforcement is evident and proactive. As mentioned previously, it is our belief that presence is a significant part of deterring crime. We continue our patrol while increasing it during specific times of high traffic or events related to towns streets. We continue to issue numerous warnings and citations when appropriate. The transitions from warnings to predominantly citations is evident over the past year and will continue into the new year until speeds are reduced. Even though we have been issuing citations and progress has been made, we still consistently observe U-turn infractions on Main Street. Our efforts will continue to curb this instilled behavior; however, it has taken some time. For the most part it seems traffic issues in town have gotten better, especially regarding speed on Main Street, giving us the ability to concentrate on specific more serious traffic issues and areas needing attention. One project we continue to work on is the reduction in the speed limit when entering town limits on Scott River Road. The speed will be reduced from 45 to 25 and enforcement will continue well into the transition period. In the near future we will be providing another speed report obtained from our radar/message board that has been placed strategically around town. This new technology continues to enable us to provide a history of driving behavior in a designated area while helping us prepare for future improvements. We have also placed our speed trailer around town in an attempt to slow drivers down and remind them of their speed. It is our mission to help educate drivers to make our streets safe for everyone. If anyone notices an area of concentrated traffic related issues, please let us know so we can be proactive in stopping the violations.

Schools- Our school district recently returned from Christmas break, giving us a chance to catch up on specific activities related to our schools. While truancy has been problematic throughout the district historically, our adaptation into the process has shown to be very successful and productive. We have included county, local, and state agencies in our attempt to address this problem and bring our youth having issues to a successful conclusion. We continue to do this by keeping an open pathway of communication with school staff, making it easy for them to reach out with issues they may encounter. Several concerns on school campuses have been addressed and mitigated recently with activity on the rise. We continue to attempt to come up with a School Resource Officer position which would be a partnership with each valley school and keep an officer on school grounds throughout the day. We hope to continue our progress by keeping things under local control and finding unconventional solutions to past problems.

Animal Control- This past month has brought us numerous animal control issues especially related to dogs at large and isolated homes. Our officers in the past have stepped up and pressed for everyone to come into compliance with local animal ordinances and will continue to do so, however are at the point where citations are routinely issued to help curve this behavior. We are continuing to educate and take the appropriate actions, if necessary, in an attempt to get everyone into compliance and keep our animals safe. We have and continue to utilize our ft jones kennels when a dog needs to be captured and contained. In a recent case we had warned, cited, and even offered help to construct a fence on our own time with our own materials to assist an owner in keeping the dog from being at large and possibly being hit by a vehicle. Coincidently, this was the same location with the same issues from a case last year where the animal was struck and killed. So far we have been able to change that course of conclusion with the proper implementation of enforcement. For the most part, animal control issues in town significantly declined over the past year, in part to several problematic homes being held accountable with consistent contact.

Reports/Cases- With the implementation of the new reporting system, our written cases have been combined to include both towns. You will see with new statistical data both towns' information included in the report. This also helps us see how closely each town is related to issues as well as demonstrate how consolidation is a important step for our future in the valley. As of the end of the year, we concluded with 140 written reports forwarded to corresponding departments such as the district attorney's office. I'm happy to report this is an overall reduction of cases for our two towns and demonstrates our strategic plan has and will continue to be successful. I find success measured by the reduction of crimes in town while having an increase of positive activities and events. We are doing more and providing crucial programs for our communities while reducing crime in the process. This is a very exciting time for our valley and I hope to see continual positive growth. Many of these cases are a result of our officers being proactive and include code enforcement. We will continue to be vigilant and hopefully prevent crime in the process. These written cases are investigated, processed, and then sent to the D.A. for prosecution. Again, it does take some time to complete the more complex cases which usually involve multiple supplemental reports. Recently we had several very serious cases related to domestic violence and enhancements due to strangulation and great bodily injury. While the victims in these cases will recover physically there are several other aspects that will prolong recovery in additional ways. We recently received several compliments on how our department handled and investigated these cases and will be shown as an example for the rest of the county law enforcement in modeling how these serious crimes should be handled.

Calls for Service- As a reminder with the written reports most of our calls for service including mutual aid requests and responding to EMS/Fire calls come without a written report or go over the air. We continue to assist other departments in any way we can to help first responders to any crisis. With an increase in criminal activity outside our two towns we have been called upon by outside agencies to assist. These agencies include CHP, Sheriff's Office, Forest Service, and CAL Fire to name a few. They also assist us when the need arises. These calls for service will also include safety checks or school functions for example. These types of calls are important as they prevent crime and help us be one with the community as well as understand what our communities' needs are.

Ordinance Enforcement- Kelly will be closing out several code enforcements cases while sending cases forward for final review and follow up if needed. She has also acquired several new cases which will hopefully be adjudicated with voluntary compliance in the upcoming week. County code enforcement will also be joining us for cases which include properties that cover both city and county jurisdictions, which also include the building department. Again, Code enforcement can be and is a very slow process with many notifications needing to be sent to the violator. Please keep this in mind as we work on a case as it may seem nothing is happening but in reality, it's the complex process of code enforcement. As a reminder we try to resolve our code enforcement complaints with voluntary compliance. In most cases this proves to be a good way of doing business and we attempt to help the person with solving the issue at hand.

PAL- We recently celebrated our 24th annual Pal Holiday gathering with great success and growth. It is always a pleasure to be able to provide along with local businesses a great opportunity for community members of all ages to an event free of charge to celebrate the holidays. We have upcoming basketball, mentoring, and wrestling programs that will be available to our youth soon, along with many new programs throughout the year. As always, a huge thank you to all the volunteers that help fund and run the PAL program. Without them we could not function in the capacity we have.

Patrol Hours- The past several months has been fairly active, and we will continue to see an uptick in activity as mentioned above. As a reminder the town of Ft Jones continues to receive patrol hours and time in the office more than 600 hours a month when fully staffed with 5 officers, 2 CSO's and a detective. Countless security checks, home checks, and business checks are made daily making sure our community is safe. I encourage council to participate in our ride along program to help educated yourselves on the daily activities that occur in our town. Not only is it a great way to see the town from another point of view but it also gives us the ability to establish good relationships with each other.

Chief Hess met with representatives from other valley agencies and a consulting firm that specializes in grant writing to continue discussions on possible funding avenues for future consolidation of emergency services. We have several leads on possible sources and will be preparing for several grant opportunities Our annual pancake breakfast the morning of the Christmas Parade was once again a great success due to the hard work of our volunteers and many community members. We would especially like to thank Ray's Food Place in Fort Jones, A1 Drains (Austin Eastlick) and Valley Tire for their generous donations to help cover the costs involved.

We have begun to receive several of the items purchased under the FEMA AFG funding with our IDLH Gas Monitors arriving just before Christmas. This equipment will allow for safer operations by all the emergency response agencies in the valley and mitigation of hazards to the public.

Town of Fort Jones Public
Works Report
December 2025
Sewer
We met with SHN and the RWQCB to discuss the Wastewater treatment plant upgrade.

We drafted an RFP for environmental services to post around Town. This was done so that the Town could become eligible to use CDBG monies to fund some of the upcoming sewer and water projects. To become eligible the Town will need to complete an environmental assessment for the various projects. We met with SHN Engineering to further discuss the design of the wastewater plant.

All the daily readings at the wastewater treatment plant have been recorded and compiled into a usable form. We provided the information to SHN for the quarterly reports. We completed the CIWQS reporting for the month.

We noticed that the flusher truck wasnt starting up as it should. We got the flusher truck fixed. The carborator had some bad gaskets that had become stuck. The truck is now in working order again. This motor that runs the flusher part of the truck is from the late 1980's.

Water
We read all the meters and entered the information into the billing software. We replaced a broken meter on Main Street. We found the valve to turn on the service lateral to a house on Newton Street. We installed a shut off valve for this service lateral. The new service lateral will be connected in early January, allowing the Town to abandon the old lateral that runs under the Fire Department building. The SAFER drought reporting for the month has been completed. We located water lines for all submitted 811 requests within the Town. We turned people on and off as they or the office requested. We finished testing all the backflow devices that were not yet tested.

We applied for a grant to replace the master water meter at well 3. I anticipate that this will succeed in getting a new meter for that well.

The long nights and foggy days have caused the battery at the tank to become depleted.

The system has been running manually since this occurred. We are working with Mission communications to troubleshoot the issue. We installed a new solar panel at the site. We adjusted the angle of the solar panel. This did not fix the issue. We are going to install another solar panel at the site to try to get more voltage going to the battery during the daytime.

We corresponded with the SWRCB about a new PFAS general order. It was determined that the Town is in compliance with it due to already having tested for PFAS twice in the last 2 years. Well 3 has no detectable levels of the PFAS constituents of concern.

We are working on the annual water diversion and use the new CALWATRS system.

We anticipate this will be completed by the Jan 31 deadline. We are compiling data to complete the annual EAR report which will be available in February/March.

We worked with CR WA and Councilmembers to draft a Source water Protection Plan.

We drafted a Wellhead protection district ordinance for discussion.

Parks
We took out the trash weekly from the parks. We have been mowing all the parks once per week. We drafted an RFP to re-roof and reside the Scout Hall for the Per Capita grant. We completed project status reports for the per capita grant projects and are working on a final disbursement request for the Little League Park per capita grant.

Roads
We completed the local streets and road year end fiscal reporting. We filled in some potholes behind the barn. We picked up 2 deceased deer off the shoulder of Hwy 3. We took out the trash weekly from the Towns trash cans. We located the Towns storm drains for all 811 requests.

The Town of Fort Jones

SALITORNI
To: Fort Jones Town Council
Meeting Date: January 12th 2026
From: Joseph Hess - Interim Town Administrator
Subject: Review and discuss proposed draft Wellhead Protection Ordinance Background
The Town of Fort Jones relies entirely on one municipal well for safe and reliable drinking water. Protecting this groundwater source is critical to public health and long-term water system sustainability. To support that goal, Town staff are presenting for review a draft Wellhead Protection ordinance that would establish protective areas around the Town's public water supply well and identify land use practices intended to reduce the risk of contamination.

This draft ordinance is being presented for discussion purposes only to give the Town Council an opportunity to review the proposed concepts, including protection zones, permitted and prohibited uses, and general performance standards, and to provide feedback and direction to staff. No action is requested at this time, and this item is not a first reading of the ordinance. Any future consideration, revisions, or formal introduction would occur at a later meeting if directed by the Council.

Recommendation
The Interim Town Administrator recommends that the council review the proposed ordinance, discuss, and give direction to staff.

Wellhead Protection Area District

TOWN OF FORT JONES

PURPOSE AND INTENT
The Town of Fort Jones Town Council recognizes:
(a) that residents of Fort Jones rely exclusively on groundwater for a safe drinking water supply, and
(b )that certain land uses in Fort Jones can contaminate groundwater particularly in shallow aquifers.

The purpose of the Wellhead Protection Area District is to protect public health and safety by minimizing contamination of the aquifers of Fort Jones. It is the intent to accomplish this, as much as possible, by public education and securing public cooperation.

Appropriate land use regulations may be imposed, however, which are in addition to these imposed in the underlying zoning districts or in other city and county regulations.

Section 1.0 - Definitions
AQUIFER. A geological formation, group of formations or part of a formation capable of storing and yielding groundwater to wells and springs.

BEST MANAGEMENT PRACTICES (BMPs). Measures, either managerial or structural, that are determined to be the most effective, practical means of preventing or reducing pollution inputs from point sources or non-point sources of water bodies.

3. CONFINED ANIMAL FEEDING OPERATION (CAFO). The concentrated confined feeding or holding of animals or poultry, including, but not limited to horse, cattle, sheep or swine feeding areas, dairy confinement areas, slaughterhouse or shipping terminal holding pens, poultry and egg production facilities and fur farms, in buildings or in pens or lots where the surface has been prepared with concrete, rock or fibrous material to support animals in wet weather or which have waste water treatment works.

4. CONTAMINATION. An impairment of water quality by chemicals, radionuclides, biologic organisms, or other extraneous matter whether or not it affects the potential or intended beneficial use of water.

5. DEVELOPMENT. The carrying out of any construction, reconstruction, alteration of surface or structure or change of land use or intensity of use.

6. FACILITY. Something that is built, installed, or established for a particular purpose.

7. FARM PRACTICES. A mode of operation that is common to farms of a similar nature, reasonable and prudent for the operation of such farms to obtain a profit in money, is or may become a generally accepted method in conjunction with farm use, complies with applicable laws, and is done in a reasonable and prudent manner.

8. GREY WATER. All domestic wastewater except toilet discharge water.

9. HAZARDOUS MATERIAL. A material which is defined in one or more of the following categories:
• Ignitable: A gas, liquid or solid which may cause fires through friction, absorption of moisture, or which has low flash points. Examples: white phosphorous and gasoline. •Carcinogenic: A gas, liquid, or solid which is normally considered to be cancer causing or mutagenic.

Examples: PCB's in some waste oils.
•Explosive: A reactive gas, liquid or solid which will vigorously and energetically react uncontrollably if exposed to heat, shock, pressure or combinations thereof. Examples: dynamite, organic peroxides and ammonium nitrate.
•Highly Toxic: A gas, liquid, or solid so dangerous to man as to afford an unusual hazard to life.

Example:chlorine gas.
•Moderately Toxic : A gas, liquid or solid which through repeated exposure or in a single large dose can be hazardous to man.
•Corrosive : Any material, whether acid or alkaline, which will cause severe damage to human tissue, or in case of leakage might damage or destroy other containers of hazardous materials and cause the release of their contents. Examples: battery acid and phosphoric acid.

10. PRIMARY CONTAINMENT FACILITY. A tank, pit, container, pipe or vessel of first containment of a liquid or chemical.

11. RELEASE. Any unplanned or improper discharge, leak, or spill of a potential contaminant including a hazardous material.

12. SECONDARY CONTAINMENT FACILITY. A second tank, catchment pit, pipe, or vessel that limits and contains liquid or chemical leaking or leaching from a primary containment area; monitoring and recovery are required,

13. SHALLOW/SURFICIAL AQUIFER. An aquifer in which the permeable medial (sand and gravel) starts at the land surface or immediately below the soil profile.

14. SPILL RESPONSE PLANS. Detailed plans for control, re-containment, recovery, and clean up of hazardous material releases, such as during fires or equipment failures.

15. TIME-OF-TRAVEL DISTANCE. The distance that groundwater will travel in a specified time. This distance is generally a function of the permeability and slope of the aquifer.

16. WELLHEAD PROTECTION AREA. The surface and subsurface area surrounding a water well, spring or well field, supplying a public water system, through which contaminants are reasonably likely to move toward and reach that water well, spring or well field.

Section 2.0 - Zones Within The Wellhead Protection Area

1. ZONE A - DRINKING WATER CRITICAL IMPACT ZONE. Zone A is the 500 foot radius distance mapped around the public water supply wells).
a. Encouraged Uses. Provided they meet appropriate performance standards outlined in 2.c below and are designed to prevent any groundwater contamination

2. Parks, green ways, or publicly-owned recreational areas.

3. Necessary public utilities/facilities.
b. Special Exceptions. The following uses are permitted only under the terms of a special exception and must conform to provisions of the underlying zoning district and meet the performance standards outlined in 2(c) below.

1. Expansion of existing nonconforming uses to the extent allowed by the underlying district. The Town Council shall not grant approval unless it finds such expansion does not pose greater potential contamination of groundwater than the existing use.
c. Prohibited Uses. The following uses are prohibited within Zone A, 500 feet around the wellhead. • Auto mobile body/repair shop;
• Gas station;
• Fleet/trucking/bus terminal;
• Dry cleaner;

a. Permitted Uses : All uses permitted in the underlying zoning districts provided that they can meet the Performance Standards as outlined for the Wellhead Protection Area District. b. Special Exceptions: All special exceptions allowed in underlying districts may be approved by the Town Council provided they can meet performance standards outlined for the Wellhead Protection Area c. Performance Standards: The following standards shall apply to uses in Zones A and B of the Wellhead Protection Area District:

1. Any facility involving the collection, handling, manufacture, use, storage, transfer or disposal of any solid or liquid material or wastes, in excess of 1,000 pounds and/or 100 gallons which has the potential to contaminate groundwater must have a secondary containment system which are easily inspected and whose purpose is to intercept any leak or release from the primary containment vessel or structure. Underground tanks or buried pipes carrying such materials must have double walls and inspectable sumps.

2. Open liquid waste ponds containing materials referred to in item (1) above will not be permitted without a secondary containment system.

3. Storage of petroleum products in quantities exceeding fifty-five (55) gallons at one locality in one tank or series of tanks must be in elevated tanks; such tanks must have a secondary containment system noted in item (1) above where it is deemed necessary by the Director of Public Works or his or her

4. All permitted facilities must adhere to appropriate federal and state standards for storage, handling and disposal of any hazardous waste materials.

Agenda Item for January 12'h , 2026
Regular Meeting
Subject
COLA Adjustment
Type of Action
Discussion and possible action to approve a 5% COLA pay adjustment Summary of the Issue(s)
Over the past year, inflation and rising living expenses have significantly impacted employees' purchasing power. According to recent Consumer Price Index (CPI) data, the cost of essential goods and services-including housing, food, transportation, and healthcare has increased. Without adjustment, employees experience a real decline in income, which can lead to financial stress and decreased morale. Social Security is implementing a 2.8 percent adjustment for 2026.

Key Reasons for COLA Adjustment

1. Maintain Purchasing Power
Inflation erodes the value of fixed salaries. A COLA adjustment ensures employees can meet basic living expenses without financial hardship.

2. Employee Retention and Engagement
Competitive compensation is critical for retaining skilled employees. Failure to adjust wages may result in higher turnover and recruitment costs.

3. Market Competitiveness
Many organizations in our industry implement COLA adjustments to remain attractive to talent. Aligning with this practice helps us maintain a strong position in the labor market.

4. Long-Term Sustainability
Regular COLA adjustments prevent the need for large, disruptive salary increases later and support predictable budgeting for both employees and the organization.

Conclusion
A COLA adjustment is not only a financial necessity but also a strategic investment in our workforce. By addressing cost-of-living increases proactively, we reinforce our commitment to employee well-being and organizational stability.

Recommendation
Public Works recommends that Implement a COLA adjustment of 5% effective 1/11/2026. This adjustment will help maintain employee satisfaction, reduce turnover risk, and ensure our compensation remains competitive.
