STAFF REPORT
City Council Consent Calendar Agenda Item
DATE: March 21, 2022
TO: Honorable Mayor and Council Members
FROM: Merritt Perry, Public Works Director/City Manager SUBJECT: Public Works/Engineering Department Monthly Report STAFF RECOMMENDATION:
Receive report as an informational item.
EXECUTIVE SUMMARY:
City Engineer:
12th Street Interchange Modernization Project
The City’s $950,000 funding recommendation went to the California Transportation Commission (CTC) in December, and is awaiting a final approval in March of 2022. Based on discussions with Humboldt County Association of Governments (HCAOG), the City anticipates that funding will be available for programming after the March meeting. In March, staff developed and released a Request for Proposals for the Preliminary Engineering and Environmental Phase of work.
Proposals are due in April, and staff anticipate bringing the project to Council for award in midApril. 12th Street Prop 1 Integrated Stormwater Enhancement Project In early 2021 the City was notified that we were successful in receiving a nearly $1 million dollar grant to design and install stormwater improvements along 12th Street, including Low Impact Development (LID) raingardens and new stormdrain piping. Staff are awaiting the final grant for review and execution, which is expected in late March. Staff anticipate bringing a professional services contract to council for award in April.
Stormdrain Infrastructure Hazard Identification Project As noted in the previous monthly report, staff posted a second Request for Proposals for professional services to complete the stormdrain hazard identification assessment, which also resulted in no respondents. City staff has submitted a formal letter to Cal OES requesting that a non-competitive sole source contract award be allowed with our on-call consulting engineer, GHD, who has expressed interest in the project but was initially ruled out due to potential conflict of interest. Staff expect that contracting can take place within the coming month.
Tesla Battery Systems
The battery system at the City’s municipal well site remains ongoing, further site work needs to be performed to finish the elevated pad that the batteries will be installed on.
The battery system at the Kenmar water booster station remains waiting for a permission to operate (PTO) inspection from PG&E.
Consent Calendar Item 4g
The battery system at the wastewater treatment plant as of late January is fully operational.
Currently, battery power is running the site during the 4-9 pm power peak hour times. After a few months have passed, staff will assess the sites power consumption costs and report back to the Council.
Kenmar and Drake Hill Water Pump Station Emergency Stationary Generators In February the City’s consultant delivered the 90% design package to the City for review, and staff anticipate that by late April the project will be ready to bid. Due to the long lead times for generators in today’s market, it is likely that the project will be awarded late spring or early summer, but the construction will not commence until 2023. The City’s current schedule with Federal Emergency Management Agency (FEMA) for the hazard mitigation funding will expire before that time, and therefore staff are working with FEMA and Cal OES staff to perform a schedule update to extend the performance period to the end of 2023.
CDBG ADA Barrier Removal Project
This project includes Americans with Disabilities Act (ADA) barrier removal improvements for several proposed locations throughout this City, including new curb ramps at several intersections on Main Street, improvements to the Rodeo Grounds entrance, and sidewalk improvements along N Street. In January staff submitted an application packet to the Department of Housing and Urban Development (HUD), and are currently awaiting their response. After receiving the response from HUD, staff will better understand the overall project delivery timeline, and can provide a better estimate of the anticipated construction window.
WWTP Percolation Pond Rehabilitation Project
Staff put the annual percolation pond project out to bid in February and bids are due back on Friday March 25th. Staff anticipate taking the project to the Council for award on the first or second meeting in April.
Jameson Creek Fish Passage Improvement Project
All project and punch list work has been finalized. Currently staff are working to close out the project grants which includes monitoring and reporting documentation, and submitting final invoices. It is anticipated that this project will be fully closed by this summer. 12th Street Utility Undergrounding Project (Rule 20A)
The following update remains the same from the January staff report and has been left in as the anticipated timeline remains the same.
AT&T remains as the last utility with overhead facilities and poles on 12th Street. With the completion of the underground junction box in front of City Hall, last September, AT&T crews have been working to complete underground splicing and have been removing some facilities as work allows. Staff anticipates the entire project, including all pole removal and restoration, will be complete by mid-2022. Staff remains engaged with AT&T staff to ensure satisfactory progress on the project.
Utilities Division- Utility Lead
Service Calls
In the month of February, the utilities division completed 88 service calls by operators.
Consent Calendar Item 4g
The team also completed 35 mark and locates with no missed marks resulting in no broken utilities.
Distribution System
This month, the Utility team changed out 12 dead meters and three old services that were badly in need of repair. The utilities team had three good leaks this month resulting in an estimated 133,200 gallons of water lost. The biggest leak was estimated at 900 gallons per minute (gpm) on Orchard.
The team dug up and replaced about 10 feet of pipe. In that 10 feet there were three previous patches that we cut out to replace with one single piece of pipe.
This old A.C. line on Orchard is recommended for replacement as multiple repairs have been made on it over the years. The leak on Hillside Dr. was also a six A.C. line that had a tree root wrap around it and crack it.

Collections System
On the collections side, we had one sewer back up on Newell. The team worked on the site for hours until getting it to drain, we then sent the camera in to find the reason we keep getting backups here and found a very bad blockage. It was a full plug of roots holding back all the solids. The team went in with the spinner head and finally got the plug demolished.
The team also started using the sewer camera at the North West end of town at Bryant Lane., and worked their way down Main Street, first cleaning the mains with our new VacCon truck then going in with the camera for inspection. We will be working on this project as much as we can unless emergencies arise.
Miscellaneous Tasks
The team has been training Street Maintenance Worker III, Tim Munsell, on driving certain vehicles, so he can
obtained his commercial driver’s license permit and is
working toward his commercial license.
The utilities team did monthly maintenance on the heavy equipment, greasing and checking all fluids.
Water Treatment/Wastewater Division- Chief Plant Operator Tesco Radio Upgrade Project: Technicians from Tesco worked at the City early in the month, changing out all remote booster pump station and sewer lift station radio telemetry equipment. This Capital Outlay project provides the City with the most modern and efficient radio communications infrastructure, while also complying with updated Federal Communications Commission (FCC) frequency requirements. The old radios were obsolete and extremely difficult to find parts and direct replacements.
Annual Fire Extinguisher Service: Staff gathered fire extinguishers from every City facility and vehicle for annual servicing. Upon completion, staff returned the recharged extinguishers to their proper location.

Wastewater Events & Maintenance Tasks Completed:
Special sampling events: quarterly effluent acute toxicity; annual effluent chronic toxicity; and compost analyses.
Cleaned the blower filters for the aeration basins.
Serviced and rehabilitated the air compressor unit of the recycled water hydro pneumatic tank.
The County Department of Environmental Health conducted its quarterly inspection of the City’s compost operations.
Staff drained and cleaned Secondary Clarifier #5,
reducing the plant’s secondary treatment system to
just one clarifier. This is mainly due to
unseasonably low flows. Staff also rehabilitated the
clarifier’s metal infrastructure—grinding and
coating rusted areas of the rake mechanism and
discharge piping.
