DATE: February 22, 2022
TO: Honorable Mayor and Council Members
FROM: Merritt Perry, Public Works Director/City Manager SUBJECT: Public Works/Engineering Department Monthly Report STAFF RECOMMENDATION:
Receive report as an informational item.
EXECUTIVE SUMMARY:
City Engineer
City Engineers January activity will be in the February report.
Utilities Division- Utility Lead
Service Calls
In the month of January, the utilities division completed 81 service calls by operators.
The team also completed 28 mark and locates with one missed mark, luckily the contractor was careful and this missed mark resulted in no broken utilities.
Distribution System
The Utility team changed out 16 dead meters this month, this number is down from past months and is a trend I hope continues. Water leaks were almost nonexistent in January, but we did have one. I think it took a while to surface from the big earthquake. It was a two inch cast iron main Connect Disconnect Occupant Change Service Action

leaking four gallons a minute from a joint. The utilities team added two new services to the system this month.
The team inspected backflow devices prior to the deadline at the end of February, and are nearly finished entering data. The hydrant flow data was entered and a copy has been sent to Fire Chief Russ Brown for their yearly report.
Collections System
There were four sewer backups that that did not result in any spills. The utility crew also rodded and cleaned over 11,000 feet of sewer lines as preventive maintenance.
Water Treatment/Wastewater Division- Chief Plant Operator Tesla Battery System Operation: PG&E granted the Tesla
battery system at the WWTP permission to operate late in the month. It is now fully active and online. At times of peak energy demand, electricity usage automatically
switches over to battery power. The batteries charge during off-hours. This will eventually amount to significant
savings on the plant’s energy bill.
Cybersecurity: Nylex inspected the City’s water and
wastewater SCADA system to ensure the utmost
cybersecurity. This is in response to recent cyber threats from Russian state-sponsored hackers on the nation’s
critical infrastructure, according to government authorities.
Well 5B:
Cascade
Drilling Company and GHD Engineering
completed flushing and drawdown tests of the
Well 5 replacement well at the Corrosion
Control Facility. City staff took water quality
samples to send off to contract laboratories. The
next step is to construct the wellhead and its
enclosure, as well as to plumb in new piping and
electrical connections.
Palmer Creek CSD Meeting: City staff met with
the operator and board members of the Palmer
Creek CSD to begin reviewing the contract agreement between the District and the City. This document dictates sewer discharges and rates. Both parties desire an update to the agreement, which is more than 30 years old.
