SUBJECT: Approval of Professional Services Contract Task Order for the Stormwater Hazard Identification Project
STAFF RECOMMENDATION:
Review staff report for approval of a Professional Services Task Order for the Stormwater Hazard Identification Project, Capital Improvement Project (CIP) #9100 EXECUTIVE SUMMARY:
The City has an on call contract with GHD Inc. for various professional services, including stormwater design and assessment. Staff is requesting the use of this on call contract to perform an engineering analysis for the City’s Stormwater Hazard Identification Project (CIP 9100). This analysis will help the City identify and prioritize stormwater capital improvement projects, identify required maintenance costs, and will position the City for hazard mitigation funding in the future for replacements.
This project is federally funded and therefore the City was required to go through several rounds of competitive procurement procedures to obtain a consultant. During each procurement the City received no proposals to complete the work. After the unsuccessful attempts at competitive procurement, California Governor’s Office of Emergency Services (Cal OES) has authorized the City to execute a sole source contract with GHD to complete the work (a copy of the Cal OES approval transmittal is included as Attachment A).
With approval from Council, staff will work with GHD and Cal OES to finalize and execute a scope of work for the project in an amount not to exceed the project funding limit.
FINANCIAL IMPACT:
The total project budget is $150,000, and is funded primarily by a Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant in the amount of $112,500 (Fund 351). The remaining $37,500 is the City’s required 25% project match, which was allocated from Measure E (Fund 101) in the last project year.
