Ft. Jones Police Department Monthly Report
March 2026
The month of March, with all its supposed madness, has come and gone without too many hiccups and a lot of positive progress within the department as well as town. April will lend itself to many events coming to town, with further projects being developed and completed making town a safer community to live in. With new officers joining the department it may be a great time to think about coming out for a ride along. The insight you gain from seeing first-hand law enforcement day-to-day operations is invaluable and something you can bring back to council and our constituents when critical information is needed. A quick thank you to all council and town staff for being so responsive when we run into an issue. It means a lot to be able to reach out to others when we need assistance.
Traffic- After 6 weeks of positioning our speed sign and message board in the Main Street area, we have moved it on to greener pastures in another location. We saw a large reduction of speed issues on Main during the course of its tenure and will be moved back after some time as gone by. We were also able to utilize the statistical features to narrow down problematic times and days when additional police presence was needed helping our speed patrol more practical and efficient. Recently we have again seen U-turns become more apparent and an issue on Main. Additional patrol will be added to ensure these issues are reduced and violators are held accountable. We have also been expanding our scope of traffic enforcement outside town limits in an attempt to slow people down before affecting our city streets and pedestrians. It is very often we receive calls reporting vehicle driving recklessly or speeding in these areas. If we can remain proactive outside of town limits it will ensure the town itself to be a safer environment.
Schools- Our school partnership remains closer than ever as we team up to not only resolve ongoing issues but also prevent future issues from occurring. This year has really tested our partnership as the PD has taken a larger role within the schools, but we have seen a large increase in issues related to school behavior. Don't get me wrong, we live in one of the best places with the best schools throughout the country, however we are not immune and want to maintain our way of life. It's through this very proactive partnership we are to increase our odds of maintaining that very way of life but also have local control over how we feel our valley's morals and values can continue as proven through history.
Animal Control- After last month's uptick in animals at large, we have seen animal control response come down to a normal level. We recently had a local business owner inform us of her intentions of holding an estate sale where all proceeds would go to our animal control efforts and program. It is with generous donations like these that we are able to continue and improve our animal control department in a positive direction. There has been additional talk lately regarding the possibility of holding another spay and neuter clinic for our local cat population. In the past this has been a very positive program bring an affordable way for us to contain and control our local animals.
Reports/Cases- Cases have been holding steady and normal for this time of year with several search warrants being obtained and executed around our two towns. Positive outcomes will be obtained from these warrants as the cases are adjudicated through the Siskiyou County's District Attorney's office. These cases are very detailed and precise, requiring many hours from our officers. A big thank you to them for putting in the time to resolve issues in town and make our community a safer place.
Calls for Service- As mentioned before, as the weather improves, we see a large increase in activities around town and our Scott Valley Community. Mostly positive, however, does bring in others from out of town and increases our chances of issues occurring. Officers remain vigilant and part of many of these activities to make sure people are in a safe environment and have fun. It is our goal to have others visit our communities and take back positive exciting stories to their friends and families with the intention of returning for more.
Attached is the monthly statistical data in the abbreviated format you desired. If there is anything you would like me to add to the report please let me know.
Ordinance Enforcement- Recently with the help from Everett, we set a meeting date for local code enforcement personnel to come together and speak about the issues we are all facing and the success's they have had in finding solutions to problematic properties. While we are all from different communities we are all seeing very similar problems and finding solutions has become very difficult in many ways. We have a good game plan and plan on meeting several more times as we move forward. I just had a conversation from our county DA Andrus regarding these issues we are seeing, and he would like to join us in our efforts. This is big as the district attorney's office often is the deciding factor in adjudication or which direction a case goes. Recently a problematic property within town has been purchased and the property owner has already made great strides in cleaning up the area. A very positive move forward into a property that has been an issue for several years.
PAL- PAL is continuing to grow in several programs as summer approaches and we look forward to another great year in clay birds, wrestling, and swimming. It is a lot of work to maintain these programs and keep them going, so thank you to all the volunteers and their tireless efforts in making sure these youth programs can continue.
Misc.- Recently it was brought to my attention for the need for a prescription drop off location for Scott Valley. It was a pleasure for me to inform others that we do have and will continue to provide two locations at both the Etna and Ft Jones Police Departments drop boxes for everyone within the Scott Valley community. Attached is a flyer describing the process and additional information related to disposing of prescription drugs. We can also make house calls for those in need and transport the prescriptions for them. Please send people our way if they have questions or need assistance in any way.

We conducted multiple live fire training burns in conjunction with other local fire departments at our burn tower. These trainings were part of our in-service training for our new FEMA grant funded thermal cameras and gave us an opportunity to test various demo hose to select under our FEMA Grant.
We have had multiple escaped burn piles already this year. One in Town limits and several out in the valley. Even though it's still early we would like to remind everyone to be extremely cautious when burning. Thankfully our one in town was caught quickly and was very small, but it serves as a good reminder to be cautious.
We don't have a time frame yet as to when we will shut down dooryard burning, but I would urge everyone to complete any burning they have soon to avoid being caught with unburned piles as we move into summer months. If you have any questions about safe burning feel free to come talk to us and we are more than happy to come out to properties in town and look at your piles to ensure they are safe for burning.

Public Works Report
March 2026
Sewer
We recorded all the daily readings at the wastewater treatment plant and compiled them into a usable form. We completed the CIWQS spill reporting for the month. There were no spills for the month of March.
We are working on updating the Towns sanitary sewer management plan as per the state regulations. We located all 811 requests in the Town.
The freightliner truck stopped starting one day. The starter had been broken by received low voltage from the starter relay. We helped replace the starter. We are awaiting the starter relay to replace that. For now, the truck can be started by bypassing the relay. The pressure washer on the vacuum trailer stopped working. We located the problem(fuse) and fixed it.
We attended meeting with SHN to discuss all aspects of the proposed new wastewater treatment plant.
Water
We read all the meters and entered the information into the billing software. We worked with the office to do the billing and to correct discrepancies. We updated the Towns lead service line inventory to reflect additional information.
We dug up three service lines on Carlock street due to an inoperable valve. We are working on getting all the necessary parts to be able to fix the valve.
We dug up a service connection on Butte St. due to a broken valve. We are working on getting the parts to be able to fix the problem.
Parks
We removed the trash weekly from the parks. We wanted to remind residents that the Towns trash cans are not for dumping household garbage. We opened the bathrooms.
We mowed the parks weekly. The green john deere mower's transmission stopped working. We took it to a local mechanic to have him diagnose the problem. We used the brush mower to mow the big ball park, and the craftsman to mow the smaller parks.
We replaced some light bulbs at Town Hall due to them not working. It turns out that the light bulbs were not the problem. I suspect that the ballast has gone bad in these 2 fixtures and will need to be replaced.
Roads
We took out the trash weekly from the Towns trash cans. We located the Towns storm drains for all 811 requests. We drafted this year's Local Streets and Roads list and resolution for Council adoption. This is a yearly list and resolution required to receive funding through the program. We mowed down weeds along Scott River Road and other roads.
We became aware that there is roughly $23,000.00 left over on the Town's RSTP Scott River Road Chip seal grant. We are working with SCLTC to see if we could potentially do another round of chip sealing, or other work on that stretch of roadway.

M. DeAndreis is concerned about fire hydrant placement and what does (ROW) right of way. Parcels, State and Town have a right of way. Each interest has their own regulations. All are different depending on the road and moving some hydrant to new locations, which will be better.

M. DeAndreis stated she is not comfortable with a discussion on-call pay at this meeting. M.
DeCausmaker would like to see 4%. M.Garcia would like to see a standard resolution, a yearly COLA, so council doesn't have to come back every year. M. DeCausmaker didn't agree with looking at a percentage and thinks that coming back every year is fine. Attorney (A. Jared) on Zoom stated that the standard practice adopts a new pay scale every year and Town budgets for that. Attorney (A. Jared) suggested a COLA grant from the recommended percentage now and adopt a new pay scale each year. M. DeAndreis stated we need a reality pay schedule and hopes the new administrator will assist. Attorney (A.Jared) suggested voting on the percentage at this meeting and reinvestigate when the new administrator comes on board. E. Hullquist brought a resolution on July 14 and the administrator was instructed to adjust job descriptions and pay schedule. This is not done. M.DeAndreis is inclined to have 3% COLA since the Federal increase was 2.8%. Employees are very valuable and protecting the budget is very important.

The Town of Fort Jones
CALITORNI
To: Fort Jones Town Council
Meeting Date: April 13, 2026
From: Silvia Vonderlinden, Town Administrator
Subject: Consideration of Temporary Use Permit for Glow Fest 2026 at REC, 11236 CA-3, Fort Jones, on May 14-16, 2026
Discussion:
The Town was contacted by Larry Alexander (Applicant) about providing financial assistance for a festival with live music and vendors at the REC called Glow Fest 2026, scheduled to occur on May 14-16, 2026. In evaluating this request, it was discovered that this site is located within the C-M zoning district, which allows assembly uses when a use permit is issued. Fort Jones Municipal Code section 18.20.020 requires use permits for uses involving large assemblages of people and 18.20.030 for dance halls, clubs, and establishments serving liquor. Theaters in this zone also require a use permit. The Code allows for temporary use permits to be issued by the Council as the Planning commission. (FJMC 18.20.050.) Staff contacted Applicant about the details of their event and to inquire about the terms of the use permit required for assembly uses within the C-M zoning district.
The Glow Fest 2026 is scheduled for May 14-16, 2026 with vendors and musical acts booked, and tickets available for sale. Unfortunately, there is no use permit issued for the REC, and no temporary permit issued for this event.
Staff has discussed this issue with Applicant and they are agreeable to seeking a comprehensive use permit, and for obtaining a temporary use permit at this time. Staff believes the biggest issue is the occupant load issues and fire safety. We believe that an inspection by the Fire Chief, and explanation of details regarding the portion of the site to be used, activities to be conducted and confirming ABC licensure of proposed vendors will result in a Temporary Use Permit that will have no potential for a significant effect on the environment.
Given the short duration of this event, the minor scale of the use, the history of similar uses at the site, and the relatively minor impacts, this event is well within what can be addressed through a Temporary Use Permit. The primary issue appears to be building loading and fire/safety issues. Alcohol will be served by vendors, with temporary ABC licenses, also to be included in the Temporary Use Permit. As the code requires use permits for theaters and other similar assembly uses, a non-temporary use permit is required and recommended to address a wider array of assembly uses at the site.
This matter is brought to Council tonight to address this issue preliminarily, to then proceed with working with applicant for a Temporary Use Permit for the Glow Fest event. That permit will be brought back for consideration at the May 11, 2026 Council meeting for consideration by the Town Council as the Planning Commission.
433837.1
Fiscal Impact
The proposed fiscal impact of the event or application is unknown.
Recommendation:
None with this report. Staff will bring back a Temporary Use Permit for consideration at a hearing at the next Council meeting.

Request received from Fort Jones Lions Club for $1,700 to support a May Clean up event in Fort Jones.
Summary
The Fort Jones Lions Club is an active club that meets regularly at City Hall. Mayor DeAndreis was approached for sponsorship of an event coming up in May 2026. The event is a community clean up to beautify the town. The date has not been set yet.
It is a policy decision whether to provide financial support for this community event.
Recommendation
Consideration of support in amount of $1,700 to the Lions Club for the May Clean Up Event
Background
The May Clean event is an annual event to promote community wide removal of rubbish, waste and debris. This event provides a community wide benefit in service to the community by promoting fire safety and community development goals. The funds will be used for a roll off dumpster service and refuse removal. No city staff personnel will be required for this event which is hosted by the saloons Club.
A member of the Lions Club reached out to the Mayor requesting Council financial support for a community clean-up. The support would cover the cost for dumpster rental which is anticipated to be $1,700. The Lion's Club is prepared to match that amount with dumpster rental of their own.
These types of community clean up events have been held before and prove to be a good opportunity to declutter and beautify the Town of Fort Jones.
Fiscal Impact
There are enough funds to cover this sponsorship in the Administration General Government Expense Fund.

Budget process for Town of Fort Jones 2026-2027 and future budget approval on June 8, 2026.
Summary
It is the responsibility of the City Council to adopt a budget by June 30, 2026. As such, staff is proposing a process that considers the need for transparency and accountability, and simultaneously the need for priority setting with the Council and the community as players.
Staff is recommending a status quo budget, with a 5% increase in the areas of services, materials, and payroll due to inflation. There is one exception to this approach.
In addition, a priority setting session is being proposed for May 11, 2026 prior to the Council meeting, as part of a process to elicit community input and clarify priorities.
These initiatives would be recorded by staff but not incorporated into the budget. Each initiative would be reviewed by staff and analyzed for cost. Subsequently, Council could prioritize and allocate funds, via a budget amendment, depending on Council consensus, staff and financial resources available.
Recommendation
Staff recommends that the City Council approve a budget process for FY 2026-27 Budget for the Town of Fort Jones. Such process would include:
1) Consider adopting on June 8, 2026 (by resolution) a status quo budget for the FY 2026-2027 with a 5% increase for services, materials and payroll. 2) Council to hold a Priority Setting Session on May 11, 2026 (prior to the Council Meeting) inviting community participation and sharing of priorities. 3) After the Priority Setting Session, direct staff to review feasibility and cost out the top items and based on Council direction, staff and financial resources implement via budget amendments.
Background
The budget is the guiding financial document for every municipalily. Staff is looking to prepare a budget that is complete and accurate. Similarly, staff is looking to provide organizational stability and meet important legal requirements. Currently, the Town of Fort Jones lacks a certified municipal accountant and relies on various sources to provide much of its budgetary data. Staff wants to fully review and analyze revenues, grants, taxes, charges, fees and services as well as contributions, grants and miscellaneous items, prior to major recommendations to Council. When this data becomes fully available it will be easier to project revenues and trends.
As a municipal corporation, there are many regulatory requirements that the Town of Fort Jones needs to be in compliance with. These are imperative and need to be addressed under timelines and on an ongoing basis. Based on these facts staff is recommending, as an exception to the status quo budget, that Council approve:
1) Contracting with a certified municipal accountant to keep the Town in compliance and maintain financial matters in good standing especially with regulatory agencies.
Fiscal Impact
The budget approval is a necessary action to be taken by the Town Council and is normally approved by resolution in June. If Council approves contracting with a municipal accountant staff will seek proposals for cost analysis and bring these back for Council consideration.

Subject: Review and approve quote for Snap-Tite Fire Attack Hose Background
Last fall the Fort Jones Fire Department was awarded a regional FEMA Grant with Scott Valley Fire District and Etna Fire Department for various equipment. Among the items awarded was new fire hose. After extensive product testing the three departments chose to go with Snap-Tite Hose for the Fire Attack hose package.
Attached is the quote for the hose and portion of the award letter from FEMA with the items to be purchased highlighted. This hose will be purchased under a Sourcewell cooperative bid through LN Curtis.
Fiscal Impact
Total cost of the hose is $53,582.94 with taxes and shipping. Total local cost share between the three departments will be $2551.57. Exact cost for each department will be determined based on actual equipment delivered to each department. Estimated total cost to Fort Jones for actual equipment received will be approximately $1,000. This is budgeted under Fire Department Supplies.
Recommendation
The Fire Chief recommends that the council review and approve the quote for Snap-Tite fire attack hose.

Town Council Staff Report March 11, 2026
STAFF REPORT
To: Honorable Mayor and Members of the Town Council
From: Everett Hullquist Public Works
Meeting Date: 04/13/2026
Subject: Adoption of FY 26-27 SB 1 Project List and Resolution for Road Maintenance and Rehabilitation
RECOMMENDATION
Adopt the attached Resolution approving the Town's FY 26-27 SB 1 Project List for submission to the California Transportation Commission (CT), to maintain eligibility for annual Road Maintenance and Rehabilitation Account (RMRA) funding as required by SB 1.
BACKGROUND
Senate Bill 1(SB 1), the Road Repair and Accountability Act of 2017, provides a stable, ongoing increase in statewide transportation funding-the first significant increase in more than two decades-and created the RMRA to address basic road maintenance, rehabilitation, and critical safety needs on state and local systems.
SB 1 dedicates approximately $1.5 billion annually to local streets and roads statewide, distributed by formula to cities and counties by the State Controller.
To receive RMRA funds each fiscal year, a city or town must: (1) prepare an annual SB 1 Project List; (2) adopt a Council Resolution approving that list; and (3) report annually on projects and expenditures through the CTC's Local Streets and Roads reporting tool, with the project list due to the CTC by July 1 for the upcoming fiscal year.
DISCUSSION
A. Purpose and Eligible Uses
RMRA funds must be used for local streets and roads projects such as pavement maintenance and rehabilitation, roadway reconstruction, safety improvements (e.g., striping, signage, guardrail), and drainage upgrades. Complete Streets elements may be included when integrated with eligible rehabilitation work. SB 1 emphasizes preservation of existing infrastructure.
B. Funding Structure and Revenue Sources
SB 1 revenue is generated by transportation-related fees and taxes, including: a 12¢/gallon increase to the gasoline excise tax (effective November 1, 2017); a 20ф/gallon increase to the diesel excise tax (effective November 1, 2017); the Transportation Improvement Fee on vehicle registrations (effective January 1, 2018); and a $100 annual fee on zero-emission vehicles of model year 2020 or newer (effective July 1,2020).Revenues flow through RMRA to local governments.
Town Council Staff Report March 11, 2026
C. Annual Project List and Resolution Requirement
The CTC requires each jurisdiction to submit by July 1 an annual, Council-approved list of projects proposed for RMRA funding in the upcoming fiscal year. The list identifies project name, scope, location, estimated cost, and the expected RMRA contribution. Adoption of the Resolution and submittal of the list are prerequisites to receiving the Town's annual RMRA apportionment.
FISCAL IMPACT
The Town is projected to receive approximately $19,473.00 in RMRA funds for FY 26-27 based on State Controller forecasts. Adoption of the Resolution and submittal of the Project List are required to access these
ENVIRONMENTAL REVIEW
Approval of the SB 1 Project List and Resolution is an administrative action associated with state funding eligibility and does not constitute a project under the California Environmental Quality Act (CEQA). Any individual project will undergo appropriate environmental review prior to construction, as applicable.
ALTERNATIVES
1. Adopt the Resolution (Recommended): Maintains eligibility for RMRA funding in FY 26-27
2. Modify the Project List: Council may revise project selection, provided projects remain SB 1-eligible.
3. Do Not Adopt the Resolution: The Town would forgo RMRA funds for the fiscal year.
