2. PRESENTATIONS / PROCLAMATIONS
a. Climate Action Plan
Minutes:

County of Humboldt Supervising Planner, Michael Richardson, provided a presentation on the Regional Climate Action Plan.

PUBLIC COMMENTS: John Flyer – Explained that the Climate Action Plan (CAP) needs to use science to make changes and that data matters. As to the current CAP, please insist to current and accurate data before approving the CAP. 10 years makes a huge difference in technology and data. Don’t leave the 1999 industrial omissions data out, by not using accurate it will eliminate or curtail the ability to live on rural land. The CAP looks at eliminating methane by feeding cattle seaweed, and that is infeasible. Jeff Stackhouse – Fortuna Resident – Echoed using the most current data which is not from 2015. Including 2020 data also includes natural resources, trees, water sources, and none of that is currently included. Include the 1990 data to include the industrial emissions. We have and will continue to decrease omissions. Consider wind power and offshore Regular Meeting Agenda

wind power, as there are no local experts. Encouraged the Council to consider bio generation. Jack Rice - Omissions as a community reflects where a community is. He spoke to an actual 1990 baseline and elevated baseline.

Elevated baseline creates elevated burden and that will hamstring the county with what we’re in for. The topic will come up during the environmental review portion of the CAP, but it’s better to look at these thing before we get there.

There is also uncertainty about industrial resources, some are included and some are excluded. The current CAP says it excludes things that are review by North Coast Air Quality Management District (NCAQMD), but there are some activities governed by NCAQMD that are included and inconsistencies should be resolved. Ryan Rice Humboldt Prosperity Alliance – Wanted to reiterate statements made by John, Jack and Jeff Stackhouse. We need to use true and factual data from the 1990 levels for the County of Humboldt. It will create a heavy lift for the county if we don’t push for 2010 census data and studies.

There has been a lot of state improvements for transportation. Dr. Frank Mitler provides current information in regards to livestock and methane which goes into the air and creates carbon which in turn goes back into the ground. He believes the County is doing a good job there. Believes policy should be built on true accurate data and the 2010 and 2015 data needs to be brought to current 22-23. Emily Stackhouse – Buckeye Conservancy – Encouraged the Council that the CAP should use the most current data and should include industrial point source emissions in the 1990 levels. Livestock emissions are 13% of all contributors second behind transportation. The science should be expanded upon more improved ways to measure methane from cattle. GWP100 and GWP Star Method and star has been shown to be more accurate than the studies being used for the current CAP. Methane is more potent goes through a cycle in the atmosphere and methane goes back to CO2. Seaweed nutrition it doesn’t have longevity and how will seaweed get to Humboldt county to our beef cows? Up to date data is the most imperative moving forward.

Minutes:

Item 6. Fortuna Business Improvement District Discussion was moved up the agenda to take place right after oral comments from the public for items not on the agenda, to accommodate several members of the public present to comment on the item.

City Manager Merritt Perry provided a brief update on FBID. He informed the Council that BID Board Members will be staying on until June 1 and that the feedback from the special meeting is that the core members stay intact. PUBLIC COMMENT: Melissa Marinez – Fresh on Main – Spoke in regards to FBID and Downtown Merchants. Attempted to contact 18 owners, there are approx. 94 Downtown Merchants total. She outlined three potential options for the Downtown Merchants. Kevin Bradley –Downtown Merchant- Thinks if the City would take it on it would be benefit for the merchants. If we disband we will lose something. Beautiful downtown. Kathy Cormerer – Fortuna Fabrics and Crafts – Stated she has some amount of apathy with the Merchants and the BID. There have not been people within those organizations that want to do anything. A certain amount of apathy that the Board members requested the time and the Board members didn’t show up. Businesses like hers are trying to survive, tread water. Sole proprietors can’t meet in the middle of the day without closing or paying someone to watch their stores. Downtown Merchants will always be there. Downtown Merchants predates FBID and they will survive if FBID goes away. The assessment fees do help but it won’t hold the merchants back if something happens to FBID.
