SUBJECT: Public Hearing to Consider the Adoption of Various Rates and Fees for City Services Including Building; Community Development; Water & Wastewater; and Water & Wastewater Laboratory Fees; Resolution 2022-11 STAFF RECOMMENDATION:
Review and adopt the proposed Rates and Fees for Fiscal Year (FY) 22-23 for the Building, Community Development, and Water & Wastewater Divisions; Resolution 2022-11.
EXECUTIVE SUMMARY:
Staff presented the proposed budget for discussion to the City Council at a special workshop on March 17. Action items came from those discussions; Council requested staff remove the 5.5% technology fee within the Building Department fees. All changes listed above have been incorporated into the attached Proposed Fee Schedule.
The purpose of this Public Hearing is to adopt the proposed fees for FY 22-23 and discuss the changes being proposed by staff.
For transparency and clarity, the adopted fees from FY 21-22, the proposed changes to the adopted FY 21-22 fees and the proposed FY 22-23 fees are all presented in the proposed fee schedule attached.
A summary of changes is below:
Building Fee Schedule: Increase to all building services and fees of 8% (pg. 5-25).
Community Development Fee Schedule: Add new fee for Accessory Dwelling Unit (ADU) Permit, Add new fee for SB9 2-Unit Development, Add new fee for SB9 Lot Split (pg. 26), and Add new fee for Oversize Load Permit (pg. 28).
Water and Wastewater Fee Schedule: Increase Backflow Prevention Devices Monthly fee (pg. 47), Increase Service Line Installation fees (pg. 48), and Increase fee for Sewer Cleanout (pg. 51).
Water and Wastewater Laboratory Fee Schedule: Increase various Lab Test fees (pg. 52).
FISCAL IMPACT:
The various rates and fees for services have a direct financial impact on City revenues. The changes included in the adopted Fee Schedule will be incorporated into the FY 22-23 Budget.
