Consent Agenda Item 4d.
STAFF REPORT
City Council Consent Calendar Agenda Item
DATE: May 2, 2022
TO: Honorable Mayor and Council Members
FROM: Brendan Byrd, Public Works Director/City Engineer THROUGH: Merritt Perry, City Manager
SUBJECT: Approval of Professional Services Contract Task Order for the 12th Street Stormwater Enhancement Project (CIP 9101)
STAFF RECOMMENDATION:
Review staff report for approval of a professional services task order for the 12th Street Stormwater Enhancement Project (CIP# 9101).
EXECUTIVE SUMMARY:
The City has an on call contract with GHD Inc. for various professional services, including stormwater design and construction engineering. Staff is requesting the use of this on call contract to award the design and construction phases of work for the City’s 12th Street Stormwater Enhancement Project (Project). The project would include installing new storm drains and raingardens in various locations along 12th Street, in between K Street and Loni Drive. Additionally, a large raingarden feature would be installed along the southern boundary of the High School parking area.
As noted in further detail below, this project will be funded primarily though a Proposition 1 grant that the City received through the State Water Resources Control Board (State Board). The grant application and current 60% design plans were developed by GHD, and therefore their project team is best suited to complete the design and construction engineering portions of the work. Staff have also verified that awarding the professional services contract through the City’s existing on-call contract meets the procurement guidelines of the grant agreement with the State Board.
With approval from Council, staff will work with GHD to finalize the attached scope of work for the project in an amount not to exceed the project-funding limit as written in the grant agreement.
Staff anticipates this project going to construction during the summer of 2023.
FINANCIAL IMPACT:
The project is funded principally by a Proposition 1 grant from the State Board in the amount of $945,850, with an additional $105,150 of City local fund match (the match is 10% of the total project cost). The City matching funds have been budgeted through a mixture of Measure E funds and Wastewater Capital Reserve, the latter of which was a result of a supplemental environmental project with the State Board.
Consent Agenda Item 4d.
The professional services contract with GHD would be charged in varying amounts to all funding sources, dependent on the project phase as outlined in the City’s grant agreement. The total professional services contract amount requested for authorization is $190,000, which is the total amount as outlined in the City’s current grant agreement with the state.
RECOMMENDED COUNCIL ACTION:
Approve a professional services task order with GHD for the 12th Street Stormwater Enhancement Project (CIP# 9101). Consent Agenda vote.
