We completed the Drought reporting for the month of June.

We conducted lead and copper sampling during the month. We then took two more repeat lead and copper samples due to suspected sampling errors. We have been chlorinating the water most of the month due to the positive coliform test and the planned water main project.

We anticipate that we will discontinue chlorination sometime during the week of September 14th ' We repaired and replaced multiple parts on the chlorinator. We procured some parts for an upcoming project.

STAFF REPORT
TO: Fort Jones Town Council
FROM: Town Administrator
DATE: 9/14/2026
SUBJECT: Regular Meeting

RECOMMENDATION
Staff recommends that the Town Council:

A. Approve expenditure of Enterprise Funds to purchase of RFID meters to begin changing over to remote system.

B. Table discussion on Fiscal Sponsorship for Church until staff have researched the status and proposal of the Church
C. Approve a Minute Order directing staff to prepare a plan on the issue of blight and sub-standard housing.

BACKGROUND
Update on Moffett Creek is that permitting is underway and staff have confirmed that the Sheriff Work crew will semi-annually clean, weed eat, and remove debris from the creek to prevent flooding or fire at no expense to the Town. They will also be painting fire hydrants and picking up litter in town.

BKF will be present at the next regular meeting to update Council on the status and progress of the CDBG and potential for further HCD funding.

Staff are continuing the application process with SHN for WWTP funding from the State Water Board and expect to have an answer in regard to our request to submit without audits by the end of the month.

Staff recommend approving the Public Works request to begin purchasing RFID water meters as the Town currently spends approximately $16,000 annually on labor for staff to manually read water meters.

Staff recommend tabling discussion on the proposal to act as Fiscal Sponsor for a local church until the church and proposal has been vetted and the proposal be reviewed by the attorney.

Staff recommends approving a Minute Order directing the Town Administrator to prepare a plan on the issue of commercial blight and sub-standard housing per the municipal code. There are currently 63 accessible or distressed properties in Town limits, which includes a mobile home park which is currently unlicensed and unable to either collect rent or evict the occupants, which is significantly impacting the safety and security of the Town. The Town is losing out on over $30,000 annually in fees.

PROPOSED MOTION
A. Move to approve expenditure of Enterprise Funds not to exceed $70,000 to purchase of RFID meters to begin changing over to remote system.

B. Move to table discussion on Fiscal Sponsorship for Church until staff have researched the status and proposal of the Church
C. Move to approve a Minute Order directing staff to prepare a plan on the issue of blight and sub-standard housing.

STAFF REPORT
To: Mayor and Town Council
From: Public Works
Date: 9/14/2026
Subject: Consideration of RFID Water Meter System Installation

RECOMMENDATION
Review and approve up to $70,000.00 to purchase up to 100 RFID water meters and related software/hardware.

BACKGROUND
The Town of Fort Jones currently utilizes a water metering system that requires manual meter reading for customer billing and water consumption tracking. RFID water meters utilize radio-frequency technology to transmit water usage data electronically, reducing manual processes and improving utility operations.

DISCUSSION
Benefits include improved meter reading accuracy, increased operational efficiency, reduced operating costs, enhanced leak detection and water conservation, improved customer service, better system planning, and improved employee safety. It is anticipated that the cost to purchase the meters will range from $175- $195 per ¾ by 5/8 water meter, with larger meters costing more. The handheld meter reading device will cost between $2500-$5000 and the software will cost in-between $2,000-$10,000. Training and set up will cost between $1000-$3000.

Once the software is in place, Public Works will amend the standard operating procedure to include the installation of an RFID meter whenever one is exposed for any reason.

FISCAL IMPACT
Implementation would require capital investment for meters, equipment, software, and installation.

The installation will be handled in-house as staffing allows. Long-term savings may be realized through reduced labor, vehicle costs, billing corrections, and water loss. This will be a multiyear 11960 East Street • P.O. Box 40 • Fort Jones, CA 96032 • 530 468-2281 project. The meters will be installed by the Public Works Department. It will be funded through the enterprise fund. Section 3.12.140 of the Towns municipal code states that:
"The town administrator is authorized to award a contract for public projects and/or maintenance work if the lowest bid received is $75,000.00 or less.

Public projects and/or maintenance of $75,000.00 or less to be may be performed by town employees, by negotiated contract, or by purchase order without competitive bidding."

COMMUNITY BENEFITS
Residents may benefit from more accurate billing, earlier leak notification, improved customer service, better stewardship of water resources, and a more reliable utility system.

CONCLUSION
Installing RFID water meters represents an opportunity to modernize the Town's water system while improving efficiency, accuracy, conservation efforts, and long-term infrastructure planning. Staff recommends further evaluation of costs, funding opportunities, and implementation strategies.

Suggested Motion
"I move to approve up to $70,000.00 to purchase up to 100 RFID meters along with the necessary software and hardware for remote reading of the meters."
