STAFF REPORT
City Council Consent Calendar Agenda Item
DATE: February 22, 2022
TO: Honorable Mayor and Council Members
FROM: Liz Shorey, Deputy Director of Community Development THROUGH: Merritt Perry, City Manager
SUBJECT: Authorization to File the Final Subdivision Map for the Twin Creeks Subdivision, Accept the Dedications and Improvements, and Accept Off-Site Public Right-of-Way and Sanitary Sewer Easements, Resolution 2022-05 STAFF RECOMMENDATION:

Approve the final map, accept the dedications and public improvements, and authorize City staff to record the map by adopting Resolution 2022-05.

BACKGROUND:

The City Council approved the Twin Creeks (Fitze) Planned Development Subdivision on July 15, 2019, for construction of 56 single-family residential units and a community center on 12.85 acres (APNS 202-082-005, 202-121-002), located on the south side of Redwood Way between Strongs Creek and Redwood Memorial Hospital. Development includes an interior private access road, utilities, and storm drainage facilities, as well as an off-site public road at the entrance to the development at Redwood Way (“Greenway Street”) and a sewer main connecting to Strongs Creek Drive to the southwest.

Final Map Authorization
Authorization to file the map and accept the dedications and improvements must come from the City’s legislative body, in accordance with Subdivision Map Act Section 66458.

The final map has been submitted for recordation, reviewed and signed by the City surveyor, engineer, planner, and city clerk, and is ready for recordation. All of the conditions of Resolutions 2019-14 have been completed, and all required fees have been paid. The developer has completed all public and private improvements and underground utilities for the project, which have been inspected by the city engineer for conformance with City standards, record drawings have been signed and submitted by the developer’s engineer, and approved by the city engineer. Following the Council’s acceptance of the improvements, the City Engineer and City Clerk will sign the Certificate of Acceptance and a one-year maintenance agreement will be signed by the City Manager.

Off-Site Easements
Acceptance of off-site easements created by deed must be approved by the City Council before the deeds can be recorded. Easements include those for the public road (Greenway Street) entry into the site from Redwood Way and the sanitary sewer main to Strongs Creek Road. The City Engineer Consent Calendar Item 4l

reviewed plans and inspected construction of the road and sewer main. The deeds were reviewed by the City surveyor, and found to accurately reflect the improvement location and conform to surveying codes.

FISCAL IMPACT
There is no fiscal impact to the City General Fund as a result of the approval of the final map and acceptance of improvements and easements. The City will be responsible for maintenance of the public improvements after release of the one-year warranty bond. Additional maintenance costs resulting from long-term maintenance of the improvements will be allocated as appropriate to the City’s road maintenance funds. Because the internal roadway and sidewalks are owned and maintained by a Homeowners Association, there will be no City cost for the internal improvements except for the utilities. The public road section (Greenway Street) is relatively short, and City road maintenance cost can be absorbed into the City’s road maintenance fund with no significant impact.

RECOMMENDED COUNCIL ACTION:

Authorize the City Clerk to file the final map for the Twin Creeks Subdivision, accept the dedications and improvements, and accept off-site public right-of-way and sanitary sewer easements. Consent Agenda vote.
