Everett Hullquist
Dear Town of Fort Jones,
I am writing to express my interest in the Public Works Director position for the Town of Fort Jones. With my experience gained over the last 5 years working for the Town in the Public Works Department, I am confident in my ability to contribute to the effective governance and growth of our community.
In my current role, I have successfully managed the Public Works Department operations, coordinated public services, and implemented policy that promotes sustainable development and fiscal responsibility. My experience includes collaborating with elected officials, community stakeholders, and regional agencies to streamline operations and enhance the delivery of core services, while maintaining transparency and accountability. 1 am uniquely suited for this role as I am already performing a lot of the duties the Public Works Director historically would do such as; being the Legally Responsible Official for the Towns sewer system, corresponding with agencies about the Town's numerous public works grants, drafting agendas, ordinances, RFP's, reports and letters. I assist with water/sewer billing, recommend projects for sewer and water replacements, complete the water/sewer yearly and monthly reporting, oversee the water quality testing and maintain compliance with regulations, ensure compliance with contracts, permits and Town ordinances. I advise the Council on policy and community issues.
I possess a proven track record of leadership in small town settings, with a focus on resource optimizations and fostering positive relationships with residents and staff alike. I am adept at long-range strategic planning and have led initiatives that have strengthened community infrastructure, improved operational efficiency, and facilitated public participation in local governance.
1 am particularly fond of Fort Jones because this is the place I call home. I am committed to leveraging my organizational and interpersonal skills to support the Town's mission, ensure effective service delivery, and promote sustainable community development. I welcome the opportunity to discuss how my experience and vision align with the needs of Fort Jones.
Thank you for considering my application for the Public Works Director role. I look forward to the possibility of contributing to the Town's continued growth and success in this new role.
Sincerely,
Everett Hullquist

Staff Recommendation:
During the absence of a director. Everett has demonstrated the potential leadership, knowledge, and organizational commitment necessary to successfully serve in the permanent Director position. During the interim assignment, he has provided continuity of operations while effectively managing the responsibilities and expectations associated with the role.
Key considerations supporting the permanent appointment include:
- Demonstrated performance: The interim assignment has provided an opportunity to directly observe Everett's ability to perform the core responsibilities of the Director position and achieve expected outcomes.
- Organizational knowledge: His familiarity with the organization, staff, programs, policies, and stakeholders allows them to transition into the permanent role with minimal disruption. - Leadership capability: He has demonstrated the ability to provide direction, make decisions, communicate effectively, and support staff through organizational priorities and challenges. - Continuity and stability: A permanent appointment would maintain momentum and reduce the disruption, transition time, and potential loss of institutional knowledge associated with another leadership change
- Established relationships: The individual has already developed working relationships with employees, leadership, community partners, and other key stakeholders, providing a foundation for continued effectiveness.
- Readiness for the role: His performance in the interim capacity provides concrete evidence of their ability to assume the Director's responsibilities and meet the organization's expectations with proper mentorship and training.
- Organizational benefit: Confirming a successful interim leader can provide stability while allowing the organization to retain demonstrated talent and maintain progress on existing priorities.
Based on his demonstrated performance, leadership capabilities, organizational knowledge, and successful experience fulfilling the interim responsibilities, appointing the Everett to the permanent Director position would provide a strong foundation for continuity and sustained organizational performance while allowing Council 90 days to formally evaluate his performance and determine whether to keep him as Director or return him to the public works 1 position.
