Ft. Jones Police Department Monthly Report
June 2026
The month of June quickly became one of the busiest times we have had in a while. Mostly comprised of positive events like graduations, festivals, and the county fair, it still took up a fare share of our time. I can report that we had minimal negative aspects to the activities around the valley while bringing unique opportunities to our constituents and visitors. It is important to us that we are able to maintain our history and honor our roots while growing in a positive direction.

Traffic- With special events becoming more of a staple in our community, comes the increase in traffic related issues. More vehicles on the road equals more problems associated with distracted and improper driving. We set out with our message board reminding drivers of speeds and events in the hope it would ease issues. While it did help, we still had some issues arise including several non-injury collisions mostly do to parking and distracted driving.

Fortunately, each collision did not result in injury besides some egos. Numerous traffic stops were made in efforts to slow traffic down, especially coming into town, with several citations issued. When time allows, we also like to be present several miles outside our two towns in the attempt to be proactive in preventing issues before reaching town limits.

Schools- We are now in the summer session of the school year and while children are not present, we continue to work with the district in creating new programs and maintaining existing ones to ensure our strong partnership is maintained while bringing exiting opportunities to our youth. We are excited to continue our MOU with the district in bringing assistance in truant related issues while creating consistent positive police contacts with students.

Animal Control- With the new fiscal year brings the time of registration renewals and making sure local animals have the proper vaccinations while ensuring proper care is given throughout town. During this time period we consistently make contact with pet owners to remind them of their responsibilities while adhering to town ordinances. A rabies clinic will be held at the Etna City park next week for anyone needing vaccinations for their pet. We had one recent dog bite that we are investigating and will continue to monitor until adjudicated.

Fortunately, these are far between, however need to be taken very seriously.

Reports/Cases- Along with an uptick in written cases, we have had several major cases involving fraud or scams taking place in our local area. These scams have been from minor to scams involving hundreds of thousands of dollars. A recent sting operation resulted in the arrest of a suspect and the prevention of another 100,000 dollars being taken. In another major crime event taking place out of the salmon river area, Officer Martin became very instrumental in identifying and located suspects that had stolen approximately $200,000 in equipment from a mining claim. Although out of our jurisdiction, Officer Martin took it upon herself to work with the victim and ensure the suspects were apprehended. Officer Martin was also instrumental in the fraud case mentioned above and continues to be an amazing asset to our community.

Calls for Service - Our calls for service continue to rise as we enter the summer months and we see more events coming to town. We are also on high alert and prepared for the fire season as the temperature is once again on the rise and 4th of July festivities are eminent. We expect our calls for service to continue to increase throughout summer and into fall but with additional officers coming on we should be looking pretty good in staying up with the higher demand.

Ordinance Enforcement- The police department continues to monitor existing code enforcement cases, closing out several on a positive note with voluntary compliance by our constituents. We also continue to look for problematic areas that we can address before they become a problem. As a reminder, code enforcement is complaint driven and many cases are only acted upon once a complaint or concern is received. Please be vigilant and contact the department if you observe any issue related to code enforcement.

PAL- Recently PAL acquired the Pleasure Park Softball field and will be focusing on bringing it up to regulation so our community will have another safe place for activities and tournaments.

We have had and plan on several new fund-raising opportunities to help support projects like the softball field and skatepark. We will be starting our summer wrestling program next week and will be held at the Scott Valley Jr. high. This program runs alongside our Swim team throughout the summer and will hopefully prepare our youth as they join school teams in the future.

Misc.- New Officers continue to join the department and if given the opportunity please stop by and introduce yourself. We are very fortunate to have such a high level of officers serving and protecting our community. We love to hear from and be part of our community in all our efforts in making Scott Valley communities the best places to live in the country.

Additionally, our invitation to come out on a ride-along still stands. This unique opportunity will provide you an insight in how the Police Department works on a daily basis as well as being able to directly observe the ongoings around town that most people don't get the ability to.

Public Works Report
June 2026
Sewer
All the daily readings at the wastewater treatment plant have been recorded and compiled into a usable form. We sent the flow readings off to SHN for the quarterly report. We completed the CIWQS reporting for the month. We are still working on updating the Sanitary Sewer Management plan for the upcoming deadline. We mowed the wastewater plant and used the weed eater around the necessary facilities. We checked numerous manholes for blockages and found none. Everett has passed the WW3 exam and is now preparing to send the certification page to the SWRCB to become a certified WW3 operator.

We responded to a report of a blocked sewer main on Sunday the 5th. It was determined to be a Town problem. The sewer main was flushed and the blockage was cleared.

Water
We read all the meters and entered the information into the billing software. We are still working on the SAFER drought reporting for the month. We located water lines for all submitted 811 requests within the Town. Everett has been studying for his BPAT exam, which will be taken on July 18th.

We corresponded with E and S engineers to go over the Phase one water line replacement project. We corresponded with Caltrans to go over the permit for the phase one water main project. An issue with the trench detail on the Caltrans permit was clarified.

We responded to a visible leak at the corner of Hwy 3 and Eastside road on 7/3/2026.

The leak was coming from a 2 inch service lateral going to a nearby business. The business was contacted and agreed that it would be okay to leave the water off over the holiday weekend. The valve was dug up and turned off at the main. On Monday 7/6/2026 we returned to fix the leak.

We initiated a shoulder closure through the proper channels at Caltrans. We then dug up and replaced the leaking coupler with 2 inch galvanized steel pipe. This area has historically had high pressures, which is the suspected cause of the leak. Water service was restored.

We went door to door to hand out delinquent notices to citizens who were 60 days or more delinquent on their water/sewer bills. We shut off the citizens who failed to choose one of the options listed on the letter within the time frame. We are getting ready to do the lead and copper testing.

We completed the MWELO reporting to the state. We reviewed and distributed various building permits.

Parks
We took out the trash weekly from the parks. We have been mowing all the parks once per week. We used the weed eater in numerous locations throughout Town. We received the mower from John Deere. It had a faulty switch, so it was sent back to the dealership. It is now working properly and operational.

Roads
We took out the trash weekly from the Towns trash cans. We located the Towns storm drains for all 811 requests. We used the weed eater along the sides of the roads in town to try to prevent a catastrophic wildfire.

CALIFORNIA STAFF REPORT

FROM THE TOWN ADMINISTRATOR

TO THE TOWN COUNCIL
July 6, 2026
Subject
Council selection of either

1. The Old High School Lot APN 055-011-220-000, 055-191-150-000

2. 125 Newton Street APN 055-041-250-000

3. 101 Butte Street APN 055-021-150-000
for the potential Central Park and authorizing staff to communicate such desired change to the Office of Grants
Action
Approval of either The old high school lot, 125 Newton St., or 101 Butte St. location to be submitted to the Office of Grants and Local Services, to officially begin the scope change request by the Town of Fort Jones Central Community Park and Event Center grant.

Project number SW-47-003.

SUMMARY
The Town of Fort Jones in 2020 was awarded a non-matching grant in an amount not to exceed $485,000 from the California Department of Parks and Recreation under the 2018 Parks Bond Act for the establishment of a new Central Park.

BACKGROUND
The Town applied for and was awarded funding through the Statewide Park Development and Community Revitalization Grant Program administered by the California Department of Parks and Recreation. The program is funded through the voter-approved California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor Access for All Act of 2018. A grant contract was executed on July 29, 2022.

The grant provides funding for eligible park and/or community development improvements.

The site where the park was originally planned to be located is not an option because of the Town's inability to acquire the original property, which was located at 11725 Main Street, in Fort Jones. Because of this, the Town needs to pick a new location to house the Central Community Park and Event Center to be able to utilize the awarded funds.

On April 27, 2026 the City Council held a community meeting to elicit public comment. In the past the Council had held two other meetings on the same topic. Three Council Members were present at such meeting.

Potential sites were proposed by the community/attendees at the April 27 Special Meeting of Town Council. They are listed here:

1. Old High School Lot- 3.47 Acres, water sewer and power accessible. Zoned Commercial

2. 125 Newton Street-. 99 Acres, water sewer and power accessible. Zoned Residential

3. 101 Butte Street- .54 Acres- water sewer and power accessible. Zoned Mobile Home
No feasibility studies have been conducted for either of the sites. The Council can also direct staff to pursue a cost analysis for each of these options or narrow it down to one.

Once OGAL's has approved a new site, CEQA analysis will be conducted.

As a way of context, here are the key terms of the grant agreement include:

Non- Matching Grant Amount: Up to $485,000
Grant Performance Period: July 1, 2020 through June 30, 2028 - Use of Funds: Capital improvements and development only Compliance: CEQA, ADA, and all applicable State and local regulations Reporting: Financial and project reporting required by the State Property Use: Grant-funded facilities must remain available for public use and cannot be converted or sold without State approval

FISCAL IMPACT
There is no immediate impact to the Town's General Fund. The Town is responsible for any project costs exceeding the grant amount and long-term operation and maintenance of the completed facilities. Failure to comply with the grant agreement may require repayment of funds. Staff will be charging time spent on this project to Parks Fund.

RECOMMENDATION
Staff recommends that the Town Council choose a site that would be a good fit for the community and take a vote on such location so that staff can move forward with the official process of changing the park location.

• Seek out companies that would donate labor, materials etc. Also see if a paving company will donate time to put in a parking lot. Having a construction company donates bathrooms, shade and all the features. This would help with the grant to go further.
• Must have safe walking for all and all side walks should have a cross walk 415096.1

TOWN OF FORT JONES

STAFF REPORT
TO: Mayor and Town Council
FROM: Staff
DATE: July 13, 2026
SUBJECT: Resolution Authorizing the Town Administrator to Execute an Application for Financial Agreement with the State Water Resources Control Board for the Wastewater Treatment Facility Improvement Project

RECOMMENDATION
Adopt the attached resolution authorizing the Town Administrator, or designee, to execute all required Financial Assistance Applications, and related documents with the State Water Resources Control Board (SWRCB) for the Town's Wastewater Treatment Facility Improvement Project.

BACKGROUND
The Town of Fort Jones is pursuing improvements to its wastewater treatment facility to maintain regulatory compliance, improve system reliability, and address existing and future infrastructure needs. The Town has almost completed all the necessary planning needed to be able to submit an application for construction funding to build the proposed new wastewater treatment plant. To assist with funding these improvements, the Town is seeking financial assistance through the State Water Resources Control Board Clean Water State Revolving Fund. As part of the funding process, the SWRCB requires the governing body to designate an Authorized Representative to execute Financial Assistance Applications, Financing Agreements, certifications, amendments, disbursement requests, and other documents necessary to administer the project. Adoption of the proposed resolution provides the required authorization and allows the funding process to proceed without unnecessary delays. The terms of the Financial Agreement, if awarded after application, will be brought back for Council approval.

DISCUSSION
The proposed resolution authorizes the Town Administrator, or designee, to act on behalf of the Town in all matters relating to the SWRCB financing agreement application for the Wastewater Treatment Facility Improvement Project.

FISCAL IMPACT
Approval of the resolution does not, by itself, commit the Town to additional expenditures.

Rather, it authorizes execution of funding applications necessary to secure SWRCB financial assistance.

ENVIRONMENTAL REVIEW
Adoption of this resolution is an administrative action authorizing execution of applications for funding documents and does not constitute approval of a construction project. Project- specific environmental review will be completed as applicable under CEQA.

CALTORATA
To: Fort Jones Town Council
Meeting Date: July 13' 2026
From: Joseph Hess- Interim Town Administrator
Subject: Review and approve extension of Interim Town Administrator and Assistant Interim Town Administrator Agreements to August 10th 2026 for total cost of $3,400.

Background
At the June 8th 2026 council meeting the Town Council appointed Joseph Hess Interim Town Administrator and Everett Hullquist Assistant Interim Town Administrator to ensure continuity of operations while the Town recruits and hires a permanent Town Administrator.

Since the current agreements were approved, the Town has continued to make progress in the recruitment process; however, additional time is needed to complete hiring and transition to a permanent administrator. To maintain continuity in the administration of Town operations and avoid disruption of services, staff recommends extending the existing interim appointments.

The proposed action would extend the current Interim Town Administrator and Assistant Interim Town Administrator Agreements to August 10, 2026. All other terms and conditions of the existing agreements would remain unchanged unless otherwise directed by the Town Council.

Fiscal Impact
Approval of the proposed contract extensions will result in a total cost of $3,400 per month. $2,000 monthly stipend for the Interim Town Administrator and a $1,400 monthly stipend for the Assistant Interim Town Administrator.

Recommendation
Staff recommends that the council approve the extension of existing contracts through August 10th, 2026.
