Town of Fort Jones Town Council Agenda Item
Subject: Review and Approval of Plans and Specifications for the Highway 3 Water Main Replacement Project - Phase 1
Proposed Motion
Move to approve the plans and specifications for the Highway 3 Water Main Replacement Project - Phase 1 and authorize Town staff to proceed with project implementation and related activities necessary for construction.
Background
The Town of Fort Jones maintains and operates the municipal water distribution system serving residents, businesses, and public facilities throughout the community. Portions of the existing water infrastructure along Highway 3 have reached an age where replacement is necessary to improve system reliability, reduce maintenance concerns, and support continued delivery of safe and dependable water service.
The Highway 3 Water Main Replacement Project - Phase 1, prepared by E & S Engineers & Surveyors, Inc., includes installation of a new 8-inch C-900 Class 305 PVC water main, service laterals, gate valves, fire hydrant improvements, and associated water system connections.
Project Scope
• Installation of approximately 165 linear feet of new 8-inch C-900 Class 305 PVC water main.
Installation of new 3/4-inch and 4-inch service laterals.
Installation of new gate valves and fittings.
Removal and replacement of existing fire hydrant and fire protection connections.
Reinstallation of an existing 4-inch meter assembly.
• Connection to the existing water distribution system and abandonment of obsolete main segments.
Discussion
The proposed improvements represent Phase 1 of the Town's planned water system upgrades. The project will improve water system reliability, reduce maintenance needs, and enhance fire protection capabilities within the project area.
Fiscal Impact
Construction costs will be determined through the bidding process and available project funding sources. Approval of the plans does not award a construction contract but authorizes the Town to proceed with implementation activities.
Recommendation
Staff recommends that the Town Council review and approve the construction plans and specifications for the Highway 3 Water Main Replacement Project - Phase 1 and authorize staff to proceed with project implementation and any necessary actions associated with bidding and construction.

Project number SW-47-003.
SUMMARY
The Town of Fort Jones in 2020 was awarded a non-matching grant in an amount not to exceed $485,000 from the California Department of Parks and Recreation under the 2018 Parks Bond Act for the establishment of a new Central Park.
BACKGROUND
The Town applied for and was awarded funding through the Statewide Park Development and Community Revitalization Grant Program administered by the California Department of Parks and Recreation. The program is funded through the voter-approved California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018. A grant contract was executed on July 29, 2022.
The grant provides funding for eligible park and/or community development improvements.
The site where the park was originally planned to be located is not an option because of the Town's inability to acquire the original property, which was located at 11725 Main Street, in Fort Jones. Because of this, the Town needs to pick a new location to house the Central Community Park and Event Center to be able to utilize the awarded funds.
On April 27, 2026 the City Council held a community meeting to elicit public comment. In the past the Council had held two other meetings on the same topic. Three Council Members were present at such meeting.
Potential sites were proposed by the community/attendees at the April 27'h Special Meeting of Town Council. They are listed here:
1. Old High School Lot- 3.47 Acres, water sewer and power accessible. Zoned Commercial
2. 125 Newton Street- .99 Acres, water sewer and power accessible. Zoned Residential
3. 101 Butte Street- .54 Acres- water sewer and power accessible. Zoned Mobile Home
No feasibility studies have been conducted for either of the sites. The Council can also direct staff to pursue a cost analysis for each of these options or narrow it down to one.
Once OGAL's has approved a new site, CEQA analysis will be conducted.
As a way of context, here are the key terms of the grant agreement include:
- Non- Matching Grant Amount: Up to $485,000
- Grant Performance Period: July 1, 2020 through June 30, 2028 - Use of Funds: Capital improvements and development only - Compliance: CEQA, ADA, and all applicable State and local regulations - Reporting: Financial and project reporting required by the State Property Use: Grant-funded facilities must remain available for public use and cannot be converted or sold without State approval
FISCAL IMPACT
There is no immediate impact to the Town's General Fund. The Town is responsible for any project costs exceeding the grant amount and long-term operation and maintenance of the completed facilities. Failure to comply with the grant agreement may require repayment of funds. Staff will be charging time spent on this project to Parks Fund.
RECOMMENDATION
Staff recommends that the Town Council choose a site that would be a good fit for the community and take a vote on such location so that staff can move forward with the official process of changing the park location.

Below are the title pages with everyone's suggestions:
Possible Sites:
• Old High School
• Old H.S. is the best option (since the asbestos isn't an issue) all issues have been resolved
• Site of the old High School off Hwy 3
• 125 Newton St. which has power and sewer and is on 1 acre • 101 Butte St.
Walker Field (shade)
• Lot next to the Lumber Yard
What features are the most important:
• Merry Go Round, sandbox and monkey bars
• Splash feature (splash pad)
• Lighting is safe for all and if it is off Highway 3
• Area for groups to BBQ
Public Restrooms
• Drinking fountains
• Movie and Music Area with a Stage
• Shade everywhere
• Educational walking loop
• Gazebo
• Child Care could use a little park also
• Making sure it's all handicapped equipped
• Space for all events, music, weddings, annual car show, restrooms and kid area • Pickleball
• Creating a monument for a better city
• Walkable space
• Climbing wall and/or theme
• Food trucks space for multiple food trucks
• Swings, sandbox and a climbing structure
What should the city do next:
• Put cover over the small park
• Build off the small park off the Town Hall and make it bigger • Have all funds to purchase and end the idea
• Give owner of the main street house (yellow house) a written formal notice that her property is know longer going to be considered for the park site ever. • Have a plan before Hwy 3 beautification road access
• Make sure all utilities are available at lower cost
• Post a sign for the future park on the site so people know where it is going to be • Have a maintenance plan
• Seek out companies that would donate labor, materials etc. Also see if a paving company will donate time to put in a parking lot. Having a construction company donates bathrooms, shade and all the features. This would help with the grant to go further.
• Must have safe walking for all and all side walks should have a cross walk 415096.1
